The Committee of Public Accounts said PPE Medpro was set up on 12 May 2020 and received the two contracts in June 2020. Its report described the pandemic procurement process as rushed and outside usual routes; the High Priority Lane accepted referrals from MPs, peers, ministers and senior officials, and PPE Medpro was referred by Baroness Michelle Mone.
The committee did not conclude that the referral caused preferential treatment. It wrote: “we cannot comprehensively conclude whether emails from Baroness Mone and the route through the High Priority Lane led to the PPE Medpro offer being treated differently by government than other offers made in the same way during those abnormal times.”

What the High Court ruling does—and does not—establish
In October 2025, the High Court found PPE Medpro had breached its gowns contract. The Associated Press reported that Justice Sara Cockerill found the gowns were not contractually sterile or properly validated as sterile, and that DHSC was entitled to the £122 million contract price as damages. This was a judgment about PPE Medpro’s contractual obligations, not a ruling that valued Mone’s assets or determined her personal liability.
What is known about PPE Medpro’s debts and reported transfers?
The Guardian reported on 5 November 2025 that PPE Medpro was in administration and owed £148 million to DHSC, including interest, and £39 million to HMRC, based on the administrators’ preliminary statement filed at Companies House. The report said the administrators had not explained where company profits went.

The Guardian also recounted earlier reporting about transfers to a trust. A reported transfer does not by itself establish who beneficially owned the money at a given date, who controlled it, whether it remains there, or whether it should be counted as Mone’s personal asset. Nor can company liabilities simply be subtracted from an individual’s wealth without evidence that the individual owes them.
What is the status of the parliamentary standards investigation?
The House of Lords Commissioner for Standards’ page, last updated 6 March 2026, lists an investigation into alleged involvement by Baroness Mone in procuring PPE Medpro contracts. Parliament states: “The fact that an investigation is taking place does not mean that the rules have been broken.” The Commissioner says a report cannot be finalised or published while the related criminal investigation is ongoing. An investigation is not a finding of misconduct and does not supply a net-worth estimate.

A number is not a reliable net-worth estimate simply because it appears in a search result or is repeated across websites. A credible valuation would identify its date, distinguish personal from household wealth, show which assets and debts it includes, explain how company interests and trusts are handled, and disclose its valuation method. The sources cited here do not provide two transparent estimates that can be compared on those terms.
