In February 2025, probationary employees at the Department of Energy’s National Nuclear Security Administration (NNSA) received termination notices. Some notices were later rescinded, but accounts differ sharply on how many workers were initially affected and how many were ultimately dismissed. The available reporting does not establish a definitive rehiring total or show that the episode caused a specific nuclear-security failure.
What happened to the NNSA employees?
On February 13, 2025, NNSA employees received termination notices as part of a federal workforce reduction. In a February 20 letter, Senator Edward Markey and colleagues said up to 350 NNSA staff had been fired and described reports that officials appeared not to know the agency oversees America’s nuclear weapons. The letter attributes that claim to press reports; it does not establish what decision-makers knew.
In the days after the notices, many were reportedly rescinded. DOE later said fewer than 50 employees were ultimately dismissed, according to E&E News. Markey and colleagues also said DOE had trouble reaching some workers to rehire them because officials lacked their updated contact information. The accounts reviewed do not establish how many employees returned.
Why do the reported numbers differ?
The accounts describe different stages of the process and conflict over its scale. They should not be treated as competing final headcounts.

The initial-notice figures and DOE’s reported final-dismissal figure are not reconciled in these accounts. No complete job-by-job accounting or verified total of people rehired is established.
What does NNSA do?
NNSA is a semi-autonomous agency within the U.S. Department of Energy, established by Congress in 2000. DOE says its responsibilities include maintaining a safe, secure, reliable nuclear stockpile; nonproliferation and counterproliferation; emergency response; and nuclear propulsion for the U.S. Navy. Its work spans national laboratories, plants, sites, and other federal agencies.
NNSA’s fiscal years 2025–2029 plan emphasizes technical and policy expertise and identifies recruiting and retaining its workforce as priorities. That context helps explain why staffing decisions drew scrutiny, but it does not by itself demonstrate that the February notices disrupted operations.

Did the episode cause a nuclear-security failure?
The reports and congressional letter document a contentious workforce episode, rescinded notices, and conflicting accounts of who was affected. They do not establish that nuclear weapons operations failed, that a security incident occurred, or that a specific mission consequence resulted from the notices.

A later Government Accountability Office review of NNSA’s Enhanced Mission Delivery Initiative provides broader oversight context, not proof of harm from the February 2025 episode. As of February 2026, GAO said the initiative’s guiding-principles document remained pending; its recommendations called for documented reform goals, credible evidence, monitoring, and assessment of workforce needs and potential mission effects.
