No—Microsoft has not newly put basic Microsoft Forms behind a paywall. As of August 18, 2026, Microsoft still lists Forms as available to people with a Microsoft account and through various Microsoft 365, education, business, and government plans. The paid-product story refers instead to the 2019 Forms Pro announcement, its successor Dynamics 365 Customer Voice, or newer Copilot features that require a separate license.
Why the claim about a paid version is misleading
Microsoft announced Forms Pro as a paid service in a 2019 preview announcement. It was aimed at organizations needing more advanced survey and feedback tools, not simply a new price tier for the everyday Forms app. Microsoft said ordinary Forms would continue to be available. Microsoft’s Forms Pro announcement is the historical source most likely to be behind a claim that Forms has a paid version.

Forms Pro is no longer the current product name. It transitioned into Dynamics 365 Customer Voice, so the product names describe different points in a history—not a recent change that requires existing Forms users to start paying.
What Microsoft Forms provides
Microsoft Forms is a browser-based tool for creating surveys, quizzes, polls, questionnaires, registrations, and knowledge checks. It collects responses, provides built-in summaries, and can export results to Excel. Microsoft lists access for Microsoft-account holders and users across eligible Microsoft 365, education, business, and government contexts. Microsoft’s eligibility guidance and Forms service description outline availability.

“Available without a separate Forms-only purchase” is more accurate than promising that every user gets identical or unlimited access. Features, limits, and administrative controls can depend on account type, subscription, tenant settings, and education or government environment.
What happened to Forms Pro
Forms Pro previewed in 2019 as a paid service for more sophisticated corporate surveys. Its announced capabilities included advanced branching, customized themes, individual tracking links, connections to Dynamics 365 and workflows, and Power BI integration. It should be treated as a historical product, not something a new customer should expect to buy today.

Microsoft’s successor is Dynamics 365 Customer Voice, an enterprise feedback-management product designed to connect customer surveys with Dynamics 365 business applications and customer records. Microsoft describes the relationship as an evolution rather than treating Customer Voice and ordinary Forms as the same product. Microsoft’s comparison of Customer Voice and Forms Pro explains the distinction.

For existing Forms Pro users, Microsoft’s transition documentation says surveys became Customer Voice projects, continued receiving responses, and retained their Power Automate flows. NPS and sentiment-related data could be mapped into Customer Voice metrics. The transition required the Dynamics 365 Customer Voice app in the relevant environment. Microsoft’s Forms Pro transition guide contains the migration details.

Forms, Copilot, and Customer Voice are different purchases
| Product | Best suited to | What the payment is for |
|---|---|---|
| Microsoft Forms | Basic surveys, quizzes, polls, registrations, and questionnaires | Often available through an eligible Microsoft account or Microsoft 365 plan; access and limits vary. |
| Copilot in Forms | AI assistance when drafting, refining, or analyzing forms | Requires a valid Microsoft 365 Copilot license; it is an AI capability, not a paid Forms edition. |
| Dynamics 365 Customer Voice | Enterprise customer-feedback programs connected to CRM and business workflows | Enterprise licensing; a standalone current price is not established here. |
| Forms Pro | Historical advanced survey service | Announced as a future paid service in 2019; transitioned to Customer Voice. |
What Copilot in Forms adds—and what it costs
Copilot can help draft forms from natural-language prompts, review and improve questions, rewrite or add content, provide quiz answer explanations, monitor response progress, and assist with results analysis. Microsoft’s Copilot in Forms FAQ says a valid Microsoft 365 Copilot license is required. That requirement does not make the underlying Forms app paid-only.
Microsoft announced additional agentic Copilot features for Forms on April 25, 2025. The announcement describes that feature development; access can still depend on licensing, rollout, tenant configuration, and environment. Copilot-generated suggestions should be reviewed, and Microsoft says Copilot in Forms does not search the web while generating suggestions. Input and usage-frequency limits also apply.

For U.S. business plans without Teams, Microsoft’s pricing page reviewed August 18, 2026 showed Microsoft 365 Business Standard with Copilot at $20.30 per user per month, paid yearly, and Business Premium with Copilot at $28.80 per user per month, paid yearly. These are bundled Microsoft 365 plan prices—not a Forms fee—and may change or be subject to taxes, promotional terms, or other licensing requirements. Check Microsoft’s current Copilot pricing page before budgeting.
When should you pay for an adjacent product?
Use ordinary Forms for straightforward data collection
If you need a basic survey, classroom quiz, internal poll, registration, or questionnaire—and response summaries and Excel export meet the need—start with Forms access already available through your account or plan. For organizations, check tenant controls and plan limits before assuming every user has the same access.
Consider Copilot when AI saves enough staff time
Copilot may suit teams that create forms frequently and want AI help with drafting, refining, and interpreting responses. The decision is whether those workflows justify a per-user Copilot license; occasional users with simple forms may not need it. Review generated wording and analysis before relying on them.
Consider Customer Voice for CRM-linked feedback programs
Customer Voice is the more relevant option when customer surveys need advanced branding, structured feedback metrics, or links to Dynamics 365 customer records and workflows. It brings more setup, administration, licensing, and data-architecture complexity than a simple form. The sources here do not establish a reliable standalone Customer Voice price; licensing depends on the Dynamics 365 arrangement, tenant, region, and purchase channel. Consult Microsoft’s current Customer Voice buying information rather than using Customer Service plan prices as a substitute.
Quick Recap
Check what you are being asked to buy
- If a page or old article says “Forms Pro,” treat that as historical terminology and look for Dynamics 365 Customer Voice information instead.
- If Forms opens but its Copilot features do not, the likely distinction is Forms access versus the required Copilot license, tenant configuration, rollout, or environment eligibility.
- If a form triggers a paid Power Automate connector or premium automation capability, that is a separate licensing issue—not a Forms subscription charge. Confirm requirements for the specific connector and your organization’s plan.
- If an administrator is budgeting, verify the organization’s precise Microsoft 365 or Dynamics 365 entitlements and regional terms; the product names alone do not establish what a tenant includes.
