Find and replace yours safely.Free scan · under a minuteNew Jersey is an important but capacity-constrained part of the New York Tri-State data-center market. Demand is rising because customers need low-latency access to New York and because developers are pursuing powered sites. Growth is limited by high electricity costs, a shortage of large contiguous blocks of power, limited tax incentives, water and environmental concerns, and increasingly formal community scrutiny. There is no single authoritative statewide count of operating facilities or commissioned megawatts: commercial-market reports, utility forecasts, project requests and public trackers measure different things.
How large and active is New Jersey’s data-center market?
The best available figures describe different slices of the market rather than one statewide inventory. CBRE groups New Jersey with New York in its H2 2025 Tri-State market report. PSE&G reports loads in its own service territory, including projects at several stages of development. Neither source is a definitive count of all energized data centers in New Jersey.

| Source and date | Metric | Reported figure | What it covers |
|---|---|---|---|
| CBRE, H2 2025 | Supply for large contiguous requirements | Supply is tight for requirements of 5 MW or more | New York Tri-State commercial market; the 5 MW threshold is not a statewide average facility size. |
| PSE&G/PJM filing, January 2026 | Existing sites and summer peak demand in 2025 | 39 sites; 394 MW | PSE&G service territory, not a statewide commissioned-capacity inventory. |
| PSE&G/PJM filing, January 2026 | Projected summer peak data-center demand | 785 MW in 2026; 2,135 MW in 2028; 3,084 MW in 2031; 3,461 MW by 2043–2046 | Forecast totals that include existing load, expansions, new-service requests and feasibility requests. |
PSE&G’s 39-site figure is therefore not interchangeable with a list of every New Jersey facility. Its later megawatt totals are planning forecasts, not proof that all requested projects will be built or energized. New Jersey’s broad statutory definition also affects how counts vary: P.L. 2025, c.98 covers facilities primarily storing, managing or processing digital data and associated servers, networks, storage, environmental controls, fire protection and security systems (New Jersey Legislature).
What is driving demand and investment?
Low-latency access to New York customers
New Jersey is part of the same practical operating region as New York. Financial-services customers and other latency-sensitive workloads can reach New York users without locating in the most supply-constrained parts of the city and its immediate suburbs. CBRE identifies demand from financial services, interest in New Jersey powered land and multiple build-to-suit tenants exploring locations. Those are market signals, not signed leases or completed projects.

Large-load requirements are getting harder to place
CBRE reports record-high pricing and tight availability for occupiers seeking at least 5 MW of contiguous capacity in the Tri-State market. That scarcity makes a site with a credible power path valuable even before a building is complete. It also encourages customers to examine adjacent locations when PJM power prices rise.
AI-related investment and new high-density workloads
State officials have explicitly linked the data-center debate to AI investment. The opportunity is substantial, but larger and denser computing loads increase the importance of transmission upgrades, cooling design, water use and backup generation. A feasibility request or land option should not be treated as a committed campus.

What changed in New Jersey’s data-center rules in 2026?
May 27: statewide policy framework
On May 27, Governor Mikie Sherrill announced a four-part approach: data centers should pay their share of energy and grid costs, disclose energy and water use, engage communities through stronger community-benefits agreements (CBAs), and support good-paying jobs and local trades. The Governor said the guardrails would make sure communities benefit from AI investment and have a real role in shaping it (Governor’s Office, May 27, 2026).
July: a separate large-data-center rate class
Legislation enacted in July created a separate ratepayer class for large data centers and directed the Board of Public Utilities (BPU) to establish utility standards and cost-allocation rules. The policy is intended to prevent residential and other customers from subsidizing extraordinary data-center loads, encourage cleaner supply and protect customers when the grid is strained.

August 25: tariff implementation still in progress
The Department of Community Affairs’ Local Finance Notice 2026-13 said BPU implementation would continue, including stakeholder input while the tariff was developed (DCA, August 25, 2026). The notice does not establish that every tariff detail is final. Project sponsors and municipalities should confirm the current BPU classification, charges and approval requirements rather than relying on a preliminary description.

