Mortgage Refinance Rates on October 28, 2025: Latest 30- and 15-Year Averages

Freddie Mac’s latest weekly averages available October 28, 2025 were 6.19% for 30-year fixed mortgages and 5.44% for 15-year loans. Here’s what the benchmarks mean and how to weigh refinance costs.

The latest Freddie Mac weekly averages available on October 28, 2025, were 6.19% for a 30-year fixed mortgage and 5.44% for a 15-year fixed mortgage. Those figures came from the survey published October 23; Freddie Mac did not publish a new weekly observation on October 28. They are national benchmarks, not personalized refinance offers.

Latest refinance rate benchmarks available October 28

Freddie Mac’s October 23, 2025 Primary Mortgage Market Survey reported a 6.19% average for 30-year fixed mortgages and 5.44% for 15-year fixed mortgages. These were the latest weekly figures available on October 28. The next release, dated October 30, falls after the date covered here. Freddie Mac’s PMMS archive lists the weekly observations; the October 23 release gives the rates and comparisons.

All rates in the table are Freddie Mac national weekly survey averages, not a specific borrower’s quote, rate lock, or approval. In its October 23 release, Freddie Mac characterized the 30-year average as a more-than-one-year low. Chief Economist Sam Khater said, “Mortgage rates continued to trend down this week, hitting their lowest level in over a year.” The release also said the 30-year rate had exceeded 7% at the start of 2025 and that refinancings represented more than half of mortgage activity for the sixth consecutive week.

Why your refinance offer may differ from the averages

A survey benchmark cannot tell you what a lender will offer for your property and loan. The Federal Reserve’s consumer guide to mortgages says lenders assess factors including income and assets, credit score, other debts, current property value, and the amount borrowed. A homeowner’s actual terms therefore depend on their financial and property circumstances as well as the loan requested.

Choose a term by comparing payment, interest, and equity

A 15-year mortgage generally carries a lower rate than a 30-year mortgage and pays principal down faster, which can reduce total interest. The trade-off is a higher monthly payment because the principal is repaid over fewer months. Compare the payment against your budget and consider how the new term changes your payoff date and equity progress—not just the rate.

The Federal Reserve guide illustrates the trade-off with a hypothetical $200,000 loan: at 6% for 30 years, its example payment is $1,199 a month and total interest is $231,640; at 5.5% for 15 years, the payment is $1,634 a month and total interest is $94,120. These are guide examples, not October 2025 market offers or estimates for an individual borrower.

Work out whether the refinance costs are worth paying

Start with loan estimates for the proposed refinance and your current loan information. Compare the new and current payments, account for all new-loan costs, and estimate how many months of savings it takes to recover those costs. If the comparison calls for it, use after-tax rather than pre-tax monthly savings. Then compare that break-even point with how long you expect to keep the home or loan.

  1. List the costs. Include the new loan’s fees and any prepayment penalty on the existing mortgage.
  2. Calculate monthly savings. Compare the expected new payment with the current payment, using consistent assumptions and considering taxes where appropriate.
  3. Estimate break-even. Divide costs by monthly savings (or after-tax monthly savings, as appropriate). The result estimates how long it takes for savings to offset the cost.
  4. Check the time horizon and loan path. Consider whether you expect to keep the loan beyond break-even, whether the new term extends the payoff date, and how the choices affect total interest and equity buildup.

The Federal Reserve guide’s break-even example assumes a $200,000 30-year loan, a current 6% rate, a new 5% rate, $2,500 in fees paid at closing, and $91 in after-tax monthly savings. Under those assumptions, the example reaches break-even in 27 months. It is illustrative only: use your own loan costs, tax circumstances, and plans. The guide cautions that a prepayment penalty can lengthen break-even and that extending a loan beyond its remaining term can slow equity buildup, even when the monthly payment falls.

Compare actual offers, not just the headline rate

When evaluating refinance offers, compare the annual percentage rate (APR), interest rate and points, closing costs, monthly payment, any prepayment penalty, break-even horizon, remaining versus new term, total interest, and equity buildup. The October 23 national averages cannot establish which offer is best for a particular homeowner, and they do not predict where rates will go next.
