No points deduction has been announced, and the published findings do not support a reliable prediction of how many points Manchester City could lose. On 29 September 2026, the Premier League said an independent Commission found the club guilty of serious financial-rule breaches and most alleged failures to cooperate. The punishment is a separate decision, and the League has not published an automatic points tariff for this case.
What has been decided in the Manchester City case?
The case is no longer at the allegations-only stage. The Premier League says the Commission found Manchester City guilty of all charges related to serious breaches of the League’s financial rules across nine seasons, from 2009/10 through 2017/18, and of most alleged failures to cooperate. The League described findings involving “sham” commercial agreements, misstated accounts and breaches of spending limits. It also said the Commission found that some sponsor payments were funded by Abu Dhabi United Group Investment & Development Ltd, the club’s owner, and that City consequently did not report income and expenditure accurately. Why there is no points figure to give yet
The findings are not the sanction. The Premier League says an independent Commission has broad discretion and lists fines, points deductions and other sporting sanctions among the possible outcomes. It has not announced a sanction hearing date or result in its 29 September statement, and the Core Decision concerns findings rather than punishment. That is why the title’s “can expect” wording can be misleading if it implies a known or predictable number. Any specific figure circulating as a forecast should be treated as speculation, not as a League rule or an announced Commission decision. The Premier League chief executive, Richard Masters, said: “There are elements of the case that remain to be decided, including, importantly, what sanction must follow for these breaches.” Premier League statement
How earlier Premier League deductions compare
Everton and Nottingham Forest offer context for the kinds of deductions imposed in other PSR cases, but their outcomes do not provide a mathematical scale for City. The Associated Press reports that Everton’s original 10-point deduction was reduced to six. These are historical examples, not a published tariff for financial-rule breaches, and should not be applied to City by simple arithmetic. Associated Press explainer, 29 September 2026
A careful comparison would need to account for factors such as the type and number of breaches, the period and rules involved, aggravating or mitigating features established in each decision, and whether a sanction is appealed or changed. These are useful ways to assess differences between cases, not a published Commission scoring method.

What is known about City’s appeal?
Manchester City has a right to appeal the findings. The Premier League’s 29 September statement gave the club until Friday 2 October 2026 to exercise that right, but the statement does not confirm whether City filed an appeal. The current position should therefore be described as unconfirmed unless a subsequent official update establishes otherwise. Premier League statement
The club denied the charges, according to the Core Decision. Its 2023–24 annual report recorded City’s response when the case was referred in February 2023: it welcomed an independent Commission to consider evidence supporting its position. What happens next?
The sanction remains to be determined separately from the published findings. The Premier League says the sanction hearing will be private and confidential until publication is permitted; its statement did not give a hearing date or announce an outcome. The Commission also acknowledged the delay in producing its decision after the hearing, writing: “It has taken us much longer than we would have wished, and much longer than we had anticipated would be the case when the hearing concluded, to produce our Decision.
