Microsoft announced a €4.3 billion initiative for Italy on 2 October 2024, describing it as its largest investment in the country to date. The two-year plan combines expansion of cloud and AI data-center infrastructure with digital-skills training; Microsoft did not disclose the entire amount as a construction budget.
What is Microsoft investing in Italy?
The announced amount is €4.3 billion over two years. Microsoft said the initiative would expand hyperscale cloud and AI infrastructure and support digital-skills training. The figure is a company-announced investment commitment, not independently confirmed spending. Microsoft’s announcement does not break out how much is allocated to data centers versus training or other activities. Microsoft’s 2 October 2024 announcement called it the company’s largest investment in Italy to that point.
What the investment is intended to fund
Cloud and AI data-center infrastructure
Microsoft said it would expand its hyperscale cloud and AI data-center infrastructure in Italy. It described the Italy North region as set to become one of its largest data-center regions in Europe, serving European data-boundary requirements as well as demand from the Mediterranean and North Africa. These are Microsoft’s stated plans and intended roles, not independent assessments of capacity or demand.
Digital-skills training
In 2024, Microsoft pledged to provide digital-skills training to more than one million Italians by the end of 2025. In September 2025, the company said its earlier National Skills Initiative had reached more than 700,000 people, and announced a separate Elevate target to reach more than 400,000 people in Italy over the next two years. Those figures refer to distinct programs and periods. Microsoft’s later update does not independently verify whether the original one-million target was completed. What Microsoft says is at stake
Microsoft’s 2024 announcement reported estimates from a joint TEHA Group and Microsoft Italy study, rather than measured results of the investment. The study estimated that AI could add up to €312 billion in annual GDP over 15 years, an 18.2 percent increase, and potentially add €122 billion in value for SMEs and Made in Italy companies. It also reported that 63 percent of Italian entrepreneurs acknowledged a lack of generative-AI skills. Microsoft cited another estimate that about 3.7 million workers could leave Italy’s workforce by 2040, associated with €267.8 billion in GDP at current productivity levels; the cited passage did not identify that estimate’s study author.
The same TEHA Group and Microsoft Italy study, as reported by Microsoft, said 47 percent of companies using AI solutions reported productivity gains above 5 percent, while 74 percent reported gains above 1 percent. These are reported survey findings, not a forecast that Microsoft’s investment will produce those gains.

In its 2025 Elevate announcement, Microsoft cited its AI Skills 4 Agents Observatory, which reported that generative-AI adoption among Italian companies rose from 51 percent in 2023 to 84.7 percent in 2024; 2.3 percent of companies reported using agentic AI, compared with a 4.2 percent European average; and 46 percent of Italians had basic digital skills. These are Observatory figures reported by Microsoft, not figures attributed here to Italy’s national statistics agency.
Has construction started in San Bovio?
San Bovio, in Peschiera Borromeo near Milan, is a separate additional data-center project that Microsoft says will expand its Italy North region. In a July 2026 update, Microsoft said approvals concluded favorably in June and that initial work was planned to start in September 2026. As of 4 October 2026, that update does not confirm that work actually began, so construction status remains unverified. Microsoft’s July 2026 San Bovio update states the approvals and planned start.
