The evidence does not show that buydowns alone threaten the housing industry or determine the performance of the iShares U.S. Home Construction ETF (BATS: ITB). In its annual report for the year ended March 31, 2026, iShares said high mortgage rates constrained affordability and led builders to offer incentives, including rate buydowns, that compressed margins. That is a specific business headwind—not proof of an industry-wide crisis.
What a mortgage buydown changes—and what it does not
A temporary mortgage rate buydown lowers the payments a borrower makes for a set early period. A lump-sum subsidy is deposited into an account, then used to cover part of those scheduled payments. The subsidy may come from the borrower, lender, employer, seller, or another interested party, according to Fannie Mae’s temporary buydown guidance.

The buydown does not erase or permanently change the mortgage’s contractual note rate. That rate remains the underwriting anchor, and the borrower remains responsible for the note payment if subsidy funds are unavailable. The agreement may also state what happens to unused funds if the loan is paid off early. The Consumer Financial Protection Bureau likewise describes a temporary reduction as an early-payment arrangement, rather than a lasting reduction in the loan obligation, in its mortgage financing options guidance.

For loans subject to the cited Fannie Mae rules, the borrower must qualify using the note rate, not the temporarily reduced rate. The buydown account must be fully funded before the loan is delivered. The guide sets these general limits:
#1 Best Overall
- Loan Amortization and Remaining Balances
- Instant Principal, Interest, Interest Only and Total Payments
- Future Values
- Date math function
- The initial rate reduction may not exceed three percentage points below the note rate.
- The rate paid by the borrower may increase by no more than one percentage point in each one-year interval.
- The plan may last no longer than three years.
Fannie Mae permits temporary buydowns on fixed-rate mortgages and certain adjustable-rate mortgage plans for principal residences and second homes, subject to restrictions. The cited guide lists investment properties and cash-out refinances as ineligible. Adjustable-rate mortgages have separate restrictions, so these general terms should not be applied to every ARM. Agency eligibility rules can change; borrowers and lenders should check the live guide for the specific loan.
Why buydowns can help a sale but pressure builder profits
When mortgage rates are high, a builder may offer a temporary buydown to reduce a buyer’s early monthly payments and make a home purchase more attainable. The buyer receives near-term payment relief; the builder absorbs or helps fund a transaction incentive. That incentive has a cost, so it can reduce the profit earned on the sale.

In its shareholder report covering April 1, 2025, through March 31, 2026, iShares directly linked high mortgage rates to affordability constraints and said builders responded with incentives including rate buydowns, compressing profit margins. This supports a clear business-risk mechanism: affordability pressure can push builders to spend more to attract buyers, while those concessions weigh on margins. It does not establish that buydowns are the only cause of margin pressure, or that their use alone threatens the entire housing industry.
What that means for ITB—and what it cannot tell you
ITB is an exchange-traded fund tracking an index of U.S. equities in the home-construction sector, according to its fund prospectus. It is not a direct investment in mortgage buydowns or a pure measure of builder concession costs. Its holdings and returns reflect multiple companies and market drivers; a margin headwind for homebuilders does not make a particular fund outcome inevitable. Current fund information is available on the iShares ITB product page.

The same iShares report recorded a return of (3.64)% for ITB for the year ended March 31, 2026. For that same period, the S&P Total Market Index returned 18.14%, while the Dow Jones U.S. Select Home Construction Index returned (3.34)%. These are dated period returns, not evidence that buydowns caused ITB’s performance or explain the difference between the fund and either index.
How common were buydowns? The available figures are historical and narrow
Freddie Mac reported that buydowns accounted for 7.6% of its funded conforming, owner-occupied, 30-year fixed-rate purchase loans in December 2022, falling to 2.8% in June 2023. Those figures describe a specific slice of Freddie Mac’s funded loans at two points in time; they are not current estimates of buydown use across the whole mortgage market or housing industry. The figures are presented in Freddie Mac’s 2023 analysis of temporary rate buydowns.

What borrowers should check before accepting a buydown
A lower initial payment can obscure the payment the borrower will owe under the note once the subsidy ends. Compare the whole loan, not just the first payment schedule:
- Find the note-rate payment. Ask for the regular payment calculated at the contractual note rate, as well as each temporary payment.
- Map the step-up schedule. Confirm how long the subsidy lasts, when the payment changes, and what the borrower is expected to pay at each stage.
- Identify who funds the subsidy. Ask whether the money comes from the borrower, lender, seller, builder, or another party, and how it is handled if the loan is paid off early.
- Compare total costs and terms. Review the rate, fees, cash needed at closing, and full payment schedule alongside other available mortgage options. A lower first-year payment does not by itself establish that the loan is cheaper overall.
- Confirm the qualification and loan rules. For a Fannie Mae loan, the borrower must qualify at the note rate. Ask the lender to explain which program rules apply to the specific loan.
The CFPB advises considering mortgage financing options in the broader context of the loan. Refinancing may be one possibility for some borrowers, but it is not guaranteed to be available or beneficial when the temporary period ends; do not rely on it to make an unaffordable note payment workable.

How builder-funded buydowns fit contribution limits
When a seller, builder, interested party, or its affiliate funds a buydown for a Fannie Mae loan, the subsidy cost counts toward the loan’s interested-party contribution calculation. It must fit the applicable maximum financing-concession limits. Fannie Mae also says an undisclosed interested-party contribution makes a loan ineligible for sale to the agency, as explained in its interested-party contributions guidance. A builder-funded offer is therefore a transaction concession with rules, not a cost-free reduction in the mortgage obligation.
