This guide covers the U.S. mortgage Loan Estimate described by the Consumer Financial Protection Bureau (CFPB). The CFPB says its forms and processes apply to most mortgages, not necessarily every mortgage product. The Loan Estimate is a useful starting point for comparing offers before choosing a lender.

What is the difference between a mortgage rate and APR?
The interest rate is the annual cost of borrowing the loan amount, expressed as a percentage. It does not include fees or other loan charges. APR is a broader measure: it reflects the interest rate plus certain costs of obtaining the mortgage, including points, mortgage broker fees, and other charges. APR is usually higher than the interest rate.
The CFPB puts the distinction this way: “An annual percentage rate (APR) reflects the mortgage interest rate plus other charges.” The agency’s definition page was last reviewed August 28, 2026. APR is useful for comparing offers, but it is not a guaranteed forecast of what you will actually pay over the life of your mortgage. Your actual cost depends on the loan’s terms and how long you keep it, among other factors.

| Number | What it measures | What it leaves out or cannot tell you | Where it appears on a CFPB-described Loan Estimate |
|---|---|---|---|
| Interest rate | The annual cost of borrowing, expressed as a percentage. It helps explain the principal-and-interest payment. | Fees and other loan charges. | Page 1, under “Loan Terms.” |
| APR | The interest rate plus certain costs of obtaining the loan, including points, mortgage broker fees, and other charges. | It is not a guaranteed prediction of your lifetime cost. An ARM’s APR does not reflect its maximum interest rate. | Page 3, under “Comparisons.” |
Because the two figures measure different things, the lower rate does not automatically mean the cheaper offer, and the lower APR does not automatically mean the better fit. Treat both as clues, then check the dollars and terms behind them.
On the Loan Estimate, the rate is on page 1 in “Loan Terms,” while APR appears on page 3 in “Comparisons.” They are separated because they answer different questions: the rate helps explain the cost of borrowing and principal-and-interest payment, while APR adds certain loan costs to the comparison. A useful first check is to make sure you are reading the same kind of figure on each estimate rather than comparing one lender’s rate with another lender’s APR.
Why neither number should decide the offer alone
A low interest rate can come with points or other upfront charges. If you focus only on the rate, you may overlook the amount you must pay to obtain it. Conversely, an APR can help bring certain charges into a broader comparison, but it does not replace looking at the payment, cash due, or the loan’s other terms.
APR is especially easy to overread as an all-in forecast. It is a comparison measure, not a promise about your personal cost through payoff. The CFPB Loan Estimate also provides a five-year comparison and a total-interest measure; these give you additional ways to assess the offer alongside the APR.
Even a “no closing costs” offer is not necessarily cost-free. The CFPB warns that it may involve higher monthly payments. Ask how those costs are handled and compare the resulting payment and terms with other written offers rather than relying on the label.
Think of the rate and APR as two views of the same offer, not as competing grades. A rate-focused comparison can miss upfront charges; an APR-focused comparison can hide differences in the actual payment, loan structure, or how long you expect to keep the mortgage. A borrower who expects to move or refinance sooner may weigh upfront costs differently from someone who expects to retain the loan longer. The estimate’s five-year view is a useful common reference, but it cannot know your plans.
Nor does a lower APR prove that an offer is better for every buyer. Check whether the offer has the loan type and term you requested, whether its monthly payment fits your budget, and how much cash you need at closing. The broader percentage measure does not make unlike loans identical.

Compare written Loan Estimates for equivalent loans, not isolated headline rates. The CFPB recommends shopping with multiple lenders and aiming for at least three offers. Offers are most useful side by side when they are for the same loan amount, loan type, term, down payment, and relevant rate-lock assumptions.

