As of August 18, 2026, taxpayers who want access to many IRS online services generally still need an ID.me account, a Social Security number or ITIN, government-issued identification, multifactor authentication and—through the standard self-service route—a selfie.
There are ways to avoid the automated selfie process, including an ID.me video chat with an agent. Some individual services also offer phone, mail, Form 15227 or Taxpayer Assistance Center alternatives. But those options do not amount to a separate government credential or a broadly available replacement for ID.me.

What changed—and what did not
The controversy began after the IRS rolled out a new identity-verification system in December 2021. The process used ID.me and asked users to submit a government ID and a selfie through a smartphone or webcam before accessing certain tax records and online tools. The IRS said stronger identity proofing was necessary to prevent account takeovers, fraudulent refunds and unauthorized access to taxpayer information. The IRS announced the rollout on December 7, 2021.
By January 2022, privacy and accessibility concerns had become a national controversy. Critics questioned the collection and retention of biometric information, the consequences of a potential breach, possible demographic differences in facial-recognition performance and whether choosing between automated facial matching and a live video queue was a meaningful choice. Some taxpayers lacked a suitable smartphone, webcam, reliable broadband connection, acceptable identity documents or the physical ability to complete the process.

The IRS responded by publicizing a live-agent option and describing work toward a government-administered identity tool. But the central outcome sought by many critics—a separate provider or government-run replacement that ordinary taxpayers could use instead of ID.me—has not materialized for the main IRS.gov account.
A 2023 report by CyberScoop documented the continuing lack of a separate provider and a general in-person enrollment option. That reporting is historical context, not proof that every operational detail remains unchanged in 2026. Current IRS guidance, however, still identifies ID.me for the ordinary individual account and still describes ID.me’s self-service and video-agent routes. What taxpayers must use today
The IRS’s account-creation guidance says taxpayers “need an account with ID.me” to access tax information and online services. The ordinary process is:
- Go to the relevant IRS account or service and select Sign in or create account.
- Create or use an ID.me account.
- Provide your SSN or ITIN.
- Upload a qualifying government-issued photo ID, such as a driver’s license, state ID, passport or passport card.
- Take a selfie with a smartphone or computer webcam.
- Complete multifactor authentication and sign in.
The IRS’s current requirements and privacy explanation are listed on its IRS.gov account-creation page. This requirement applies to the main individual taxpayer account and many connected online services—not automatically to every IRS website, business portal or specialized system.
An Individual Online Account can provide access to information such as balances, payment history, tax records and certain identity-protection tools. A failed ID.me verification can therefore become a barrier to several unrelated tax tasks at once.
Can you avoid the selfie?
Sometimes—but the alternative remains inside ID.me.

The IRS accessibility guidance says a taxpayer may choose an ID.me video chat agent process, where available, instead of attempting the standard self-service verification. If repeated self-service attempts fail, ID.me may route the user to a Trusted Referee. That process can involve uploading alternative identity documents and speaking with an ID.me representative by video. The IRS also says American Sign Language video support is available upon request. That distinction matters. A taxpayer can avoid an automated selfie while still having to use ID.me, participate in a remote video call and provide identity documents. The current guidance does not show a general IRS Taxpayer Assistance Center process for enrolling in the full online account without ID.me.
Is Login.gov a replacement for ID.me?
Not for the ordinary individual IRS online account, based on current IRS guidance.
Login.gov is a government-maintained sign-in platform, but its availability at the IRS is system-specific. The IRS’s accessibility materials discuss both Login.gov and ID.me; that does not mean every taxpayer can choose between them for every service.
For example, the IRS’s FATCA registration system supports both Login.gov and ID.me. FATCA registration is a specialized system primarily used by financial institutions, not the standard Individual Online Account. See the IRS FATCA registration guidance.

The accurate conclusion is narrower than “the IRS does not use Login.gov”: Login.gov is not shown as a general alternative provider for the ordinary individual taxpayer account.
What can you do without signing in?
Not every IRS task requires an online account. The IRS account page says users having trouble with verification or sign-in may be offered a way to obtain information without signing in, depending on the service.
Potential alternatives include:
- Using the IRS refund-status tool or other public lookup tools where eligible.
- Downloading forms, instructions and publications from IRS.gov.
- Following the phone or mail instructions in an IRS notice.
- Using a service-specific return-verification process.
- Making an appointment at a Taxpayer Assistance Center for an eligible matter.
These routes are limited. They do not generally provide the complete account history, payment records and personalized tools available after successful online verification. A taxpayer should identify the exact task first rather than assume that every IRS service requires—or avoids—ID.me.

