Minnesota PUC Granted Summit a Carbon Pipeline Permit in 2025

Minnesota’s PUC issued a conditional route permit for Summit Carbon Solutions’ proposed 28-mile carbon dioxide pipeline segment in February 2025. Here’s what the decision covers—and what it does not establish.

Minnesota’s Public Utilities Commission (PUC) issued Summit Carbon Solutions a route permit on February 21, 2025, for a proposed carbon dioxide pipeline from an ethanol plant near Fergus Falls to the North Dakota border. The Commission found the environmental impact statement adequate and issued the permit with conditions. The decision authorizes a Minnesota route; it does not establish that construction began or that Summit’s planned regional network or carbon storage operations are complete.

What did the Minnesota PUC approve?

The permit covers Summit Carbon Solutions, LLC’s proposed Minnesota pipeline segment through Otter Tail and Wilkin Counties. The PUC describes the route as approximately 28 miles long, running from the Green Plains ethanol plant near Fergus Falls to the Minnesota–North Dakota border south of Breckenridge. Commission staff papers describe about 28.1 miles of 4-inch carbon steel pipe, while the PUC project page gives a 4.5-inch diameter. Those are the source descriptions; they should not be treated as interchangeable measurements without further technical context.

The line is intended to transport captured carbon dioxide (CO2) to the border and connect with a proposed North Dakota network that would carry CO2 to permitted Class VI injection wells. Minnesota’s route permit is one piece of that plan, not approval of every facility and activity needed to capture, transport across state lines, and store the CO2.

When was the permit granted, and what happened next?

February 21, 2025 The PUC issued the route permit, adopting the ALJ report as modified, finding the EIS adequate, and attaching conditions.
March 13, 2025 CURE filed a petition asking the Commission to reconsider.
April 24, 2025 The PUC denied reconsideration.
June 11, 2026 The project page’s docket display showed a PUC filing.

The order’s official title is “ORDER ADOPTING ADMINISTRATIVE LAW JUDGE REPORT AS MODIFIED, FINDING ENVIRONMENTAL IMPACT STATEMENT ADEQUATE, AND ISSUING ROUTING PERMIT WITH CONDITIONS.” The project page labels the docket active, but that label and a later filing do not establish physical construction progress.

Where would the pipeline run?

The proposed Minnesota segment crosses Otter Tail and Wilkin Counties, connecting the Green Plains ethanol plant near Fergus Falls with the North Dakota border south of Breckenridge. The PUC staff briefing says the EIS considered three route options: Summit’s amended proposed route and CURE alternative routes 2 and 3. The permit record includes route materials, maps, and conditions. The available descriptions do not provide a basis here to rank the alternatives by cost, safety, climate impact, or effects on particular properties.

How does Minnesota review a pipeline route permit?

For pipeline projects expected to have significant environmental impacts, the Minnesota PUC describes a process that combines environmental review, public participation, an ALJ hearing, and a final Commission decision. The agency’s general timeline is nine months, extendable for good cause; that is not a prediction of the duration of a particular case. Summit filed in September 2022 and received its permit in February 2025.

  1. Application and public meetings: Once an application is ready for review, the PUC and the Department of Commerce’s Energy Environmental Review and Analysis unit arrange public meetings in each affected county.
  2. Alternatives and environmental review: The Commission determines which alternatives merit further investigation. Environmental review addresses the applicant’s route and the identified alternatives.
  3. Hearing and recommendation: An ALJ oversees at least one hearing and prepares findings, conclusions, and a recommendation.
  4. Commission decision: The PUC reviews the docket and makes the final permit decision at a public agenda meeting.

What did CURE challenge?

CURE’s March 2025 petition argued, among other things, that changes in South Dakota law and delays in approvals elsewhere affected the project’s viability; that the Commission’s review and permit conditions were inadequate; and that environmental review should have addressed a broader project footprint. These were CURE’s arguments as summarized in PUC staff briefing materials, not findings that the Commission adopted. The PUC denied the petition for reconsideration on April 24, 2025.

Does the permit mean the pipeline is being built?

No construction milestone is established by the PUC information reviewed here. The official project page showed the docket active and displayed activity through June 11, 2026, but it does not confirm that construction started or that the Minnesota segment is operating. Nor does the route permit by itself show that the proposed multi-state network, CO2 capture operations, or injection at storage wells is complete. Those are distinct steps from permitting this Minnesota segment.

What this means for Minnesota residents

The decision settles an important regulatory question about the proposed Minnesota route: the PUC issued a permit with conditions after finding the EIS adequate, and it later declined to reconsider that decision. It does not settle whether or when the larger project will be built or operate. For landowners and residents seeking project-specific details, the PUC project page and docket are the primary records for the order, route maps, conditions, filings, and subsequent agency activity.