- Request comparable estimates. Ask each lender for a Loan Estimate based on the same loan amount, loan type, term, down payment, and rate-lock assumptions. If a lender’s offer differs on one of those inputs, get the estimate corrected or account for the difference before comparing it.
- Check whether the loan matches what you asked for. Compare the loan type and term, then review the interest rate and the date and status of any rate lock. Rates can change daily, so estimates issued on different dates may reflect market movement as well as different lender pricing.
- Compare payments in dollars. Review the monthly principal-and-interest payment, mortgage insurance, and total monthly payment. The rate does not show the full monthly amount you will need to budget for if other payment components apply.
- Inspect lender charges and credits. Review origination charges in Section A, services in Section B, and lender credits in Section J. These are useful places to identify differences in lender-controlled charges. A lower upfront charge or credit can affect the economics of the offer even when the rate comparison looks straightforward.
- Review the cash-to-close figure. Compare how much each estimate says you will need to bring to closing. Taxes, prepaid items, and initial escrow amounts may vary for reasons outside the lender’s control; ask the lender to explain differences rather than treating each one as a change in the lender’s price.
- Read the “In 5 years” figures. On page 3, the CFPB’s comparison shows total payments over five years and principal paid. Subtracting the principal paid from total payments, which include principal, gives the five-year interest-and-fees cost. Use that as a comparison aid, not as a prediction of your personal future.
- Ask questions and negotiate. Ask lenders to explain differences you cannot account for and use competing written estimates to negotiate. Compare the whole offer: a low rate with points and fees, or a low APR with a different payment or loan term, needs closer inspection.
To make the comparison practical, line up the estimates and write down each offer’s loan type, term, rate, lock date or status, principal-and-interest payment, mortgage insurance, total monthly payment, lender charges, credits, cash to close, and five-year cost. This simple side-by-side view can reveal whether the apparent winner is actually offering the same loan. If figures differ, ask the lender which assumptions or charges account for the gap before deciding.
Pay particular attention to the balance between upfront costs and ongoing payments. A rate may be paired with points, and a lender credit may change the amount you pay at closing. Do not assume a credit makes one offer cheaper overall or that a higher upfront charge is automatically a bad deal: compare the estimate’s payment and five-year cost as well as the amount due at closing. The documents help you identify the tradeoff; your timeline and budget determine how important it is.
The CFPB says homebuyers can potentially save $600 to $1,200 per year by getting offers from multiple lenders. That is a potential saving, not a promise or an estimate of what an individual borrower will save. The agency also describes its comparison method as using an average mortgage retention period of about five years before a move or refinance; your own timeline may be different.

Shopping also gives you a basis for asking a lender to explain or improve an offer. Share competing written estimates and ask about specific differences—such as origination charges, points, credits, or payment—rather than asking only for a lower headline rate. A lender’s service and ability to close on time matter too, so the lowest number is not the only practical consideration.
Which Loan Estimate charges should you focus on?
Not every dollar on an estimate is controlled by the lender. Separate lender-controlled charges and credits from items that can differ for other reasons. This makes it easier to see where lenders may be offering different pricing and where you should ask for an explanation before drawing conclusions.
| Loan Estimate area | What to compare | How to interpret a difference |
|---|---|---|
| Section A: Origination Charges | Origination charges and points. | Compare the lender’s charges alongside the rate. A low rate should not distract from points or other upfront costs. |
| Section B: Services | Listed service charges. | Compare the estimates and ask what explains a difference. The CFPB identifies this section as a place to examine, but not every difference is necessarily a lender-controlled price change. |
| Section J: Lender Credits | Credits from the lender. | Include credits when assessing upfront costs and the offer as a whole. |
| Taxes, prepaids, and initial escrow | The estimated amounts and the reason they differ. | These may vary for reasons outside a lender’s control. Ask the lender to explain the estimate rather than assuming the difference is lender pricing. |
Also compare the total payment and cash to close, not just the charge sections. The payment tells you what the loan may require each month under the estimate’s terms; cash to close helps show the upfront amount. Neither substitutes for the other, and APR does not display the full context of both.
Section A is a natural place to look for origination charges and points when trying to understand a rate-and-cost tradeoff. Section B lists services, which are worth comparing, but a difference there does not automatically mean the lender changed its own price. Section J shows lender credits, which can affect upfront economics. The broader point is to ask what a charge or credit represents and whether it is within the lender’s control before attributing the difference to lender pricing.

