Microsoft has not broken up with OpenAI, but it has ended OpenAI’s exclusive position at the center of its AI strategy. Under an agreement announced on April 27, 2026, Microsoft’s license to OpenAI’s intellectual property continues through 2032 but is now non-exclusive. At the same time, Microsoft 365 Copilot is adding Anthropic’s Claude to selected experiences.
For businesses, the change means more model choice—and more work for administrators assessing licensing, data residency, security, and retention. For ordinary Office users, it does not mean that Claude is available in every application or that OpenAI models have disappeared.

A strategic shift, not a breakup
The most accurate description is that Microsoft is turning Copilot into a multi-model platform while preserving a substantial Microsoft–OpenAI relationship.

Microsoft says Copilot is “model diverse by design.” Its own orchestration, identity, permissions, Microsoft Graph and Work IQ data layers remain the control environment, while different tasks can use models from OpenAI, Anthropic and potentially other providers. Microsoft has also said Claude is available through its Frontier program in mainline Copilot Chat, with Anthropic-powered technology being incorporated into Copilot Cowork.

That is different from replacing OpenAI. OpenAI models continue to be part of Copilot, and Microsoft has not announced that Office is becoming Claude-only.
What changed in the Microsoft–OpenAI agreement?
The April 27 amendment changed several commercial and cloud terms:
- Microsoft retains a license to OpenAI intellectual property through 2032.
- The license became non-exclusive.
- OpenAI can serve its products to customers through other cloud providers.
- Azure remains OpenAI’s primary cloud partner, and OpenAI products are intended to ship first on Azure when Microsoft can support the required capabilities.
- Microsoft says it will no longer pay a revenue share to OpenAI.
- OpenAI’s revenue-share payments to Microsoft continue through 2030, subject to a total cap.
- Microsoft remains a major shareholder in OpenAI.

On February 27, Microsoft and OpenAI said their existing arrangement—including Microsoft’s exclusive license and Azure’s exclusive role for stateless OpenAI APIs—remained unchanged. That was the position at the time. The April 27 amendment subsequently made Microsoft’s OpenAI IP license non-exclusive and broadened OpenAI’s cloud flexibility.
“Exclusivity” has never referred to just one thing. It can involve intellectual-property rights, cloud hosting, APIs, distribution, product rights and revenue-sharing arrangements. The April amendment changed important parts of that structure, but it did not erase the partnership.

Where Claude appears in Microsoft 365
Microsoft documentation identifies Anthropic model support in selected Microsoft 365 Copilot experiences, including:

- PowerPoint;
- Word, with the app-specific documentation describing availability as arriving in summer 2026; and
- selected Copilot features and services, including some agent-building and research experiences.
In Copilot Studio, creators can select a model while creating an agent. Microsoft also says that features such as Edit with Copilot and Researcher may allow users to select Claude. Some interfaces may display an indicator when an Anthropic model is being used.
Availability depends on the app, feature, license, region, tenant settings and cloud environment. There is no universal model picker that lets every Office user freely switch between Claude and OpenAI in every feature.

Anthropic’s Claude for Microsoft 365
Anthropic separately offers add-ins for Excel, PowerPoint and Word, which it describes as generally available, plus an Outlook integration in beta. Administrators can deploy them through Microsoft AppSource and the Microsoft admin center.
Anthropic says organizations can use the add-ins with a Claude account, route traffic through an existing large-language-model gateway, or use Claude through Amazon Bedrock, Google Cloud Vertex AI or Microsoft Foundry. The deployment, account relationship, permissions and contractual terms should therefore be reviewed separately from Microsoft 365 Copilot. Details are in Anthropic’s Microsoft 365 announcement.
Regional and government-cloud limits
Microsoft’s standard commercial-cloud experience should not be generalized to every tenant.
- In the European Union, EFTA and United Kingdom, Anthropic access has separate regional controls and may be off by default depending on the tenant’s age and configuration.
- Anthropic model access became available through a new setting for non-federal GCC customers on July 22, 2026.
- Microsoft’s documentation says Anthropic models are not available for federal GCC, GCC High, Department of Defense or other sovereign-cloud environments.
- For non-federal GCC tenants, enabling Anthropic can result in customer data being processed outside Microsoft’s FedRAMP-authorized U.S. Government cloud.
Organizations with data-residency, sovereignty or regulated-industry requirements should verify the current tenant-specific documentation before enabling the feature.