What if the IRS asks you to verify a tax return?
Return verification is a different problem from creating an IRS online account. Taxpayers who receive a CP5071-series notice or Letter 5447C may be directed to the IRS online return-verification service. The process generally requires signing in or creating an account and answering questions about the return.
If online verification is not possible, the IRS directs taxpayers to follow the instructions in the notice. Do not ignore the notice or use a random phone number found online. The applicable fallback, deadline and documents depend on the notice. Use the IRS return-verification instructions.
Return verification, online-account enrollment and identity verification for an Identity Protection PIN are separate workflows. Success—or failure—in one does not necessarily determine the options available in another.

Offline alternatives for an IP PIN
The clearest current offline alternatives concern the IRS Identity Protection PIN, or IP PIN. An IP PIN helps prevent someone else from filing a federal tax return using your SSN or ITIN.

If you cannot validate your identity online or cannot access your account, the IRS says you may have these options:
- Form 15227: Taxpayers below the applicable income thresholds may submit the form online.
- Taxpayer Assistance Center: Taxpayers who do not qualify for Form 15227 may schedule an appointment and bring identity-verification documents.
The IRS currently lists the relevant adjusted-gross-income thresholds as less than $84,000 for individuals or less than $168,000 for married couples filing jointly. These are alternatives for receiving an IP PIN, not general substitutes for creating an IRS online account. Check the IRS IP PIN FAQ for eligibility and instructions.
Why verification fails
A taxpayer who cannot get through ID.me may be facing an identity-record problem rather than doing anything wrong. Common failure points include:
- A name mismatch among ID.me, IRS and Social Security Administration records.
- An expired, damaged or unsupported identity document.
- A document image that is blurry, cropped or difficult to read.
- No compatible smartphone, webcam, phone number or reliable internet connection.
- Poor lighting, camera quality or difficulty positioning the face.
- Disability-related barriers involving vision, hearing, speech, motor control or facial positioning.
- Multiple failed attempts that trigger the video-agent or Trusted Referee process.
- Overseas access problems involving accepted documents, phone service or time zones.
- A special situation involving a deceased taxpayer, dependent, power of attorney, identity theft or a business account.
If the issue is a document or name mismatch, gather the exact identity documents requested and check that the information matches your official records. If the issue is equipment or accessibility, look for the video-agent route and the IRS accessibility guidance rather than repeatedly submitting unsuccessful selfies. A live-agent route is not instant, and it still requires remote video interaction.
What the IRS says about privacy
The IRS says ID.me is certified against applicable federal standards. It also says that, for users verifying for the IRS, selfie, video and biometric data are automatically deleted except in cases involving suspicious or fraudulent activity. The IRS further says ID.me will not share, sell, rent or trade personal or sensitive information except for identity-verification and eligibility purposes. The IRS describes these practices on its account page.

Those are the IRS’s descriptions of ID.me’s practices, not an independent audit finding. Important details remain material to taxpayers: what “automatically deleted” means operationally, how long fraud-related records may be retained, whether subcontractors hold copies, what information is transferred to government systems, whether biometric templates are created and how taxpayers can request records or deletion.
The privacy trade-off is real. High-assurance identity proofing can make fraudulent access harder, but a remote system that collects identity documents and facial images also concentrates sensitive information and can exclude legitimate taxpayers whose technology, records or circumstances do not fit the automated process.
Why a replacement is difficult
The IRS is balancing competing demands:
- Security: Tax accounts contain payment data, return information and identity-theft targets.
- Accessibility: A system must work for people without modern devices, reliable connectivity, standard documents or the ability to complete facial matching.
- Privacy: Identity proofing requires collecting information that cannot be changed like a password.
- Scale: The system must handle millions of taxpayers, especially during filing season.
- Accountability: A private identity vendor can become a practical gatekeeper for a public benefit.
A second provider could reduce dependence on one company, but it could also create inconsistent standards, duplicated data collection and more complicated support. A government-run system might improve public accountability while requiring the government to assume more operational and security responsibility. The IRS has not shown taxpayers a broadly available replacement that resolves those trade-offs.
What remains unanswered
The current guidance answers what taxpayers can do today, but it does not fully answer the accountability questions raised in 2022. The IRS and relevant federal agencies should clarify:
- Whether a separate provider for the Individual Online Account is planned.
- Whether Login.gov is being evaluated for ordinary individual taxpayer access.
- Whether there is a deadline for reducing dependence on ID.me.
- How many verification attempts fail and how many users require video-agent assistance.
- Typical and peak wait times for live verification.
- Whether failure rates differ by disability, demographic group, geography or document type.
- How biometric data deletion is audited and how long fraud-related exceptions last.
- How many taxpayers use Form 15227, Taxpayer Assistance Centers or other offline alternatives.

The bottom line is straightforward: the IRS has added ways to complete verification without the standard automated selfie and has preserved offline options for particular services, but it still has not offered a broadly available alternative provider or government-run replacement for ID.me on the main individual online account.