What should a community evaluate when a facility is proposed?
Municipal officials should request project-specific evidence instead of treating a developer’s headline megawatt figure as a completed commitment. NJEDA’s Data Center Municipal Resource Hub directs communities to the relevant state agencies and provides CBA resources.
1. Confirm the electrical path
- Ask BPU and the utility about interconnection status, system-impact studies, the applicable large-load tariff class and required network upgrades.
- Separate energized capacity from requested, reserved or merely feasible capacity.
- Request a phasing schedule showing when each block of load would connect and what happens if the project is delayed or downsized.
2. Test water and cooling assumptions
- Require peak daily water demand, annual use, source, treatment and discharge information.
- Compare evaporative, air-cooled and hybrid designs, including performance during heat waves and drought restrictions.
- Identify who pays for water, sewer and treatment-capacity upgrades.
3. Review environmental and quality-of-life effects
- Determine whether backup generators or on-site generation require NJDEP air permits and fuel-storage approvals.
- Evaluate noise from generators, chillers and fans, including nighttime operation and testing.
- Address lighting, traffic, construction impacts and environmental-justice considerations.
4. Check emergency readiness and public infrastructure
- Assess fire protection, hazardous-materials response, emergency access and coordination with local responders.
- Budget for road, stormwater, sewer, telecommunications and other public-infrastructure needs.
- Set inspection, incident-notification and restoration responsibilities in enforceable documents.
5. Make community benefits measurable
- Specify construction and permanent-job targets, local and union hiring, apprenticeship opportunities and workforce-training funding.
- Define payments, infrastructure contributions, reporting dates and remedies in a CBA rather than relying on general promises.
- NJEDA says projects costing at least $10 million under Aspire or Emerge generally must enter a CBA; municipalities should verify program eligibility and the statutory requirements for the particular project.
6. Require continuing transparency
Use the new semiannual reporting requirements as a baseline. A local approval can also require public reporting of actual energy, cooling energy, peak water, water sources, backup-power operation, complaints and compliance status.
How does New Jersey compare with nearby data-center markets?
Available sources do not support a complete numeric ranking of New Jersey against other states. A useful comparison instead examines the factors that determine whether a site can serve a particular workload.
Quick Recap
| Comparison factor | New Jersey position | Why it matters |
|---|---|---|
| Customer proximity and latency | Close to New York and part of the Tri-State operating market. | Benefits latency-sensitive and financial-services workloads. |
| Power availability and cost | Large-load interest is strong, but CBRE identifies high power costs as a constraint and PSE&G forecasts substantial requested growth. | Energy cost and deliverability can outweigh real-estate advantages. |
| Contiguous capacity | Tight for 5 MW-or-more requirements in the Tri-State market. | Large users may need phased builds or adjacent markets. |
| Tax incentives | CBRE characterizes incentives as limited relative to the competition for projects. | Changes the after-tax economics of a site. |
| Permitting and community process | 2026 rules add cost allocation, reporting and CBA expectations while implementation details continue to develop. | Early agency and community work is increasingly central to schedule certainty. |
| Water and cooling | Project-specific impacts must be disclosed and reviewed; no single statewide water profile applies to every design. | Cooling choice affects operating cost, water systems and local acceptability. |
What the market numbers can—and cannot—answer
- “How many data centers are in New Jersey?” No consistent official statewide facility count was established here. The PSE&G figure of 39 is for its service territory in summer 2025.
- “Where are data centers being built?” The cited sources identify Tri-State demand and New Jersey interest in powered land, but they do not provide a verified statewide project-by-project construction list.
- “How much electricity will they use?” PSE&G forecasts service-territory summer peak demand, reaching 3,084 MW in 2031 under its stated project-stage assumptions. That is not statewide annual consumption or guaranteed energized load.
- “What are New Jersey’s rules?” The 2026 framework combines a separate large-data-center rate class, BPU cost-allocation work, semiannual energy-and-water reporting, stronger CBA expectations and technical assistance for municipalities. Tariff details were still being implemented in the August 25 notice.
