The clearest measure of the risk is export value: USDA reports that U.S. agricultural exports to China fell sharply in 2025, while announced purchase commitments in 2025 and 2026 point to a possible recovery that has not yet been verified in completed-trade data.
How much did U.S. agricultural exports to China change?
The latest full calendar-year figures show a steep decline. The USDA Economic Research Service (ERS) reports that U.S. agricultural exports to China were $8.4 billion in 2025, down 66 percent from 2024. China fell to the sixth-largest U.S. agricultural export market. ERS associates the drop with reciprocal tariffs and lower soybean demand, but the figures do not establish that tariffs alone caused the entire decline. That is a change in the value of exports to one destination—not a direct accounting of farmers’ lost income. The impact on a producer depends on what they grow, the price they receive, whether they can sell elsewhere, and their production costs. Export statistics also include a range of agricultural products, not just crops grown on U.S. farms.
What does the 2018 tariff episode tell farmers?
The 2018 retaliation is a useful precedent for the scale of exposure, not a forecast of what the current dispute will cost. China’s tariffs affected approximately 98 percent of U.S. agricultural exports to China in 2017, representing $30.4 billion in exports. Soybeans and most pork products faced 25 percent tariffs in the period examined by ERS. About 30 percent of U.S. soybeans had gone to China before the retaliation period, making the crop particularly exposed. ERS reported that the value of U.S. agricultural exports to China declined by just over $10.3 billion in 2018. Soybean, wheat, and corn export values to China each fell by more than 60 percent. At the same time, exports to countries that did not retaliate rose $9.7 billion, evidence that some sales shifted to other destinations. The comparison cannot isolate tariffs from weather, crop supplies, demand changes, and other factors.
As ERS put it, “These retaliatory tariffs increased the imported prices of U.S. agricultural products relative to alternatives, either domestically produced or from other international sources.” That disadvantage can make buyers switch suppliers even when the U.S. crop remains available.

How the 2018 precedent and 2025 data compare

The two rows describe different measures: a year-over-year decline in 2018 and a full-year export total and percentage change in 2025. They show that trade disruption can reach billions of dollars in export value, but neither number is a total of farmers’ net losses.
Which crops are most exposed to Chinese tariffs?
Exposure depends on how important China is as a buyer for a particular commodity and whether other buyers can absorb the supply. Soybeans are the clearest example in the available USDA evidence: they are among the leading U.S. agricultural exports, and a substantial share had previously gone to China. The 2018 episode also showed sharp declines in U.S. wheat and corn export values to China.

Tariffs can reduce the competitiveness of U.S. products relative to domestic alternatives or suppliers in other countries. If exporters redirect a crop, farmers may still face lower prices or greater selling costs; if buyers do not replace the lost demand, the effect may be more severe. Outcomes vary by commodity, production region, harvest, and competing supply, so the evidence does not support a single loss estimate for every farmer.
Do the 2025 and 2026 purchase commitments change the outlook?
They may reduce uncertainty for exporters if the purchases occur, but announced commitments are not completed transactions. The White House’s November 1, 2025 fact sheet said China would suspend specified retaliatory tariffs announced since March 4, 2025, buy at least 12 million metric tons of U.S. soybeans in the final two months of 2025, and buy at least 25 million metric tons in each of 2026, 2027, and 2028. It also said the United States would maintain suspension of heightened reciprocal tariffs on Chinese imports until November 10, 2026. A separate White House fact sheet dated May 17, 2026, announced that China would buy at least $17 billion in U.S. agricultural products annually in 2026 (prorated), 2027, and 2028, in addition to the October 2025 soybean commitments. It also announced restored market access for U.S. beef through renewed listings for more than 400 facilities and additional listings. Broader farm-sector forecasts provide context, but they do not measure the trade war’s cost. USDA ERS forecasts 2026 inflation-adjusted farm cash receipts of $540.3 billion, down $18.0 billion, or 3.2 percent, from 2025. Within that forecast, inflation-adjusted crop receipts are projected to rise $7.5 billion, and soybean receipts are projected to rise $4.3 billion in nominal terms, mainly because of higher prices. ERS also forecasts $47.4 billion in direct government farm payments for 2026, $19.5 billion more than in 2025. USDA’s Farm Service Agency announced $12 billion in one-time bridge payments in December 2025, including up to $11 billion for row-crop farmers. USDA described the program as covering a portion of modeled 2025 crop-year losses amid market disruptions and elevated input costs. It should not be treated as a dollar-for-dollar reimbursement for China tariffs or as proof that a farmer’s losses were fully covered. USDA Farm Service Agency announcement, December 10, 2025.
What “cost farmers billions” can and cannot mean
The phrase is supportable when it describes billions of dollars in agricultural export value exposed to disruption or a decline in exports to China. USDA’s 2018 retrospective and 2025 trade data document changes of that scale. They do not show that U.S. farmers collectively lost the same amount in net income. Farm revenue also reflects sales to other destinations and domestic buyers, crop prices, input costs, government payments, and which commodities a farmer produces.
For farmers, the practical financial risk is that dependence on a major buyer can leave a crop harder to sell or less valuable when trade terms change. The size of that risk is different from the export-value figures, and it cannot be calculated for an individual operation from national trade totals alone.
