The headline’s £400 million is a rounded sterling conversion—not a single criminal fine: the U.S. Department of Justice (DOJ) broke the total into $420.3 million in criminal forfeiture and an approximately $84.4 million criminal fine.
What was OKX fined for?
On February 24, 2025, Aux Cayes Fintech Co. Ltd., a Seychelles-based company doing business as OKX, pleaded guilty to one count of operating an unlicensed money transmitting business, according to the U.S. Department of Justice. The plea concerned Aux Cayes Fintech—not every OKX affiliate or all of the company’s current operations.
The DOJ said OKX served U.S. retail and institutional customers without registering as a money services business with the Financial Crimes Enforcement Network (FinCEN). Although OKX had an official policy barring U.S. persons, the DOJ said the company knew it was required to register and nonetheless served customers in the United States.
What the DOJ said about the activity
According to the DOJ’s account of court documents and company admissions, U.S. customers conducted more than $1 trillion in transactions through OKX from around 2018 through at least early 2024. The DOJ also said its review of third-party transaction data identified more than $5 billion in suspicious transactions and illicit proceeds that passed through the exchange. That figure describes activity identified in the review; it is not the amount of the penalty.

The DOJ described weaknesses in customer identification and anti-money-laundering controls. It said there were periods when customers could transact without completing know-your-customer checks and cited instances in which an OKX employee advised prospective U.S. customers to provide false information to pass those checks. These are allegations and admissions as described in the DOJ’s account of this case, not a finding about every customer or transaction.
How the $504 million penalty is divided

The DOJ said the penalty reflected a 25% reduction from the bottom of the otherwise applicable recommended fine range. It credited OKX’s cooperation and timely remedial measures. The company also agreed to retain an external compliance consultant through February 2027 and continue cooperating with the U.S. Attorney’s Office.

Which OKX company entered the plea?
The defendant was Aux Cayes Fintech Co. Ltd., doing business as OKX. The DOJ distinguished it from OKCoin USA, Inc., a U.S.-based affiliate that it said was registered as a money services business. The plea and charged conduct were solely those of Aux Cayes Fintech, so the case should not be described as a guilty plea by every entity using the OKX or OKCoin names.

Manchester City announced OKX as its Official Sleeve Partner on June 30, 2023, under a new multi-year agreement. The club said OKX branding would appear on the left sleeve of the men’s and women’s first-team playing kits. The announcement described the relationship as beginning in March 2022, when OKX and the club first partnered; OKX became the club’s Official Training Kit Partner for the 2022–23 season before the sleeve role was announced. Manchester City’s 2024–25 annual report also identifies OKX as sleeve partner for both first teams. The sources cited here do not verify whether that sponsorship continues in the 2026–27 season, so the relationship is established for those earlier seasons, not as a confirmed current partnership.
