In September 2024, the Lokpal asked complainants to spell out which allegations against then-SEBI chair Madhabi Puri Buch could amount to offences under the Prevention of Corruption Act and how they had verified the material behind their complaints. That was a procedural request to assess whether the complaints were tenable—not a finding of corruption or an order to investigate. The Lokpal later held an oral-hearing process and dismissed three complaints on May 28, 2025, saying there was no prima facie basis to direct an investigation.
What did the Lokpal ask complainants to explain?
In a direction dated September 20, 2024, the Lokpal asked complainants to identify, provision by provision, how their allegations might constitute corruption under the Prevention of Corruption Act, 1988. It also asked them to explain the steps they had taken to verify the claims in the Hindenburg Research report on which the complaints substantially relied. The Indian Express reported that the direction gave complainants three weeks to file an affidavit.
The order asked complainants to “Articulate the allegations against concerned person which may constitute an ‘offence of corruption’ within the meaning of the Prevention of Corruption Act, 1988, ‘provision wise’.” The Lokpal described the request as procedural: “This direction is only a procedural order, issued for testing the question of tenability of the concerned complaint and to record a prima facie view as required under Section 20 of the Act of 2013, in the peculiar situation.” Both passages are reproduced in The Indian Express’s account of the direction.
What were the complaints about?
The complaints were substantially based on Hindenburg Research’s report, published August 10, 2024. The report alleged that Buch and her husband had interests in offshore funds that Hindenburg linked to an alleged Adani money-siphoning matter. Those claims were allegations, not findings by the Lokpal. Buch and her husband denied them; Adani Group also rejected Hindenburg’s claims, according to The Indian Express’s coverage of the complaint.

How did the matter proceed after the September request?
The September direction was only an initial step in the Lokpal’s consideration of the complaints. Later reporting says the Lokpal sought Buch’s explanation on November 8, 2024. After she filed an affidavit responding to the allegations, the Lokpal arranged an oral hearing for her and the complainants on December 19, with the hearing scheduled for January 28, 2025, according to The Indian Express/PTI report.
What was the outcome?
On May 28, 2025, the Lokpal issued a common order dismissing three complaints dated August 13, September 11 and October 8, 2024; one complainant was Lok Sabha MP Mahua Moitra. Reporting on the order says the Lokpal found no prima facie case to direct a corruption investigation. That is the Lokpal’s conclusion on whether to direct an investigation, not a separate court ruling resolving every disputed factual claim.

The order addressed several allegations, including a purported investment in Global Dynamic Opportunities Fund and theories of quid pro quo involving consulting or rental income. As summarized in reporting, Buch said the investment had been redeemed in 2018 and that she was a passive investor; the Lokpal found no material establishing quid pro quo or conflict of interest. - September 2024: The Lokpal sought legal particulars and an account of verification efforts to assess whether the complaints were tenable.
- Afterward: The process continued with Buch’s response and an oral-hearing stage.
- May 2025: The Lokpal dismissed three complaints, concluding there was no prima facie basis to direct an investigation.
The stages matter: the September request was not a finding that corruption had occurred, while the later dismissal was the Lokpal’s disposition of the complaints. Neither should be misstated as a judicial ruling on every underlying allegation.
