Refinancing a mortgage means applying for a new loan, so the lender makes a new underwriting decision. It will generally review your credit, income, assets, employment, monthly debts and expenses, the property’s value and liens, and the proposed loan terms. There is no universal minimum credit score, equity percentage, debt-to-income ratio, or document list for every refinance. The requirements depend on the loan program, whether you want a rate-and-term or cash-out refinance, lender rules, and your circumstances.
What lenders evaluate in a refinance
Federal ability-to-repay rules mean that most lenders must make a reasonable, good-faith determination that you can repay the mortgage. The Consumer Financial Protection Bureau (CFPB) says lenders generally consider and document income, assets, employment, credit history, and monthly expenses. A Qualified Mortgage also requires verification of income or assets and debts, with the lender considering debt-to-income (DTI) or residual income. These requirements make refinancing more than a credit-score check; the lender evaluates the complete application and the new loan.

Underwriting standards vary by loan type and lender. Conventional, FHA, VA, USDA, and special refinance programs do not share one universal set of thresholds. Lenders may also apply their own requirements in addition to a program’s rules. The examples below are specific to named programs and should not be treated as limits for all refinances.
That is why the answer to “What are the requirements to refinance a mortgage?” depends on the borrower and the transaction. A lender may look at the proposed payment and loan terms as well as whether your credit, income, debts, assets, property value, occupancy, and lien position meet the applicable program’s rules. Local property law, property type, appraisal or valuation requirements, and lender overlays can also affect the file. No single requirement on its own guarantees approval.

Credit: there is no universal score cutoff
Your credit score and credit report can affect both whether you qualify and the interest rate offered. Higher scores generally make borrowers eligible for lower rates, but lenders also consider your credit history, debts, savings, assets, and current income. Many mortgage lenders use FICO scores and review reports from Equifax, Experian, and TransUnion; some use a middle score, but scoring models and lender practices can differ. The CFPB explains these factors in its guide to credit scores and credit reports.
- Do not assume a single score is the refinance minimum. A particular loan product may have a stated threshold, while automated underwriting, lender overlays, loan type, and other strengths in your application can affect the outcome.
- Check your reports before applying. Review them for errors and address inaccuracies before a lender evaluates your file.
- Avoid unnecessary new credit applications near the mortgage process. New credit can affect your credit profile and the lender’s assessment.
One program-specific example illustrates why broad score rules can mislead. Freddie Mac’s Refi Possible page states that the program has no minimum indicator score requirement, but a usable credit score is required for delivery to Freddie Mac. That is not a guarantee that a borrower without a usable score will qualify. Confirm how a lender will handle your score and the specific loan you are considering.
When asking “What credit score do I need to refinance?”, ask the lender which score model and reports it uses, and whether a program threshold or lender overlay applies. A score is one part of pricing and eligibility; it does not replace review of the rest of your application.

Lenders compare the proposed loan with the property’s value and account for existing liens. They may assess loan-to-value (LTV), combined loan-to-value (CLTV), the amount of cash requested, the property valuation, and whether mortgage insurance applies. Your equity is not subject to a universal 20% gate: Freddie Mac says some borrowers with less than 20% equity may still qualify, depending on credit, although private mortgage insurance (PMI) may be required. A new refinance can therefore be possible with less than 20% equity, but it may carry mortgage-insurance costs or other program conditions.
LTV compares the loan amount with the property’s value. CLTV also accounts for other loans or liens secured by the home. Those measures can matter differently depending on the transaction: a cash-out refinance changes how much is borrowed against the property, while an existing second lien can affect the combined amount even if you are not taking cash out. Ask the lender to explain which debts it is including and what value it will use.
For an example of a higher-LTV pathway, Fannie Mae’s RefiNow program page lists up to 97% LTV and up to 65% DTI. Those are conditional RefiNow limits, not general refinance rules. The program also requires, among other conditions, that the existing mortgage be owned by Fannie Mae, the home be a one-unit principal residence, borrower income be no more than 100% of area median income (AMI), and recent mortgage payment history meet the program’s requirements. Check current eligibility with a participating lender because program guidance can change.

Property value and lien details matter particularly when you want cash out or have more than one loan secured by the property. Ask the lender how it will determine value and whether an appraisal, another valuation method, or a particular lien payoff is required. The applicable LTV or CLTV limit depends on the loan program and transaction; the examples above do not establish a general ceiling.

Income, employment, and monthly debts
Lenders need to assess whether your income and assets support the new payment alongside your monthly obligations. Income documentation depends on how you earn money and whether it is expected to continue. A salaried employee, a worker with variable hours or commissions, and a self-employed borrower may need different evidence. If you rely on non-employment income, such as rental income, alimony, child support, retirement benefits, or other benefits, the lender may ask for records showing the amount and continuity.
DTI compares monthly debt obligations with income, but there is no single DTI cap for every refinance. A lender may also consider residual income or other factors under the applicable underwriting rules. Freddie Mac’s Refi Possible page lists a 65% maximum DTI for that specific program. Its documentation examples vary by income type:
- Stable base pay: year-to-date pay stub and employment verification.
- Fluctuating hourly or other wage income: pay stub and W-2.
- Self-employment: complete personal and business tax returns plus current business verification.
These examples and the 65% DTI limit apply to Refi Possible, not all Freddie Mac loans or all refinances. Ask the loan officer for a checklist that reflects your exact income sources, assets, transaction purpose, and program.

For self-employment, ask whether both personal and business returns and current business verification are required. If you plan to use assets to qualify, ask which statements or other records are needed. A lender may also request explanations and supporting evidence for large deposits; keep relevant account statements and source records available rather than assuming every deposit will be self-explanatory.