Taxes, prepaid items, and initial escrow should not be treated as if they were all lender fees. The amounts may vary for reasons outside a lender’s control. If one estimate shows a noticeably different amount, ask what assumptions produced it. Separating those items from lender charges makes a comparison more useful and avoids choosing an offer based on a misleading cash-to-close difference.

How to interpret the five-year comparison
The Loan Estimate’s “In 5 years” figures offer a dollar-based comparison that complements APR. The CFPB explains that you can subtract the principal paid from total payments over five years to get the five-year interest-and-fees cost. Principal is included in total payments, so subtracting it helps distinguish the amount that went toward reducing the balance from interest and fees paid during that period.
This calculation is useful when you are comparing offers with matching loan assumptions because it puts a period-specific cost alongside the percentage measures. It is not a personal forecast: the CFPB’s method uses an average mortgage retention period of about five years before moving or refinancing, but any individual borrower may keep a mortgage for a shorter or longer time. Consider your own likely timeline when weighing upfront costs against ongoing payment differences.
Do not treat the five-year number as a complete answer either. Check the payment, lender charges and credits, and cash to close, and verify that the estimates describe the same loan. If the offers differ in loan type or rate assumptions, the apparent difference may not be a clean comparison.

The five-year figure is helpful because it focuses attention on a defined period instead of implying that every borrower will hold a mortgage until payoff. It combines payments and principal paid in a way that makes the interest-and-fees portion easier to compare. Still, it is based on the estimate’s assumptions, not a guarantee about future costs. If you expect to keep the mortgage for a very different length of time, treat the figure as a reference point and consider that difference when evaluating the offer.
Why APR comparisons need extra care for ARMs and different loan products
Adjustable-rate mortgages
An ARM’s APR does not reflect the loan’s maximum interest rate. It therefore cannot tell you the worst-case payment path. The Loan Estimate’s five-year cost comparison for an ARM assumes that rates stay the same; actual rates can adjust, so the figure does not capture the possibility of rising payments.
Before comparing an ARM with a fixed-rate mortgage—or comparing two ARMs—review the adjustment terms and caps as well as the initial rate and APR. Ask when adjustments can occur, how the loan’s terms limit them, and how a change could affect the payment. A rate-stays-the-same assumption is not a stress test of future payment risk.
For an ARM, a seemingly attractive initial rate or APR should not distract from the possibility that the rate and payment may change. The APR limitation and the five-year assumption are separate cautions: the first does not show the maximum interest rate, and the second assumes rates stay the same over the comparison period. Review the adjustment schedule and caps, and ask the lender to explain how those terms affect payment risk. The CFPB materials do not make the five-year comparison a worst-case scenario.

The CFPB urges care when comparing the APR of a fixed-rate loan with an ARM, different ARM offers, or a closed-end loan with a home equity line of credit (HELOC). The charges included in the APR differ across these comparisons, so the figures may not provide a like-for-like measure. Compare the actual product terms, payment, and costs rather than assuming that APR makes unlike loans directly comparable.

