PerthNow/Mandurah Times reported that the change was expected to add an average $69.44 a year, or $1.34 a week, to a residential property’s rates bill. That was an estimate, not a prediction of every household’s exact bill.
What the 4.08% increase meant
The City of Mandurah proposed a 4.08% rates increase for 2025–26. PerthNow/Mandurah Times reported that it was expected to generate $102.9 million in revenue for the City. The outlet said the average residential property would pay an estimated additional $69.44 per year, equivalent to $1.34 per week. These are figures reported at the time, not independently verified against the City’s original budget.
The estimated average does not establish the exact change for an individual property. A property owner should use their own rates notice, rather than the average, to determine the amount payable.
Why the City proposed the rise
PerthNow/Mandurah Times reported that 3.4 percentage points of the increase were intended to meet cost escalation, including utilities, insurance, staff wages and contracts. The remaining 0.68 percentage points were allocated to additional asset renewal investment.

The same report said utility charges accounted for 3.7% of City expenditure and were increasing by 9.1%; insurance represented 1.2% of expenditure and was increasing by 8.6%. These figures describe the cost pressures reported in 2025, not the percentage increase in an individual ratepayer’s bill.
Then-Mayor Caroline Knight acknowledged cost-of-living pressures while describing rising costs for electricity, insurance, materials and services. The comments were reported by PerthNow/Mandurah Times; they were not checked against a council transcript or recording.

Consultation and council decision
Residents could submit feedback through Mandurah Matters during the consultation on the proposed 2025–26 rates and the City’s long-term financial plan. The submission deadline was 19 June 2025. Council adopted the 4.08% increase on 24 June 2025, according to PerthNow/Mandurah Times’ follow-up report. The consultation is no longer open.
Do not confuse it with the later 2026–27 proposal
A separate 4.95% increase was proposed for the 2026–27 financial year, as reported by 91.7 The Wave in May 2026. That consultation had a different deadline, 18 June 2026, and has also closed. It is not the same proposal as the 4.08% increase adopted for 2025–26.
