The reported change is that banks and nominated agencies importing gold, silver and platinum now pay 3% IGST upfront. That can increase their short-term funding needs, but any retail price effect depends on costs and how much importers pass on.
What changed?
Mint reported on 10 October 2026 that an upfront IGST exemption for imports of gold, silver and platinum through specified bank and nominated-agency channels had ended. It said banks have paid 3% IGST on the relevant imports since 1 April 2026, and that the government informed the GST Council of the change on 8 October 2026.

The distinction is about who imports the metals and when tax is paid. The exemption was for qualifying import channels, not a general tax exemption for consumers buying jewellery or bullion. Historical GST Council agenda material describes the earlier exemption for specified banks and nominated agencies. The Ministry of Finance confirms that the 57th GST Council meeting took place on 8 October 2026; neither source, by itself, establishes the legal instrument ending the exemption.
What does the change mean for importers?
The immediate effect is a cash-flow change. An affected importer must fund the IGST when the shipment clears. Mint reports that eligible businesses can subsequently claim input tax credits, so the full 3% should not be treated as a permanent additional cost for every eligible importer. But paying first and recovering tax through credits later can tie up working capital in the meantime.

If an importer needs to borrow to cover that temporary cash requirement, the financing may carry a cost. Whether that cost affects the price offered to a jeweller or other customer depends on the importer’s funding position, margins and commercial decisions.
Will retail buyers pay more?
There is no basis in the reported change to conclude that buyers will pay exactly 3% more. The 3% figure is the IGST reported on relevant imports; it is not a measured increase in consumer prices or a new flat surcharge on all precious-metal purchases.

Retail prices can also move with international metal prices, exchange rates and basic customs duties. A higher funding cost could be passed through in part, absorbed in margins, or have little visible effect against other price movements. Mint identifies these factors but does not provide a quantified estimate of any retail increase.
Why was the change made, and when?
Mint attributed the stated rationale to Revenue Secretary Arvind Shrivastava, quoting him via Reuters: “This is done to ensure parity of taxes imposed on imports of gold and other metals through different routes.” This is the rationale as reported by Mint, rather than a statement independently verified here against a primary transcript or release.

On timing, Mint reported that banks had been paying the tax since 1 April 2026 and that the government informed the GST Council on 8 October 2026. The Ministry of Finance’s release confirms the Council meeting date, but the current change and its effective date are attributed to Mint’s reporting.

What should buyers watch?
- Track the metal price and exchange rate as well as any retailer price changes; the import-tax figure alone does not predict the price of a finished item.
- When comparing jewellery, compare the final quoted price and its components rather than assuming the reported 3% import IGST applies directly as a 3% retail increase.
- For bullion, distinguish a change in the underlying metal price from a change in dealer pricing or other charges.
