Mastercard Denies Pressuring Game Platforms; Valve Describes Indirect Pressure

Mastercard denied directly pressuring game platforms, while Valve said processors and acquiring banks relayed concerns tied to Mastercard rules. The private communications remain unverified.

Mastercard says it did not evaluate games or require restrictions on game platforms. Valve says Mastercard did not contact it directly, but payment processors and acquiring banks relayed concerns that cited Mastercard rules and brand risk. Those accounts are not necessarily contradictory: they describe different points in the payment chain. Public reporting documents the statements, not the underlying private communications, so it does not establish that Mastercard directly ordered a specific game’s removal.

Did Mastercard pressure Steam to remove adult games?

Mastercard’s August 1, 2025 statement said the company “has not evaluated any game or required restrictions of any activity on game creator sites and platforms, contrary to media reports and allegations.” It also said, “We allow all lawful purchases on our network.” Mastercard framed its role as requiring merchants to maintain controls against unlawful purchases, including illegal adult content. Those are Mastercard’s public claims, not an independent finding about what occurred in private communications. Mastercard’s statement.

Valve, by contrast, described pressure arriving indirectly through payment processors and acquiring banks. That account does not prove Mastercard itself directed Steam to remove any particular title. The distinction is between what Mastercard says it did directly and what Valve says intermediaries told it about network rules and risk.

What did Valve say Mastercard’s payment processors told it?

In an account quoted by TechCrunch, Valve said it explained that Steam had followed a policy since 2018 of attempting to distribute games legal for distribution. Valve said payment processors rejected that explanation. PC Gamer reported Valve’s further statement that processors “specifically cited Mastercard’s Rule 5.12.7 and risk to the Mastercard brand.”

Valve’s account therefore concerns how processors and acquiring banks interpreted or conveyed requirements associated with Mastercard. The public reports do not include the private messages, identify every intermediary involved, or independently verify how the rule was applied. TechCrunch’s report and PC Gamer’s report.

Why were games removed from Steam and itch.io?

In July 2025, Steam said some games might violate rules and standards set by payment processors, card networks, and banks, and that affected titles would be retired from sale. PC Gamer reported Valve’s explanation that losing payment methods could interfere with customers’ ability to buy other games and content on Steam. In early August, itch.io removed adult-content games from browse and search while it conducted a review; TechCrunch later reported it had begun re-indexing free adult-content games while negotiating with payment processors.

The episode followed an open letter from advocacy group Collective Shout criticizing the sale of certain games, according to TechCrunch. That chronology does not show that the letter caused a Mastercard directive. Nor do the reports establish that every affected title was illegal: Mastercard spoke about unlawful purchases, while Valve described processors citing a specific rule and brand risk.

Did Mastercard directly tell Valve to take games down?

Valve said no. Its statement, quoted by TechCrunch, was: “Mastercard did not communicate with Valve directly, despite our request to do so. Mastercard communicated with payment processors and their acquiring banks. Payment processors communicated this with Valve.”

Mastercard’s August 1 statement denied evaluating games or requiring restrictions on game creator platforms. Put together, the statements leave a key point unresolved: Valve says intermediaries relayed concerns tied to Mastercard’s rule and brand risk, while Mastercard denies directly imposing platform restrictions. Without the underlying communications, the public record does not settle how Mastercard requirements were conveyed, how each intermediary interpreted them, or whether Mastercard influenced a particular removal beyond the indirect chain Valve described.

Can you still add money to Steam without using a credit card?

A physical Steam gift card is one supported route. A New York Attorney General complaint filed February 25, 2026 describes Steam Wallets as fundable with digital or physical gift cards and says retail cards may be purchased using payment methods accepted by the vendor, including cash. This is a description in a court complaint, not an adjudicated finding about the separate 2025 dispute. Availability, accepted checkout methods, and redemption rules can vary by location. A gift card adds Steam Wallet funds; it does not restore removed games or change Steam’s content rules. New York Attorney General complaint.
