Microsoft 365 E7 is now generally available, and Copilot Cowork is no longer just a preview. Microsoft’s new Frontier Suite combines Microsoft 365 E5, Microsoft 365 Copilot, Agent 365, Entra Suite, and advanced security and compliance capabilities for $99 per user per month at the announced U.S. list price. Copilot Cowork is included as an agentic Copilot experience, but its long-running tasks generate separate, usage-based charges.
For businesses, the central question is not simply whether E7 adds another Copilot feature. It is whether the bundle’s productivity, identity, security, and agent-governance capabilities justify replacing existing licenses or buying several add-ons.

The current Microsoft E7 timeline
Microsoft announced the package on March 9, 2026, as three connected releases:
- Microsoft 365 Copilot Wave 3: more agentic behavior across Word, Excel, PowerPoint, Outlook, and Copilot Chat, with support for multiple AI models.
- Microsoft 365 E7: The Frontier Suite: a new enterprise license tier combining productivity AI with identity, security, compliance, and agent controls.
- Agent 365: a control plane for discovering, monitoring, governing, and securing AI agents.
E7 and Agent 365 became generally available on May 1, 2026. Microsoft announced worldwide general availability for Copilot Cowork on June 16, 2026. That timing matters: Cowork should now be evaluated as a generally available service, not described solely as the research preview announced in March.

What Microsoft 365 E7 includes
Microsoft describes E7 as the “Frontier Suite,” built around two ideas: intelligence for everyday work and trust for the people, data, applications, and agents using that intelligence.
| Component | Role in the bundle |
|---|---|
| Microsoft 365 E5 | Enterprise productivity, collaboration, security, compliance, and analytics foundation. |
| Microsoft 365 Copilot | AI assistance inside Microsoft 365 applications and Copilot Chat. |
| Agent 365 | Agent discovery, identity, governance, monitoring, reporting, and security controls. |
| Microsoft Entra Suite | Identity, access, and security capabilities for users, applications, and agents. |
| Advanced Defender, Intune, and Purview capabilities | Threat protection, endpoint management, data governance, compliance, and information protection. |
| Work IQ intelligence | Organizational context intended to make Copilot and agents more relevant to a user’s work. |
E7 is an enterprise-oriented bundle, not a universal replacement for every Microsoft 365 plan. Its value depends on what a company already licenses, whether Teams is required, how many people need Copilot, and whether the organization expects to deploy multiple agents.

Copilot Cowork is designed for complex work that may require planning, multiple tools, many files, and extended execution. Instead of returning only a short answer or draft, Cowork can turn a request into a plan, work in the background, and deliver a completed result.
Potential uses include:
- Building a presentation from internal documents.
- Reviewing a large collection of files.
- Assembling and analyzing financial information.
- Investigating a stalled sales pipeline.
- Preparing briefing material for a customer meeting.
- Updating spreadsheets and producing related documentation.
Microsoft says Cowork can use Microsoft 365 files, email, documents, and other organizational context through Work IQ. It is hosted in Microsoft’s cloud and operates within the Microsoft 365 trust boundary, according to Microsoft. That does not mean every output is correct or that an organization’s underlying permissions are automatically fixed.
Copilot Cowork is related to Claude Cowork—but not identical
Microsoft says Copilot Cowork was developed in close collaboration with Anthropic and incorporates the technology that powers Anthropic’s Claude Cowork. The products nevertheless have different operating models.
| Copilot Cowork | Claude Cowork | |
|---|---|---|
| Execution model | Microsoft cloud service. | Desktop-oriented experience. |
| Primary context | Microsoft 365 files, email, organizational data, and Work IQ. | Local files, folders, and applications on the user’s computer. |
| Enterprise controls | Microsoft identity, administration, governance, compliance, and security integrations. | Anthropic’s product and account controls, rather than Microsoft-native administration. |
| Billing | Requires Microsoft 365 Copilot and adds Copilot Credit consumption. | Available through eligible paid Claude plans; current terms should be checked with Anthropic. |
Calling Copilot Cowork simply “Claude inside Microsoft 365” misses the important distinction: Microsoft is presenting it as a cloud-based Microsoft 365 workload with its own context, controls, and billing.

How Copilot Cowork is priced
The announced E7 subscription price does not make every Cowork task unlimited. Cowork requires the Microsoft 365 Copilot User Subscription License and adds usage-based billing denominated in Copilot Credits.
Microsoft says task consumption depends on factors including:
- The model used.
- Context retrieval.
- Tool calls.
- Runtime and task complexity.
Microsoft lists PayGo at $0.01 per Copilot Credit and also offers a committed-volume option called P3, intended to provide a discount. Administrators can set spending limits, alerts, budgets, and reporting at the tenant, group, and user levels.
Recommended Free Tools
That creates two separate budgeting questions:
- How much will the company pay for seats?
- How many light, medium, and heavy Cowork tasks will those users run?
A pilot should measure actual credit consumption before a broad rollout. Long tasks involving many documents, tools, or repeated revisions may cost materially more than simple Copilot questions.
What E7 costs compared with separate components
Microsoft announced a U.S. list price of $99 per user per month for E7. The plan is available with or without Teams. Agent 365 costs $15 per user per month as a standalone subscription and is included in E7.
For context, CRN reported the following pricing around launch:

- Microsoft 365 E5: $57 per user per month at the time reported, scheduled to rise to $60 on July 1, 2026.
- Microsoft 365 E3: $36 per user per month, scheduled to rise to $39 on July 1, 2026.
- E7 without Teams: $90.45 per user per month, according to CRN’s report.
Using the later $60 E5 figure plus $30 Copilot, $15 Agent 365, and $12 Entra Suite produces a simple à-la-carte total of about $117 per user per month. Against the $99 E7 price, that is a nominal difference of $18 per user per month, or roughly 15%.

