Nadhmi Al-Nasr left his role leading NEOM in November 2024, and the company appointed Aiman Al-Mudaifer Acting CEO. NEOM later named Al-Mudaifer Managing Director and CEO. The reason for Al-Nasr’s departure has not been established. A separate allegation reported from an ITV documentary concerned more than 21,000 foreign worker deaths across construction tied to Saudi Vision 2030—not a verified death toll for NEOM or The Line.
Who is NEOM’s CEO?
NEOM’s current leadership page lists Aiman Al-Mudaifer as Managing Director and CEO: NEOM leadership. He became Acting CEO in November 2024 after Nadhmi Al-Nasr’s departure, then received the permanent appointment in May 2025.
What happened to Nadhmi Al-Nasr?
On November 12, 2024, NEOM’s board announced Al-Mudaifer’s appointment as Acting CEO “following the departure of Nadhmi Al-Nasr.” The company described the leadership change as supporting continuity and a new phase of delivery; its statement did not explain why Al-Nasr left. NEOM’s announcement listed The Line among NEOM’s projects, alongside Oxagon, Trojena, Magna, and The Islands of NEOM.
In May 2025, NEOM announced that Al-Mudaifer had been appointed board member, Managing Director, and CEO, noting that he had served as Acting CEO since November 2024. The company described NEOM as a giga-project under development in northwestern Saudi Arabia. NEOM’s appointment announcement.

Why did Al-Nasr leave NEOM?
The reason is not established by the cited statements or reporting. Semafor reported in November 2024 that Al-Nasr had led NEOM since 2018 and covered the departure amid budget challenges, project delays, and reports of worker deaths; that context does not prove why he left. Semafor’s November 2024 report. Futurism likewise said it was unclear both why he departed and whether the move was connected to the allegations. Futurism’s report. No confirmed causal link between the worker-death allegation and the leadership change is established in these accounts.
Did 21,000 workers die building The Line?
The available reports do not establish that. Futurism summarized an allegation in ITV’s documentary Kingdom Uncovered: Inside Saudi Arabia that more than 21,000 foreign workers died during construction tied to Saudi Vision 2030. Business & Human Rights Resource Centre summarized the documentary allegation as covering workers from India, Bangladesh, and Nepal who died in Saudi Arabia since Vision 2030 began. Business & Human Rights Resource Centre’s summary.
Those reports do not establish an audited count, deaths specifically at NEOM, or deaths specifically at The Line. The underlying records, calculation, and project-level attribution are not set out in the cited material. It is therefore inaccurate to call the figure “21,000 NEOM workers killed” or to treat it as proof of the reason for Al-Nasr’s departure.
Business & Human Rights Resource Centre also reproduced a statement attributed only to an unnamed NEOM migrant construction worker: “We’re made to work extremely hard. There is little time to rest. We get tired. We suffer from anxiety day and night.” That account is a reported worker statement, not evidence that establishes the documentary’s broader death figure or attributes particular deaths to a project.
What is The Line, and how long is it planned to be?
The Line is a planned linear development within NEOM’s portfolio. Semafor described the plan in July 2025 as twin mirrored skyscrapers intended to stretch 170 kilometers (106 miles). Semafor’s July 2025 report. November 2024 coverage used rounded descriptions of about 100 or 105 miles; the figures are approximate descriptions of a planned scale, not evidence that a structure of that length has been built.
Semafor reported in July 2025 that NEOM was reviewing project scope and priorities under Al-Mudaifer. That dated reporting concerns project plans, not the confirmed leadership timeline or the unconfirmed reason for Al-Nasr’s departure.
