The group brought Copilot, Bing, Edge, and generative-AI teams under Suleyman, but it was never all of Microsoft’s AI work. By March 2026, Microsoft had unified consumer and commercial Copilot leadership while shifting Suleyman’s focus toward frontier models and superintelligence.
What Microsoft announced on March 19, 2024
In an internal message, CEO Satya Nadella announced the creation of Microsoft AI, a new organization focused on advancing Copilot, consumer AI products, and research. Suleyman joined as executive vice president and CEO of Microsoft AI; Simonyan joined as chief scientist, reporting to Suleyman. Both were added to Microsoft’s senior leadership structure.

The organization included the teams responsible for Copilot, Bing, Edge, and generative AI. Microsoft described the move as a way to bring science, engineering, product, and design together to innovate during the AI platform shift. Microsoft’s announcement is the primary account of the change.

Mustafa Suleyman
Suleyman was a technology entrepreneur and AI executive, not a longtime Microsoft leader. He co-founded DeepMind and later co-founded Inflection. Microsoft recruited him to lead its consumer AI effort, bringing a founder’s experience in building AI companies into a large software business.

Karén Simonyan
Simonyan joined as Microsoft AI’s chief scientist after working in the same Inflection leadership orbit. His appointment, alongside Suleyman’s, brought external research and product leadership into Microsoft’s senior ranks.
What “outsider-led” leaves out
The phrase describes the leaders’ backgrounds, not the makeup of the whole organization. Microsoft moved existing employees and product teams into Microsoft AI. The change was an external leadership hire combined with a reorganization of established Microsoft work—not the replacement of Microsoft’s AI staff by a wholly outside team.
Why Microsoft created the organization
Microsoft’s stated rationale
Nadella presented the reorganization as a way to strengthen Microsoft’s ability to innovate, unite technical and product disciplines, and build consumer AI products people would use. It also gave Copilot and related consumer offerings a clearer organizational home.
What the move may have signaled
As an interpretation, consolidating Copilot, Bing, Edge, and generative-AI teams under one leader could reduce friction among products and give Microsoft a more accountable consumer-AI operation. Hiring leaders with startup experience could also encourage faster experimentation. Those are plausible implications of the structure, not stated admissions about why Microsoft made the change.

The timing also mattered: Microsoft was expanding products built with OpenAI technology while developing its own AI capabilities. Microsoft did not say the 2024 reorganization was intended to replace OpenAI. A more supportable reading is that the organization gave Microsoft a stronger internal home for consumer AI and room to build strategic options in products and models.
What Microsoft AI did—and did not—cover
At launch, Microsoft AI’s named areas included Copilot, Bing, Edge, generative AI, other consumer AI products, and research. That did not make it the owner of every AI product or team at Microsoft.
Microsoft’s broader portfolio also includes Azure AI, Microsoft 365 Copilot, Dynamics 365 Copilot, Copilot Studio, GitHub Copilot, security products, and AI infrastructure. These products serve different users and operate across different parts of the company. A consumer assistant and an enterprise assistant, for example, have different requirements: organizations may need permission-aware access, data protection, auditability, administrative controls, predictable costs, and compliance support. Bringing products under a shared AI strategy does not erase those operational differences.
How Microsoft’s AI structure changed in 2025
On January 13, 2025, Microsoft announced CoreAI—Platform and Tools, led by Jay Parikh, a former Meta engineering chief and Lacework CEO. CoreAI was assigned substantial platform, engineering, developer, and infrastructure work, including GitHub Copilot responsibilities. Its creation made clear that Microsoft AI was one part of a wider company AI effort, not a single umbrella for all AI products.

The groups were not presented as sealed-off silos. Nadella emphasized operating as “One Microsoft,” with collaboration across organizational boundaries. In broad terms, Microsoft AI centered on consumer products and frontier-model ambitions, CoreAI on platform and developer capabilities, and Cloud + AI on broader cloud infrastructure and enterprise AI responsibilities. The lines could overlap in practice as products relied on shared models, platforms, and services. Microsoft’s CoreAI announcement explains the new group’s remit.
What changed in 2026
On March 17, 2026, Microsoft announced that it was bringing its consumer and commercial Copilot efforts together under a unified Copilot organization. The work was described across four areas:
- Copilot experience.
- Copilot platform.
- Microsoft 365 apps.
- AI models.
Jacob Andreou was named executive vice president of Copilot, leading the experience across consumer and commercial products. Suleyman continued reporting to Nadella, with an emphasis on high-ambition superintelligence and frontier-model work rather than day-to-day Copilot product leadership. Ryan Roslansky, Perry Clarke, and Charles Lamanna were assigned leadership for Microsoft 365 apps and the Copilot platform. Together with Andreou and Suleyman, they formed the Copilot Leadership Team, according to Microsoft’s March 2026 update.

A leader is not a product result
External leadership can bring new priorities and a founder’s perspective, but it does not by itself guarantee a more useful Copilot, better model performance, or lower operating costs. Microsoft still has to deliver reliable products at scale and integrate them with software used by consumers and large organizations.
One Copilot organization faces different customer needs
Consumer and commercial products may share a name, model capabilities, or interface, but business customers have additional demands around permissions, governance, administration, compliance, and cost control. Unifying leadership can help coordinate product development; it does not make those requirements identical. The practical test is whether customers get useful integration without losing the controls their setting requires.
More internal capability creates options, not proof of independence
Developing models and AI products internally can give Microsoft more control over product choices, performance, and costs. It does not establish that Microsoft has ended or intends to end its OpenAI relationship. The available announcements describe organizational roles and priorities, not a replacement plan.

For customers, the consequential measures are whether Copilot is easier to use, performs reliably, supports useful workflows, and has clear licensing and administrative controls. For Microsoft, consolidating teams can make accountability clearer, but the value depends on execution across the products and platforms those teams build.
