Navigating UAE Imports: A Practical Guide to Customs Declarations, Duties and VAT

A practical guide to UAE import declarations, importer and broker roles, documents, tariff classification, customs duty, VAT and emirate-specific procedures.

To import goods into the UAE, first establish who will make the customs declaration, then verify the product’s tariff classification, required permits, supporting documents and customs and VAT treatment for the specific emirate and route. “Importer of record” is useful commercial shorthand, but the customs-law material reviewed does not establish it as a separate, universal UAE licence category. A broker may handle clearance when properly licensed or authorized; that does not automatically make the broker the owner or transfer every responsibility.

Who can make a UAE customs declaration?

The federal customs-law material says a declaration is submitted by an importer or representative. It describes customs procedures being accepted from goods owners, authorized representatives who meet prescribed requirements, and licensed customs brokers. It also says GCC-state citizens, whether natural or legal persons, may exercise customs clearance after obtaining an administration licence.

Keep the roles distinct when arranging an import: the goods owner or buyer, the party named as declarant or represented party, any authorized representative, and the broker performing clearance. Confirm who is authorized to act, what the service contract covers, and who is responsible for providing accurate product, value and origin information. The law page does not establish a single UAE-wide “importer of record” licence.

What to prepare before shipping

The required file depends on the customs authority, entry point, procedure, goods and any restrictions. Dubai Customs lists an invoice, packing list, certificate of origin and permits from relevant restriction entities among the documents for its customs-declaration service. Federal customs-law material also describes a detailed original invoice and says Customs may request contracts, correspondence or other evidence relevant to declared value. Arabic translation of foreign-language invoices or other documents may be requested.

  • Confirm who will submit the declaration and what authorization that person or company needs.
  • Prepare an accurate product description, including composition and intended use, to support tariff classification.
  • Assemble the commercial invoice, packing list, transport and origin records required for the route and procedure.
  • Check whether the goods are restricted or require approval from a competent authority, and obtain any required permit.
  • Confirm the valuation, duty and VAT process with the relevant customs authority and the Federal Tax Authority (FTA) before dispatch.

For Dubai, the customs-law text states: “A customs declaration shall be produced for any goods entering or leaving the country; the goods are then presented to the customs authorities at the nearest customs office.” This is a general legal statement; the exact declaration channel and supporting documents depend on the shipment.

How classification, customs value and duty are determined

Classify the actual product

Dubai Customs describes its integrated tariff as based on the World Customs Organization’s Harmonized System and says the GCC adopted a unified 12-digit structure. Use the tariff to investigate classification, rates, restrictions and treatment, but verify the code against the specific product’s materials, composition and use. A broad product label alone may not settle the classification.

Verify valuation and applicable duty

Federal customs-law material says imported goods are subject to the duties specified in the applicable tariff unless an exemption or agreement applies. Customs may seek supporting evidence for the declared value. Dubai Customs’ FAQ search result describes customs value for goods imported to Dubai on a CIF basis under the GCC customs framework; do not treat that Dubai-specific explanation as a universal landed-cost formula for every route or shipment.

Sharjah Customs’ import-procedures page states that non-exempt goods incur duty of 5% on CIF value under the procedures it describes. That is a Sharjah page statement, not a universal UAE rate: classification, exemptions, restrictions and route can affect the outcome. Check the current tariff and treatment with the authority responsible for the entry.

How VAT registration differs from import VAT

VAT registration is a question about a business’s registration obligation; it is distinct from how VAT is accounted for on a particular import. The FTA’s VAT registration page, last updated April 6, 2026, states a mandatory registration threshold of AED 375,000 and a voluntary threshold of AED 187,500 under the criteria it sets out. Mandatory registration applies when taxable supplies and imports exceed the threshold over the previous 12 months or are expected to exceed it in the next 30 days. The FTA expressly says the mandatory threshold does not apply to foreign businesses, so an overseas seller should seek an assessment of its own circumstances rather than assume the resident-business rule applies unchanged.

The FTA’s VAT Import Declaration User Guide explains import declaration scenarios and how importers use FTA e-Services and provide information or evidence to Customs or the FTA. Because the guide is a PDF whose version may change, check the current FTA guide before following screen-by-screen steps. The applicable import VAT process depends on the importer’s circumstances and declaration scenario; do not infer a VAT exemption merely from a customs-clearance arrangement.

When a customs broker or VAT-clearing company can help

A licensed customs broker can perform customs-clearance work within the relevant authorization and procedure. Agree in advance who will prepare the declaration, supply documents, respond to queries and settle charges. Hiring a broker by itself does not establish that the broker becomes the goods owner or assumes all importer obligations.

The FTA separately describes registration of customs-clearance companies with a TINCO reference. Under the FTA’s specified arrangements, a registered VAT-clearing company may facilitate imports for non-registered persons and use its own FTA guarantee for certain suspension arrangements. The company may require a client guarantee or cash deposit, which the FTA page says is refunded once the goods leave the UAE. This is a bounded mechanism dependent on the company’s registration and guarantee, not a general VAT exemption or automatic transfer of all responsibilities. The FTA page, last updated August 19, 2026, estimates 20 business days to complete an application after it is complete.

Why procedures differ between emirates

Customs service details are local. Dubai Customs’ declaration service covers import, export, transit, transfer and temporary admission; it lists declaration documents and reports a two-working-hour service completion time. That is a service-page estimate, not a guarantee of end-to-end cargo release. Dubai also publishes fees that vary by declaration type and channel, so confirm the applicable charge for the service you will use.

Sharjah Customs’ import page lists a delivery order, packing list, original invoice, attested original certificate of origin, bill of lading, duty or deposit receipt, and inspection report among its import documents. Its requirements and 5% CIF statement apply to the procedures described on that page; they should not be substituted for the rules of another emirate or entry route. Confirm the current checklist with the authority handling the shipment.

A practical pre-dispatch decision sequence

  1. Choose the entry point and regime. Ask the competent emirate customs authority which procedure applies to the intended movement and destination.
  2. Set the parties and authority to act. Identify the owner or buyer, declarant, any authorized representative and broker; confirm credentials and written authorizations.
  3. Resolve classification and restrictions. Match the goods’ details to the tariff and check permits with the relevant restriction authority before dispatch.
  4. Build the document file. Prepare the invoice and packing list, then confirm whether the route requires origin, transport, permit, value-support or translated documents.
  5. Confirm value, duty and VAT treatment. Check tariff treatment and valuation for the specific goods, and clarify whether the importer’s VAT status or declaration scenario affects import processing.
  6. Agree the clearance and payment process. Confirm declaration channels, fees, deposits or guarantees, responsibility for queries, and what must happen before cargo release.

These authorities’ pages address different procedures and jurisdictions. For a shipment-specific decision, confirm requirements with the customs authority for the actual entry point and with the FTA where VAT treatment is relevant.
