The City of Mandurah’s 2024/25 expression-of-interest round for commercial and aquatic operators is closed. Applications were due by 27 September 2024. The City has since listed a separate 2026/27 EOI, so operators should check that live notice rather than rely on the old deadline, locations or application terms.
What the 2024/25 opportunity covered
The City invited commercial and aquatic operators to propose recreation and leisure activities at designated foreshore sites for the 2024/25 season. Its stated aim was to add “vibrancy to Mandurah’s waterfront, increase community activity, and offer unique, convenient, and fun recreation and leisure options for residents and visitors alike,” according to a City statement quoted by PerthNow / Mandurah Times.
The announcement identified the western foreshore, Keith Holmes Reserve at Mandurah Ocean Marina, and Kwillena Gabi Pool on the eastern foreshore. These were not invitations to trade anywhere along the waterfront: the City’s 2024/25 location map, dated 29 July 2024, marked specific trading areas and exclusions.

The map described designated places rather than comparative business prospects. The available material does not establish which site had greater demand, foot traffic or profitability.

How the EOI and permit process worked
An expression of interest was not a trading permit. Under the City’s 2024/25 EOI conditions, the most suitable applicants could be invited to lodge a separate trading-permit application. The City retained discretion over whether to issue a permit. A permit, if granted, could run for three, six or twelve months; an applicant notified of a successful EOI still had to complete the permit application and pay the relevant fee.
The City assessed submissions for completeness and against relevant considerations, ranked operators for each site, and could select one or more operators per site. Late or improperly lodged submissions could be rejected. The conditions set staged evaluation windows:

- Submissions received by 5:00 pm AWST on Friday, 13 September 2024 were scheduled for evaluation in the week commencing 16 September.
- Further evaluation windows were set for submissions received by 20 September and 27 September 2024.
Deadline and current-season status
The 2024/25 application deadline was 27 September 2024, as stated in the 18 September 2024 PerthNow / Mandurah Times notice. That round is historical and is not open for new applications.
The City homepage now lists a separate “Expressions of Interest for Commercial and Aquatic Operators and Jetty Users 2026/2027,” published 22 September 2026. The City of Mandurah homepage is the appropriate starting point for current information. The 2026/27 notice’s deadline, documents and aquatic trading locations are not established by the material available here, so do not assume the 2024/25 map or process still applies.
