These are related but separate classifications: IRS tax reporting does not by itself settle how SSA applies the retirement earnings test to a particular sale. IRS Publication 225 says purpose is ordinarily determined by actual use. An animal’s suitability for breeding alone does not make it a breeding animal for the seller, and raising an animal to sell to someone else as breeding stock does not automatically mean the seller held it for breeding. How federal tax treatment can differ
Market cattle held primarily for sale
Livestock raised or bought primarily for sale is generally reported on Schedule F. In the Social Security earnings-test context, the relevant figure is not automatically the gross check from the sale: net farm earnings and other countable earnings matter. A farm’s expenses and tax reporting therefore matter when determining whether a sale contributes to self-employment earnings.
Livestock actually held for business use
A sale of livestock held for draft, breeding, dairy, or sporting purposes generally belongs on Form 4797 rather than Schedule F. For cattle used in the farm business, IRS Publication 225 says a 24-month holding period generally applies for section 1231 treatment. That does not guarantee capital-gain treatment: depreciation recapture can result in ordinary income, and basis and other facts affect the tax result. See IRS Publication 225.

When the Social Security retirement earnings test applies
The earnings test applies only before normal retirement age (NRA). In 2026, the Social Security Administration lists these annual exempt amounts:

According to the SSA Office of the Chief Actuary, earnings in or after the month you attain NRA do not count toward the retirement earnings test. Benefits withheld under the test are not necessarily lost permanently: SSA says it adjusts benefits at NRA to account for months in which benefits were withheld. These limits concern the earnings test; they are not a blanket tax exemption.

What the reported 71% price increase does—and does not—show
In an October 6, 2026, report, 24/7 Wall St. said benchmark 550–649-pound Montana steer prices were up about 71% since 2023. The underlying primary auction or livestock series, exact observations, and calculation method were not established in the available reporting. Treat the percentage as that publication’s reported comparison, not independently verified statewide market data, and do not extend it to other cattle weights or all Montana cattle. Records that can help support an animal’s purpose
Because the distinction depends on actual use rather than a label, keep records that show how each animal fit into the operation. Useful examples include calving records, herd inventories, purchase records, and depreciation schedules. These are practical documentation examples, not an exhaustive checklist prescribed by SSA. A farm tax preparer or adviser familiar with both farm reporting and Social Security’s earnings test can help assess how a specific sale should be handled.

How to assess a specific sale
- Identify the animal’s purpose in your operation and how it was actually used; do not rely on a sale description or breeding suitability alone.
- Determine the appropriate tax reporting category—generally Schedule F for livestock held primarily for sale or Form 4797 for qualifying business livestock held for use.
- Establish the net farm earnings and any other wages or self-employment earnings relevant to the earnings test, rather than treating gross sale proceeds as countable earnings.
- Check your age and the timing of earnings against your NRA month and the applicable SSA limit for the year.
The specific tax result and any effect on a beneficiary’s payments depend on individual facts, including animal use, basis, depreciation, other earnings, and timing. The general distinction does not determine an individual benefit calculation.
