Microsoft Plans Cheyenne Datacenter: What the Wyoming Announcement Means

Microsoft’s Wyoming announcement is an intent to purchase about 3,200 acres in Cheyenne, with planning and public hearings ahead—not an approved or operating new campus.

Microsoft’s April 14, 2026 announcement is a plan to purchase about 3,200 acres in Cheyenne and begin a multiyear development process—not confirmation that a new campus has been approved, is under construction, or is operating. The company also reported two additional Cheyenne-area land applications in May; those applications are not approvals either.

What Microsoft announced for Cheyenne

Microsoft said it intends to purchase approximately 3,200 acres in Cheyenne, Wyoming. The land comprises two parcels: about 200 acres in Bison Business Park on Wapiti Trail east of South Greeley Highway, and about 3,000 acres in southeast Cheyenne adjacent to the smaller parcel and accessible through Wapiti Trail. Microsoft described the announcement as the start of a multiyear planning and development process, with multiple steps requiring public hearings. The announcement does not establish whether the purchase has closed, whether project plans have been approved, or when construction or operations might begin. Microsoft’s April 14 announcement was updated June 8, 2026, for hiring information.

Two more proposed areas are separate applications

In a May 2026 update, Microsoft said it submitted city applications for two additional areas: 385 acres east of College Drive near Cheyenne Business Parkway, and approximately 35 acres south of Happy Jack Road near North Range Business Park. These sites are separate from the two parcels in the April announcement, and the update describes them as applications, not approvals. Microsoft Local’s Cheyenne expansion update frames the applications as part of the company’s longer-term commitment to the area.

How this relates to Microsoft’s existing Cheyenne construction

Microsoft is also building a datacenter at the HR Ranch Road site in the greater Cheyenne area. Microsoft’s construction page names JE Dunn as general contractor and gives an estimated construction window of 18–24 months. It previously described early 2026 as a target for completion, but explicitly cautions that completion of construction does not indicate datacenter operation or availability. Those details apply to HR Ranch Road, not to the newly announced 3,200 acres. The HR Ranch Road construction page does not supply a schedule for the proposed expansion.

What Microsoft has said about jobs and investment

Microsoft’s October 2025 Wyoming fact sheet reported approximately 220 current employees at its facilities in the state. It also estimated about 7.4 million construction work hours and more than 1,810 jobs at peak activity for new datacenters. Those are company estimates and projections published before the April 2026 land announcement, not audited results or confirmed totals for the newly announced parcels. Microsoft says the figures reflect information as of publication and may change. The October 2025 fact sheet lists construction roles such as electricians, plumbers and pipefitters, carpenters, structural iron and steel workers, concrete workers, and earth movers. It also identifies operations roles including IT, mechanical and electrical engineering, security contracting, and building maintenance.

Microsoft separately says it has committed more than $68 million in completed and future off-site infrastructure improvements across Cheyenne, including roadway, storm-sewer, trail, greenway, pump-station, and municipal-water work. The figure covers completed and future improvements across the city; it should not be read as wholly new spending for the 3,200-acre proposal. Microsoft’s announcement describes the commitment.

What is known—and not established—about electricity and water

Electricity and customer rates

Microsoft says its Large Power Contract Service tariff arrangement with Black Hills Energy requires Microsoft to pay directly for the infrastructure upgrades and power procured by the utility that are necessary to serve its load. Black Hills Energy’s vice president of utilities for Wyoming and South Dakota said the tariff provisions allow service for Microsoft’s expanding needs while protecting base retail customers from rate impacts. These are statements by the companies, not an independent analysis of rate impacts or a final accounting of costs for the proposed expansion.

Microsoft also says it will continue bringing additional wind and other carbon-free electricity to the Western Electricity Coordinating Council region and match each kilowatt-hour of its operations’ fossil-fuel-sourced electricity one-for-one with carbon-free energy it procures. This describes Microsoft’s stated approach and commitment; it does not establish the future energy mix or emissions outcomes of the proposed Cheyenne development. Both statements appear in the company’s announcement.

Cooling and water replenishment

Microsoft says its existing Wyoming facilities use direct evaporative cooling, which uses water for cooling less than 10% of the year. It also says some of its latest designs can eliminate ongoing cooling-water access after an initial fill. The company reports that completed and future replenishment projects in Cheyenne are expected to restore an estimated 566 million gallons with partner organizations. These are company-reported design descriptions and estimates, not measured consumption or guaranteed results for the proposed expansion. The announcement does not state a final water design or consumption figure for the 3,200-acre plan.

Which permits and approvals are covered by the available records

A Wyoming Department of Environmental Quality, Division of Air Quality notice dated January 15, 2026, proposed a modified operating permit for the existing Microsoft Cheyenne Data Center at 644 Logistics Drive. The notice discusses onsite emergency/standby and peak-shaving generator units and identifies nitrogen oxides and carbon monoxide as pollutants of primary concern under that permit. It concerns the existing facility, not permits for the newly announced expansion. The Wyoming DEQ air-permit page provides the agency’s permit context.

The available announcements do not establish whether the proposed 3,200-acre purchase has closed or whether its development plans have received approvals. They also do not specify final capital cost, design, construction start, or operating date. The two May applications likewise remain applications in Microsoft’s cited update. Public hearings and later city or agency records are the relevant places to track project-specific decisions.

What local residents and workers can watch for next

For people assessing the local economic or household impact, the announcement is a starting point rather than a forecast of settled outcomes. The material questions are whether land transfers and project approvals proceed, when construction is scheduled, what workforce is actually hired, and how electricity supply and costs, water use and replenishment, taxes, and infrastructure obligations develop. Current company estimates and commitments do not answer those future questions.

Microsoft’s announcement quotes Corporate Vice President Bowen Wallace saying the company has worked “to strengthen, not strain” Cheyenne since developing its first datacenter there in 2012. Mayor Patrick Collins called the announcement the latest in a line of Microsoft investments in the city since 2012. These statements express the views of project participants; actual effects will depend on the approvals, construction and operating arrangements that follow.