Why Agent 365 matters
Agent 365 is intended to make agents an administrable enterprise workload, much as organizations manage users, applications, devices, and identities.
According to Microsoft’s service description, its capabilities include:
- Agent discovery and registry functions.
- Agent identity through Microsoft Entra.
- Risk evaluation and conditional access.
- Activity observation and reporting.
- Governance and security policies.
- Performance, adoption, and usage reporting.
- Support for Microsoft-built, partner-built, and API-registered agents.
The practical governance questions are straightforward but important: How many agents exist? Who owns each one? What data can it access? Which identity does it use? What actions can it take? Is it active, abandoned, or behaving unusually? Can its access be revoked quickly?
Agent 365 does not automatically govern every agent in every environment. Coverage depends on supported platforms, registration, licensing, configuration, and the controls an organization actually enables.

Work IQ: better context, greater responsibility
Work IQ is Microsoft’s contextual intelligence layer for understanding work patterns, relationships, organizational history, and priorities. In theory, this allows Copilot and agents to use context already present in Microsoft 365 instead of requiring every workflow to be rebuilt through separate data pipelines.
That can improve relevance and reduce setup work. It also raises the consequences of poor information governance. If SharePoint, OneDrive, Exchange, Teams, Entra, Purview, or endpoint permissions are too broad, AI may make improperly shared information easier to find.

Who is E7 most likely to suit?
| Organization | Likely fit | Reason |
|---|---|---|
| Existing E5 customer planning broad Copilot adoption | Strong | May gain a simpler path to Copilot, Agent 365, and additional governance capabilities. |
| E3 customer with a small Copilot pilot | Weak to moderate | A smaller add-on deployment may cost less than licensing E7 for everyone. |
| Large enterprise with agent sprawl | Strong | Centralized discovery, identity, policy, and reporting may address a real operational gap. |
| Microsoft-centric organization | Strong | The bundle’s value increases when Microsoft 365, Entra, Defender, Intune, and Purview are already strategic platforms. |
| Multicloud organization with mature third-party governance | Uncertain | Some E7 capabilities may overlap with existing identity, security, compliance, or agent platforms. |
| Organization needing local desktop automation | Weak | Cloud-based Cowork may not match workflows centered on local files and desktop applications. |
Risks to examine before signing
Data oversharing
Cowork can potentially surface information a user is technically permitted to access but should not have retained or broadly shared. Review permissions and sensitive-data exposure before expanding access.
Incorrect or unintended actions
A long-running agent can execute a plausible but wrong workflow at scale. Define approval gates for financial, legal, customer-facing, personnel, and irreversible actions.
Agent sprawl
Departments may create duplicate, abandoned, or ownerless agents. Establish ownership, documentation, review dates, and retirement procedures.
Identity confusion
Human users, service principals, agent identities, and delegated permissions should be separately documented. Otherwise, it may be difficult to determine who—or what—performed an action.

Unbounded consumption
Usage-based Cowork billing can rise when tasks involve many files, tools, model calls, or long runtimes. Use budgets, alerts, and per-group reporting from the beginning.
Plugins and connectors
Extensions can expand both capability and attack surface. Assess third-party data processing, permissions, contractual terms, and logging before enabling them.
Audit and regional requirements

A practical E7 evaluation checklist
- Inventory current E3, E5, Copilot, Entra, Defender, Intune, and Purview entitlements.
- Separate users who need ordinary Copilot from users who need Cowork’s longer-running tasks.
- Estimate light, medium, and heavy Cowork workloads and model the resulting Copilot Credit consumption.
- Review Microsoft 365 permissions, sensitive data, external sharing, retention, and classification.
- Define agent ownership, identity, approval, monitoring, incident-response, and retirement policies.
- Compare E7 with the existing licenses plus only the add-ons the organization genuinely needs.
- Request a quote for the correct geography, currency, Teams variant, agreement, channel, and term.
- Run a controlled pilot with spending limits, usage alerts, human approvals, and measurable business outcomes.
A Microsoft partner, Cloud Solution Provider, systems integrator, managed security provider, or governance consultancy may be useful where internal teams lack the capacity to redesign permissions, configure controls, or manage adoption. Microsoft’s partner discussion is available through its partner blog.
Bottom line
Microsoft 365 E7 is most compelling for Microsoft-standardized enterprises that want to deploy Copilot and agents broadly while keeping identity, security, compliance, and governance in one ecosystem. Its announced $99 price can compare favorably with buying several listed components separately, but that advantage depends on existing entitlements and actual needs.
The biggest budgeting mistake would be treating E7 as an unlimited Cowork plan. Companies must budget both the per-user subscription and variable Copilot Credit consumption. Organizations with only a small Copilot audience, mature multivendor tooling, weak data governance, or primarily local-file workflows may be better served by a narrower Microsoft deployment, a partner-led implementation, or another AI platform.
