Microsoft’s Reported “Improve or Leave” Plan for Low Performers: What the Exit Strategy Included

Reports based on a Microsoft internal memo described a 2025 performance process offering some employees a choice between improvement plans and voluntary separation. Here is what was reported, what remains unconfirmed and how it differs from layoffs.

Microsoft reportedly tightened performance management in April 2025 by giving some employees judged to be underperforming a choice between a formal improvement process and a voluntary separation agreement. Reports also described restrictions on internal transfers and a possible two-year rehire bar.

This was reported from an internal memo—not announced as a public, company-wide Microsoft policy. Microsoft’s July 2026 restructuring announcement confirmed further role reductions and emphasized redeployment and reskilling, but did not restate the specific 2025 exit terms.

The short version

  • Performance improvement or exit: Reports said some employees could enter a formal Performance Improvement Plan (PIP) or leave under a Global Voluntary Separation Agreement (GVSA).
  • Reported payment: Some coverage described an offer of approximately 16 weeks of salary.
  • Reported deadline: Employees were reportedly given about five days to choose, although the available evidence does not establish that this applied to everyone.
  • Internal mobility: Employees with very low reward outcomes or an active PIP were reportedly restricted from transferring internally.
  • Rehire: Reports described a two-year rehire restriction for employees leaving under the low-performance framework.

The payment, deadline, score thresholds and precise rehire rules come from reporting on an internal memo. They should not be treated as a publicly posted universal Microsoft severance schedule.

What Microsoft reportedly changed

According to coverage of an internal email reportedly viewed by Business Insider and dated around April 18, 2025, Microsoft introduced a more formal and globally consistent approach to performance management. The aim was reportedly to give managers a year-round process for setting expectations, documenting concerns and measuring improvement.

The reported process could move an employee toward one of two outcomes: measurable improvement or departure. That is different from a conventional layoff announcement. A performance process focuses on an individual’s alleged failure to meet expectations; a layoff generally results from restructuring, role elimination, cost reduction or a change in business priorities.

Several outlets summarized the policy as an “improve or leave” approach. Windows Central reported details involving PIPs, reward outcomes, transfer restrictions and rehire eligibility, while TechSpot summarized the reported globally consistent process.

How the reported exit strategy worked

The reported employee path looked broadly like this:

  1. A manager identifies a performance concern and sets expectations.
  2. The employee enters a formal improvement process with defined goals and a timeline—or is offered a reported GVSA as an alternative.
  3. If the employee meets the documented expectations, they may remain employed.
  4. If the PIP is unsuccessful, Microsoft may terminate employment under performance-related procedures.
  5. If the employee accepts the separation offer, the agreement’s payment, benefits, release language and rehire terms control the result.

Financial Express, citing Business Insider, reported a decision period of approximately five days and an offer of roughly 16 weeks of salary. Those figures were widely repeated, but the dossier’s available evidence does not include a public Microsoft policy confirming that every affected employee received those exact terms.

“Voluntary” also does not necessarily mean the employee has equal bargaining power. In practical terms, the choice may be between accepting a limited payment and entering a process that could eventually end in termination. The agreement may also vary according to country, employment status, job level, tenure and local law.

Who was reportedly affected?

Reports identified two broad groups:

  • Employees with very low performance or reward outcomes.
  • Employees already subject to an active PIP.

Some coverage referred to reward outcomes of approximately 0% to 60%, and to an internal 0-to-200 scoring system used in compensation decisions. These details were attributed to the reported memo rather than a public Microsoft employee handbook.

A reward score is also an employer assessment—not independent proof that an employee performed poorly. It can reflect manager judgment, calibration, team budgets, role priorities and compensation policy. A low score may be especially difficult to interpret after a manager change, reorganization or major shift in a team’s goals.

Why the transfer restriction matters

The reported policy restricted internal transfers for employees with the lowest reward outcomes or an active PIP. That could close an alternative that might otherwise resolve a performance problem.

An internal move can sometimes help when:

  • The employee is mismatched with a manager or team.
  • The role’s priorities changed after a reorganization.
  • The employee’s strengths fit another group better.
  • Expectations were unclear or measured work was less visible.

The public reporting does not establish every exception, approval route or whether the rule operated identically across Microsoft businesses and countries. It therefore should not be read as proof that every employee in a PIP was permanently barred from every internal opportunity.

What the two-year rehire restriction did—and did not—mean

Several summaries described a two-year period during which employees leaving under the low-performance framework would generally be ineligible for rehire. That is not the same as a permanent “do not rehire” designation.

