A four-storey restaurant and childcare development was approved for 168 Scarborough Beach Road, Mount Hawthorn, on 14 May 2024. The approval establishes what may be built at the site; it does not confirm that construction has begun or that either business is open.
What was approved at 168 Scarborough Beach Road?
The Metro Inner Development Assessment Panel approved the commercial development on 14 May 2024. The City of Vincent register records it as application 5.2023.248.1. PerthNow reported the proposed project value as A$3.5 million and described the plan as demolition of the existing building followed by a four-storey replacement.
The proposal combined three uses: a restaurant at street level, an upper-level childcare facility and parking. It was presented as a mixed-use development on the Scarborough Beach Road strip, not as approval for a restaurant alone.
What would the restaurant and childcare centre include?
Ground-floor restaurant
PerthNow reported that the proposed restaurant could accommodate up to 80 guests and was planned to trade until 10pm, seven days a week. These are details reported for the proposal in 2024, not verified current trading hours or confirmation that a restaurant is operating.

Why did the proposal attract concerns?
The City advertised the proposal for community consultation in late 2023. PerthNow reported 18 submissions, 16 of which raised concerns about parking, traffic congestion, noise or privacy.
The application made the case for the development’s street-level role. Rowe Group wrote: “The allocation of a commercial/retail space on the ground floor adds to the already dynamic streetscape and contributes to the walkability of the town centre,” and said the proposal would support local needs and social interaction.

At the approval meeting, deputy presiding member Lee O’Donohue said: “This is probably one of the few daycare centres that I’ve seen located appropriately,” and added: “I think the provision of a cafe or restaurant on the ground floor will add to the activation already existing along Scarborough Beach Road and I think it’s very well designed and well thought out.” These comments explain the panel’s stated view; they do not establish how the development will affect neighbours once built or operating.

The approval is confirmed, but the available information does not establish whether construction has started, whether the approved design has changed, or when either use might open. A March 2026 real estate listing described the property as a vacant site offered for sale. That is a listing description at the time, not definitive confirmation of the site’s status now.