What documents you need—and when
The paperwork depends on where you are in the process. You do not need a full underwriting packet just to request an initial Loan Estimate.
To request a Loan Estimate
The CFPB identifies six pieces of information a lender needs to provide a Loan Estimate: your name, income, Social Security number, the property address, an estimate of the property’s value, and the desired loan amount. A lender or mortgage broker cannot make receipt of W-2s, pay stubs, or other documents a condition for giving you a Loan Estimate. See the CFPB’s Loan Estimate guidance.
The CFPB recommends requesting Loan Estimates from three or more lenders as the first step in applying for a mortgage. Comparing written estimates can help you evaluate rates, fees, and cash to close rather than relying on a headline rate alone. The estimate is an early comparison tool, not proof that underwriting is complete or that the final terms and eligibility have been settled.

For underwriting after you proceed
Once you move forward, the lender may request records to verify the information in your application. Common examples include:
- Recent pay stubs and W-2 forms.
- Signed personal and, where relevant, business tax returns.
- Bank statements and records for assets used to qualify or close.
- Documentation of other income, such as rental income, support payments, or benefits.
- Identity information and your Social Security number.
- Explanations or supporting records for large deposits or other items the lender needs to understand.
This is a preparation list, not a complete or mandatory packet for every borrower. The lender may request different or additional records based on your income, assets, loan program, and application. Purchase-oriented checklists may include items such as down-payment-source documentation that do not apply in the same way to every refinance.
Organize the records that match your situation, then use the lender’s checklist as the authoritative list for your file. For example, an employee with stable base pay may need a different set of income records than a self-employed borrower or someone relying on rental income. Requirements can vary by lender and program, so do not assume that one borrower’s document packet will fit yours.

Before closing
Review the Loan Estimate and final Closing Disclosure, along with the promissory note, mortgage or other security instrument, escrow disclosures, and any applicable notice of the right to rescind. The CFPB says borrowers generally must receive the Closing Disclosure at least three business days before closing. Certain covered non-purchase transactions, including some refinances, may carry a right to rescind; whether it applies and its timing depend on the transaction and statutory conditions. Do not assume every refinance has the same rescission right.
Read the final numbers and loan terms against your goal: check the payment, term, fees, points, escrow and prepaid items, and total cash to close. If something differs from the Loan Estimate or is unclear, ask the lender to explain it before signing. The applicable right-to-rescind notice is transaction-specific; the three-business-day Closing Disclosure timing should not be confused with a universal rescission period.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare refinance offers and eligibility
Compare the complete loan and its fit with your goal, not just the quoted interest rate. A refinance can change your payment, term, mortgage-insurance costs, fees, and cash due at closing. Ask each lender to explain any differences that affect your total cost or eligibility.
- Loan type and purpose: conventional, government-backed, or special program; rate-and-term versus cash-out.
- Equity and valuation: LTV or CLTV limits, lien payoff assumptions, valuation method, and whether mortgage insurance applies.
- Credit and pricing: which score or report model is used and how your credit profile affects pricing.
- Ability to repay: DTI or residual-income method and how each income source is counted.
- Documentation: which records are required for your employment, self-employment, benefits, assets, or other income.
- Costs and cash to close: lender fees, points, escrow and prepaid items, and the total amount you must bring to closing.
- Resulting loan: whether the new payment and term meet your stated goal after considering costs and any added mortgage insurance.
Government-backed programs have distinct rules, but the examples here do not establish FHA, VA, or USDA credit, equity, or DTI thresholds. Ask lenders familiar with the program you are considering to confirm current rules and your eligibility.
As a practical comparison, check whether offers are for the same purpose and loan type before treating their rates or cash-to-close figures as equivalent. Differences in points, lender fees, escrow or prepaid items, insurance, valuation assumptions, and the loan term can change the overall result. Consider whether the new payment and term actually advance your goal after accounting for costs, rather than deciding from the interest rate alone.
Common reasons a refinance application needs more work
A complicated or incomplete file does not automatically mean you cannot refinance. It may mean the lender needs clarification, documentation, or a different program fit.

Frequently Asked Questions
What are the requirements to refinance a mortgage?
A lender generally reviews credit history, income, assets, employment, monthly debts and expenses, the property’s value and liens, and the terms of the new loan. Exact requirements depend on the loan program, lender, transaction purpose, and your circumstances; there is no single universal score, equity, DTI, or document rule.
Can I refinance with less than 20% equity?
Possibly. Freddie Mac says some borrowers with less than 20% equity may still qualify depending on credit, though private mortgage insurance may be required. The applicable LTV or CLTV limit depends on the particular program and transaction.

One-click scans. No signup required.
Do I need pay stubs or W-2s to get a Loan Estimate?
No. CFPB identifies six information items for a Loan Estimate: name, income, Social Security number, property address, estimated property value, and desired loan amount. A lender or broker cannot require documents as a condition of providing the estimate. Verification records may be requested later if you proceed.
What documents should I prepare for refinance underwriting?
Common examples include recent pay stubs, W-2s, signed tax returns, bank statements, identity information, and records for other income or large deposits. The lender’s checklist depends on how you earn income, the assets involved, and the loan program; these examples are not a guaranteed complete packet.
How many lenders should I compare?
The CFPB recommends requesting Loan Estimates from three or more lenders. Compare the full terms, fees, points, escrow and prepaid items, insurance, and cash to close—not only the quoted interest rate.
The Bottom Line
A refinance is a new underwriting decision, not just a rate check. Prepare to document your credit, income, assets, debts, and property details, but confirm the actual requirements with the lender and program. Compare Loan Estimates from multiple lenders, and distinguish program-specific figures—such as RefiNow’s conditional LTV, DTI, and income limits—from rules that apply to every refinance.