It also should not automatically be applied to:

  • Every employee who resigns from Microsoft.
  • A normal voluntary departure unrelated to performance.
  • A layoff caused by role elimination or restructuring.
  • Every employee who receives a below-expectations review.

Coverage varies on whether the restriction applied to employees who accepted the GVSA, employees who were terminated, or both. The safest interpretation is that the reported documents described a two-year rehire restriction for employees leaving under the relevant low-performance framework. An employee should check the actual agreement and the official separation record rather than rely on a news summary.

Was Microsoft firing people without severance?

Some secondary reports, citing Business Insider, said Microsoft had already dismissed roughly 2,000 employees in performance-related cuts earlier in 2025 and that some received no severance. That figure was not confirmed by a Microsoft public announcement in the sources reviewed.

Three situations must be kept separate:

Situation What it means Severance treatment
Voluntary separation The employee accepts an offer to leave. Payment and benefits depend on the agreement.
Performance termination Employment ends after alleged failure to meet expectations, potentially after a PIP. May differ from a voluntary offer and may not include the same payment.
Restructuring layoff A role is eliminated or the organization is changed for business reasons. Usually governed by a separate program and local terms.

Microsoft’s January 2023 layoff announcement described above-market severance for U.S. benefit-eligible employees, six months of continued health coverage, six months of continued stock vesting, career-transition services and 60 days’ notice. Those terms applied to that specific 2023 reduction and should not be generalized to performance exits in 2025 or 2026. Microsoft’s announcement provides the original context.

Performance exit versus the 2026 restructuring

The original reports concern an April 2025 performance-management change. They do not prove that Microsoft announced a new or unchanged “low-performer purge” in August 2026.

On July 6, 2026, Microsoft publicly announced approximately 4,800 role eliminations—about 2.1% of its global workforce—and said it would seek alternatives to job eliminations, including redeployment and reskilling. The announcement discussed organizational transformation, not the specific GVSA, five-day decision period, 16-week payment, 0%-to-60% threshold or two-year rehire rule reported in 2025.

Read Microsoft’s July 2026 announcement as evidence of continued restructuring, not confirmation that the reported 2025 performance framework remained unchanged or had been canceled.

What employees should check before signing

An employee who receives a PIP or separation offer should obtain the terms in writing and review:

  • The specific expectations, measurement method and improvement timeline.
  • Whether the goals are measurable, realistic and within the employee’s control.
  • Evidence that expectations were documented before the PIP.
  • The payment amount, payment date and applicable taxes.
  • Accrued vacation, bonuses, commissions, equity awards and vesting dates.
  • Health insurance, continuation coverage and enrollment deadlines.
  • Immigration or visa consequences.
  • Confidentiality, non-disparagement, non-solicitation and intellectual-property provisions.
  • Any release or waiver of legal claims.
  • The official reason for separation and whether the employee is eligible for rehire.
  • Appeal, review or HR-documentation procedures.

Employees should not assume that accepting a “voluntary” offer is automatically better than attempting the PIP. The comparison should include cash, benefits, equity, legal rights, references, immigration consequences and the realistic probability of completing the improvement process. Independent legal or financial advice may be appropriate, particularly before signing a release.

Microsoft states that benefits can vary by employment type and country in its careers benefits materials. Its legal policies also refer to nondiscrimination requirements and applicable local law. Those general statements do not determine the terms of an individual PIP or separation agreement.

The organizational trade-off

A structured performance process can make expectations clearer, prompt earlier coaching and create more consistent documentation. It can also provide an alternative to an immediate termination when an employee has a genuine opportunity to improve.

The risks are substantial if the process is poorly administered. Managers may use a PIP as a predetermined termination route. Quantitative ratings may reward visible activity rather than valuable work. Transfer restrictions remove a possible remedy for a poor role fit. Vague goals can create inconsistent treatment, and performance labels can conceal a manager change, budget pressure or restructuring.

The most important test is whether the process distinguishes individual performance from organizational change. A role that disappears because of an AI shift or reorganization is not the same as an employee who failed to meet clearly documented expectations.

Bottom line

Microsoft was reported to have created a stricter “improve or leave” performance framework in April 2025. The reported strategy included a formal PIP, a possible GVSA, internal-transfer limits and a two-year rehire restriction; some outlets also reported a five-day decision window and approximately 16 weeks of salary.

The strongest evidence is reporting on an internal memo, not a publicly posted Microsoft-wide policy. The specific payment, eligibility rules, severance treatment and current status therefore require qualification. Microsoft’s July 2026 restructuring announcement confirms continued workforce changes, but it does not publicly confirm or repeal the reported 2025 performance-exit terms.
