Yes—the headline describes a real Microsoft announcement, but it dates to March 4, 2022, not a new development. Microsoft said it would suspend all new sales of its products and services in Russia. That did not, by itself, announce the immediate shutdown of every existing account, subscription, contract, or service. Public Microsoft documentation still does not establish one universal rule for every product and customer in Russia.
What Microsoft announced
On March 4, 2022, Microsoft announced that it would suspend “all new sales” of Microsoft products and services in Russia. It also said it was stopping “many aspects” of its Russian business to comply with sanctions imposed by the United States, the European Union, and the United Kingdom. The company’s announcement was updated on March 23, 2022, when Microsoft said the suspension of new sales was continuing.
Microsoft also described cybersecurity work related to Ukraine and humanitarian support. Those activities were part of its broader response, but they do not change the scope of the sales announcement.
Why the announcement was made
The decision followed Russia’s full-scale invasion of Ukraine, which began on February 24, 2022. Microsoft cited the invasion and said it was coordinating its business actions with U.S., EU, and U.K. governments. Sanctions and export controls can legally prohibit particular transactions; Microsoft’s stated suspension of new sales was a company action described alongside its sanctions compliance. The U.S. Treasury’s April 6, 2023 enforcement release also refers to Microsoft’s review of Russian service contracts and its later suspension of new sales.

What “all new sales” does—and does not—establish
The announcement used a broad category, “Microsoft products and services,” without listing each product or setting out a customer-by-customer transition plan. A Windows license, Microsoft 365 subscription, Azure service, Xbox purchase, or enterprise licensing agreement may involve different sales channels, terms, payment arrangements, and regulatory restrictions.

Existing access can be affected by contract expiry, renewal limits, payment-processing problems, product-specific changes, local distributor decisions, sanctions affecting a particular customer, or later compliance decisions. The 2022 announcement is not enough to determine an individual customer’s present rights or service status.

Does this mean Microsoft completely left Russia?
Not on the wording of the March 2022 announcement. Microsoft described a suspension of new sales and the stoppage of many business activities, not a statement that every service, support function, legal entity, or existing contract had ended. The company continues to publish Russia-specific legal and business documentation, including a Russian-language Services Agreement, Russia contact information, and worldwide licensing pages.
Such pages show that documentation or legal infrastructure remains available; they do not prove normal operations or that a Russian customer can make a new purchase. The distinction matters: a service page, an active account, a purchase option, a contract renewal, and a supported transaction are different things.

What Microsoft’s public pages say about current availability
Microsoft’s public documentation presents a mixed picture rather than a simple blanket reopening or shutdown. Its Microsoft 365 international-availability page lists Russia in service-availability information and warns that availability varies by service. A separate Microsoft 365 licensing-restrictions page lists countries where Microsoft 365 may be purchased and does not include Russia in the displayed purchase list. Availability information and purchase eligibility are not interchangeable.
Microsoft’s Russian personal-data localization guidance says Azure, Microsoft 365, Dynamics 365, and Power Platform services for Russian organizations are provided from data centers outside Russia. That is relevant to data-location and compliance decisions, but it does not establish that new sales have resumed or that every customer can access those services.

As of the public documentation reflected here, there is no single universal 2026 rule established for every Microsoft product, customer type, and transaction in Russia. Do not treat an availability listing as proof of permission to buy, or the existence of Russia-specific documentation as proof of unrestricted sales.

- Identify the exact product and license. Distinguish, for example, an existing Microsoft 365 tenant from a proposed new subscription, or a Windows consumer license from an enterprise agreement.
- Check current product-specific documentation. Review both the relevant availability page and any licensing or purchase restrictions; one does not answer the other.
- Ask the authorized licensing partner or available Microsoft support channel. Get confirmation for the specific customer, transaction, and renewal date rather than relying on a reseller listing.
- Review contract terms and continuity needs. Note renewal dates and termination clauses; document tenant, domain, identity, backup, and data-export dependencies.
- Obtain qualified legal advice. Sanctions, export controls, payment restrictions, and Russian data-localization obligations may all be relevant to a transaction or deployment.
Do not use false billing details, unauthorized resellers, VPN-based regional purchases, or intermediaries intended to evade sanctions. A workaround can create legal, contractual, payment, and account risks without ensuring reliable access or support.

How the 2022 decision fit the wider technology response
Contemporaneous reporting placed Microsoft among technology companies reducing or suspending Russian business after the invasion. Reuters reported comparable steps by Apple and Dell, while also describing Microsoft restrictions on Russian state-media applications and advertising. The companies’ actions were not identical: suspending product sales, pausing cloud sign-ups, stopping all business, limiting advertising, and complying with transaction-specific sanctions describe different measures.