Where the setting is available, Microsoft documents this path:
- Sign in to the Microsoft 365 admin center.
- Go to Copilot.
- Select Settings, then View all.
- Open AI providers operating as Microsoft subprocessors.
- Select Anthropic.
- Choose whether access applies to everyone or selected users and Microsoft Entra security groups.
- Save the configuration.
An AI Administrator or Global Administrator role is generally required. The exact menu and default behavior vary by region and tenant, so a staged pilot is safer than enabling access organization-wide immediately.
Data protection and retention require careful checking
Microsoft describes Anthropic as a Microsoft subprocessor in applicable standard configurations, subject to Microsoft’s Product Terms and Data Protection Addendum. However, Anthropic processing in Word, Excel and PowerPoint can occur outside the Microsoft EU Data Boundary.
Administrators should distinguish four situations:
- Standard Claude models: generally covered by the applicable Microsoft enterprise contractual framework when used as Microsoft subprocessors.
- Preview models: subject to separate controls and terms.
- Preview models with retention: some are default-off and may retain inputs and outputs for up to 30 days, with longer retention possible for trust-and-safety investigations. Anthropic may act as an independent data processor for these models.
- Direct Anthropic products or add-ins: governed by their own deployment choices and Anthropic terms, rather than automatically inheriting every Microsoft 365 Copilot protection.
Before enabling Claude, security and compliance teams should update their subprocessor assessments and confirm that DLP, Purview, Entra, audit and eDiscovery policies cover the selected configuration.
What users should expect
Users may encounter Claude in Copilot Chat, selected Word, Excel or PowerPoint features, Copilot Studio agents, Researcher or Edit with Copilot, and Anthropic’s separate add-ins. They should not assume that every Copilot prompt uses the same model or that every answer can be reproduced identically later.

Different models can produce different wording, calculations, formatting and citations. Spreadsheet edits, financial models, presentation changes, legal documents and email drafts still require human review. Anthropic says its Outlook integration prepares drafts and calendar actions for confirmation; messages and invitations are not sent until the user approves them.
Why Microsoft is doing this
The defensible explanation is strategic:
- reduce dependence on one external model supplier;
- give enterprise customers more choice;
- match different workloads to different models;
- retain Microsoft 365 as the identity, data and governance layer;
- improve negotiating leverage with model providers; and
- adapt as model quality, cost, latency and regulatory requirements change.
The available announcements do not establish that Claude is categorically cheaper, faster, safer or better than OpenAI. The practical advantage is optionality, not a proven universal winner.
What businesses should evaluate
Administrators and security teams
- Is Anthropic enabled by default in the tenant’s region?
- Should access be limited to a pilot group?
- Can data leave the organization’s preferred boundary?
- Are preview models with retention prohibited?
- Will users and support teams know which model handled a task?
- Could model switching affect auditability and reproducibility?
Procurement teams
Compare Microsoft 365 Copilot with Anthropic’s direct add-ins, Claude through Microsoft Foundry, Amazon Bedrock or Google Cloud Vertex AI, and any existing LLM gateway. The lowest per-user license price may not be the lowest total cost once agent capacity, gateway infrastructure, metered use, data transfer and separate provider contracts are included.
As U.S. list-price signals, Microsoft lists Copilot Business from $18 per user per month paid annually or $25.20 with a monthly commitment, and Copilot Enterprise at $30 per user per month paid annually. A qualifying Microsoft 365 license is required, and regional pricing, taxes, discounts and government terms can differ. Anthropic’s cited announcement does not provide a verified current price for Claude for Microsoft 365.
Developers
Teams building applications should decide whether to call models through Microsoft Foundry or another gateway, whether model selection should be fixed for reproducibility or dynamic for cost and performance, and how to log model, prompt, tool-call and document-reference metadata. Anthropic says its enterprise Microsoft 365 add-ins support OpenTelemetry and an Analytics API for observability.
The practical bottom line
Microsoft’s OpenAI license becoming non-exclusive is a significant contractual change, but it is not an abandonment of OpenAI. OpenAI remains embedded in the partnership, Azure remains its primary cloud partner, and Microsoft retains long-term rights and a financial stake.
At the product level, however, Microsoft 365 Copilot is no longer an OpenAI-only bet. Claude is entering selected Copilot experiences and is also available through Anthropic’s separate Office add-ins. That gives organizations more flexibility—but also makes regional controls, licensing, data boundaries, retention settings and vendor governance more important than ever.
