NFIB is urging Washington voters to vote yes on Initiative 26-645, or I-645, which would repeal the state’s new 9.9% tax on annual individual income above $1 million and bar a broader range of state and local income taxes. The endorsement and campaign plans come from NFIB; the initiative’s legal scope is described in a Washington House summary, while the Department of Revenue sets out when the enacted tax is scheduled to take effect.
What is I-645?
Initiative 26-645 was certified to Washington’s ballot on July 22, 2026, according to the Washington House Office of Program Research summary. NFIB’s October 6, 2026 announcement supports the measure and says it will use billboards, digital advertising and a campaign website to promote a yes vote. The House summary is an analytical description, not an endorsement of the initiative.
NFIB frames I-645 as a way to “Stop the Income Tax.” That is campaign language: the measure’s official summary describes both repeal of the newly enacted tax and wider restrictions on income taxes.
What would Initiative 26-645 do?

- Repeal the 9.9% tax on annual individual income over $1 million.
- Prohibit state and local taxes on individual income or the receipt of individual income, as well as taxes measured by an individual’s income.
- Define “income” for purposes of the initiative.
So I-645 is broader than a repeal of the new tax alone. Its potential reach would include the restrictions on state and local income taxes described in the summary. The summary does not, by itself, establish how every possible tax would be treated in a particular case.
When does Washington’s new income tax start?
Under the enacted law, the tax is scheduled to begin January 1, 2028. The Washington Department of Revenue says it applies to individuals and married couples filing jointly whose annual adjusted gross income exceeds $1 million, with the first returns due in April 2029. The statute sets a 9.90% rate on an individual’s Washington taxable income, as specified in RCW 82A.04.030. The $1 million threshold is not a description of a flat 9.9% charge on all income after a household crosses it: the taxable base and applicable exclusions, deductions and credits matter. The Department discusses those features in its 2026 legislative report.
Why does NFIB support I-645?
NFIB says small-business owners could face higher costs and that the tax could affect hiring, raises, growth and decisions about whether to remain in Washington. NFIB Washington State Director Patrick Connor said, “Wall Street gets a pass while Main Street gets a tax,” and characterized the tax as specifically targeting owners who report business earnings and expenses on personal returns. That is NFIB’s campaign argument; the enacted law is an individual income tax with its own tax base and modifications.

NFIB’s October 6 release says 98% of its member small-business owners polled opposed the bill that created the tax. The release does not provide the poll methodology in the material available here, so the figure should be understood as NFIB’s reported result rather than an independently established measure of Washington small-business opinion.
NFIB also calls the tax a “$4 billion yearly tax” and describes 2025 business tax increases as a $9.5 billion package. Those are NFIB’s figures and characterizations; the release does not establish their underlying calculations as independent estimates.

What business owners say they fear
NFIB quotes business owners who expect the tax to make it harder to hire, raise pay, expand or compete. Lois Cook of America’s Phone Guys in Vancouver said: “If we can’t make a profit, we can’t give pay raises, add new positions, or grow our business here. Unless I-645 passes, we may need to leave to survive.” NFIB also quotes Larry Nicholas of Accurate Lock & Security and Paul Agather of Parts Wholesalers.
These are owners’ stated concerns and predictions, not evidence that the tax has already caused those outcomes. The tax is not scheduled to begin until 2028.

How to read the campaign claims
The sources serve different purposes. The House summary describes what the initiative would change; the Department of Revenue explains the enacted tax’s timing and calculation; NFIB advocates for a yes vote and reports its members’ views and business concerns. A voter considering I-645 can distinguish the proposal’s stated legal provisions from NFIB’s arguments about what the tax may mean for businesses.