When products differ, first identify the difference rather than treating the APR spread as a clean measure of lender value. A fixed-rate mortgage and an ARM do not carry the same rate behavior; two ARMs may have different adjustment terms; and a HELOC is not the same type of loan as a closed-end mortgage. The CFPB’s caution is a reason to compare terms and costs in context, not to abandon APR altogether.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What a Loan Estimate does—and does not—commit you to
A Loan Estimate is a written estimate to help you understand and compare loan terms and costs. It is not final loan approval, and it does not commit you to that lender. Use it to shop and ask questions, but do not mistake it for a guarantee that the lender has approved the mortgage or that every estimated amount is final.
Timing matters too. Since rates can change daily, compare the dates on the estimates and whether the rate is locked under the assumptions shown. If two estimates were issued at different times or have different lock assumptions, ask whether the difference comes from market movement, loan terms, or lender pricing before choosing between them.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →That distinction is especially important if you are collecting offers over several days. A later estimate may reflect a changed market rather than a lender changing its relative pricing. Confirm the rate-lock date and status and make sure each estimate uses the same assumptions before deciding that a rate or APR difference represents a better offer. If you need clarification, ask the lender to explain the estimate in writing.
A practical decision framework
Once the estimates describe equivalent loans, use the figures in combination. This order helps keep a compelling percentage from obscuring a cost or condition that matters more to your budget.
- First, confirm comparability: loan amount, type, term, down payment, and rate-lock assumptions should align.
- Next, test the monthly fit: look at principal and interest, mortgage insurance, and total monthly payment.
- Then assess upfront economics: compare lender-controlled origination charges, services, lender credits, and cash to close. Ask about taxes, prepaids, or escrow differences.
- Use APR and the five-year figures as cross-checks: they broaden the view beyond the rate, but they do not erase differences in product terms or your likely holding period.
- For an ARM, examine adjustment risk: the APR and rate-stays-the-same five-year comparison do not show the maximum rate or a rising-rate scenario.
- Finally, consider execution: compare lender service and ability to close on time alongside the financial terms.
If one offer has a lower rate but higher upfront charges, ask the lender to explain what the price buys and compare it with the other estimate’s payment and five-year costs. If an offer has a lower APR but a less suitable payment or loan structure, do not assume the APR makes it the better choice. The best offer is the one whose terms, costs, timing, and payment risk fit your circumstances—not the one with the most attractive single number.
A final review can be as simple as asking: Are these the same type and term of loan? Are the rate dates and lock assumptions comparable? What do I pay each month, and how much do I need to bring to closing? Which charges or credits differ, and why? What do the five-year figures show? If this is an ARM, what are the adjustment terms and caps? These questions turn APR and rate from headline figures into part of a fuller decision.
Frequently Asked Questions
Which matters more when comparing mortgage offers: the interest rate or APR?
Neither matters more in every situation. The interest rate helps explain the principal-and-interest payment and excludes fees; APR includes the rate plus certain costs of obtaining the loan. Compare both, along with payment, lender charges and credits, cash to close, and the five-year cost measure.

Where can I find the mortgage rate and APR on a Loan Estimate?
On the CFPB-described Loan Estimate, the interest rate appears on page 1 under “Loan Terms,” and APR appears on page 3 under “Comparisons.”
Does a lower APR mean a cheaper mortgage?
Not necessarily. APR is a broader comparison measure, not a guaranteed forecast of your actual cost. Check that the offers describe equivalent loans, then compare the payment, upfront lender charges, credits, cash to close, and five-year figures.
How many mortgage offers should I compare?
The CFPB recommends shopping with multiple lenders and aiming for at least three offers. Request estimates for the same loan amount, type, term, down payment, and relevant rate-lock assumptions.
What does the Loan Estimate’s “In 5 years” figure tell me?
The CFPB explains that subtracting principal paid from total payments over five years gives the five-year interest-and-fees cost. It is a comparison aid, not a prediction of how long you will keep the mortgage or what you personally will pay.
Can I compare an ARM’s APR directly with a fixed-rate mortgage’s APR?
Use caution. An ARM’s APR does not reflect its maximum interest rate, and the Loan Estimate’s five-year ARM comparison assumes rates stay the same. Review adjustment terms, caps, and payment risk, and do not assume the APR alone makes the products directly comparable.
Does a Loan Estimate mean I am approved or committed to a lender?
No. A Loan Estimate helps you understand and compare terms and costs, but it is not final loan approval and does not commit you to that lender.
The Bottom Line
Use the rate and APR together, but choose only after comparing equivalent Loan Estimates. Check the monthly payment, lender-controlled charges and credits, cash to close, and five-year interest-and-fees cost. For ARMs or different loan products, scrutinize terms and payment risk rather than relying on APR as a verdict.
