Microsoft said on October 8, 2025, that it would not proceed with its proposed data center on roughly 244 acres in Caledonia, Wisconsin, citing community feedback. The decision came before the Village Board’s scheduled October 14 rezoning vote. Microsoft said it remained committed to investing in Southeast Wisconsin, but had not announced a replacement site.
What Microsoft withdrew from
The proposal was for a data-center campus on about 244 acres of agricultural or rural land in Caledonia, in Racine County. The property was described as west of Douglas Avenue and north of Seven Mile Road, near the Oak Creek Power Plant. It would have required rezoning before development could proceed. The Racine County Economic Development Corporation described the site and acreage in its project fact sheet; Microsoft’s community-meeting presentation outlined its proposal and discussion topics.
Local coverage described the project as potentially Microsoft’s third data center in the broader Racine County area. That characterization refers to the proposed Caledonia campus; its withdrawal does not, by itself, change the status of other regional Microsoft facilities. Why Microsoft pulled out
Microsoft’s stated reason was community feedback. The company did not identify a single decisive objection or say that power, water, engineering, legal, or financial problems made the site infeasible. Its project overview says it chose not to move forward with the Caledonia location.

Residents raised concerns about the change from rural or agricultural land to a large industrial use, as well as the campus’s scale, noise, traffic, water and electricity demands, environmental effects, and proximity to homes and farmland. These were concerns about potential impacts, not proof that any particular impact would have made the project technically impossible. Coverage from WISN and Wisconsin Public Radio documented the objections.
How much opposition was there?
Opposition was substantial, though the public record described in local coverage does not establish that residents were unanimous. Nearly 2,000 people signed a petition opposing the proposal, according to Spectrum News 1. Wisconsin Public Radio reported that more than 40 people spoke against it during a Plan Commission public-comment meeting.
At the same time, the Plan Commission reportedly voted 5–2 to recommend the rezoning, despite the opposition. Some residents and economic-development advocates supported the investment or sought more information. The commission’s recommendation was not the final village approval. Why this was a withdrawal, not a construction cancellation
Microsoft announced its decision on October 8, 2025, before the Village Board’s scheduled October 14 vote on rezoning. The proposal had not reached construction, and available reporting indicates the final Village Board approval had not been granted. TMJ4 reported that a village administrator said Microsoft had not filed a formal application; the project had been discussed publicly and was moving through the rezoning process. The Plan Commission’s recommendation did not authorize the project by itself. Microsoft withdrew before the board’s final decision, so it is inaccurate to say the village rejected the data center or that construction was halted after approval. The sequence is documented in Spectrum News 1’s coverage of the scheduled vote and withdrawal.
What Microsoft’s regional commitment means
Microsoft said it would continue working with Caledonia, Racine County, and regional economic-development officials to find a site that better aligns with community priorities and the company’s long-term plans. That is a statement of continuing regional interest, not an announcement of another project. The company’s October 2025 project update did not name a replacement location or provide a construction schedule.

As of that announcement, Microsoft had not publicly confirmed a new site, a land purchase, a new zoning application, a project investment amount, or a guarantee that another location would be in Caledonia. The company said it would not proceed with this particular site; that does not establish a permanent legal prohibition on future proposals in the village.

The immediate outcome is that Microsoft’s proposed campus will not move forward at the 244-acre Caledonia location under the plan it withdrew. The proposal’s possible local effects—including construction activity, permanent employment, tax-base growth, infrastructure needs, and impacts on nearby land and residents—should not be treated as realized benefits or costs. Project materials and economic-development claims described what proponents anticipated, not outcomes that could be verified for a campus that was never approved or built.

What remains unknown
- Whether Microsoft has identified another site in Racine County or elsewhere in Southeast Wisconsin.
- Whether the company will pursue a different location in Caledonia.
- Whether a future proposal will have different acreage, infrastructure needs, or community benefits.
- Whether any land-purchase agreements or development contracts existed for the withdrawn proposal.
- What timeline or approval process would apply if Microsoft brings forward another project.
Until Microsoft or local officials announce a specific alternative, the accurate distinction is that the Caledonia site was abandoned while Microsoft said its broader Southeast Wisconsin investment plans remained in place.
