What was Muammar Gaddafi’s net worth?
The most commonly cited figure is more than $20 billion for Gaddafi and his family together, as reported by CBS News on February 25, 2011. The estimate came from an unnamed intelligence source. CBS also reported that officials were still working to determine the family’s wealth, and the figure was not supported by an audited personal balance sheet or a published inventory of assets and liabilities. CBS News’ 2011 report therefore supports describing the amount as an attributed historical estimate, not a confirmed net worth.
Why other figures are not his personal net worth
Large sums reported during the 2011 conflict often referred to assets controlled by Libya’s government or state-linked institutions. Government control, a freeze imposed by a foreign government, or a family member’s blocked property does not by itself establish that the assets belonged personally to Gaddafi.

What happened to the frozen assets?
In a December 16, 2011 fact sheet, the U.S. Treasury said General License 11 unblocked more than $30 billion in Government of Libya assets, including assets of the Central Bank of Libya and Libyan Arab Foreign Bank. Treasury said funds of the Libyan Investment Authority and its subsidiaries, including the Libyan Africa Investment Portfolio, that were blocked as of September 19, 2011 remained blocked. It also said property of certain family members and senior regime members remained blocked. The fact sheet records the U.S. position at that time; it does not establish the current legal or custodial status of every asset.

Why separating state money from family wealth is difficult
Libya’s national revenue and government institutions complicate claims about who controlled or owned particular funds. In the 2011 CBS News report, Raymond Baker, director of Global Financial Integrity, said: “With all those revenues flowing through the national government, through the treasury, it’s pretty easy to tap those revenues for various purposes.” The observation describes why separating state flows from reported family wealth can be difficult; it does not show that any specific amount belonged personally to Gaddafi.
