What Lockheed Martin announced in 2019
Economic Times reported on December 3, 2019, that Blair had been appointed Vice President and Chief Executive for Lockheed Martin in India. He took over the India leadership role from Shaw. The coverage does not give a separate effective date, so December 3 is the announcement date rather than a verified start date. Economic Times’ appointment report and Exchange4Media’s report identify the appointment and predecessor.
“Chief Executive for India” referred to leadership of the company’s India business. It did not mean Blair became CEO of Lockheed Martin globally, and the change was not a government appointment. The reports establish that he replaced Shaw in the India role; they do not establish that Shaw left Lockheed Martin altogether.

What Blair’s India role covered
The appointment coverage described a commercial and representative mandate: Blair was to develop Lockheed Martin’s business in India and represent its programs, products and services in the country. He reported to Timothy Cahill, then senior vice president of Lockheed Martin International. That reporting line describes the organization at the time of the appointment, not necessarily its current structure. Economic Times reported the remit and reporting line.
Blair’s experience before the appointment
Immediately before moving into the India role, Blair was vice president of Strategic Solutions and Middle East executive in Lockheed Martin’s Space Systems business. His portfolio included developing strategic solutions and business opportunities in Gulf Cooperation Council countries and Israel. The 2019 coverage described his career as spanning about 30 years and noted previous assignments in India; that experience figure is a description made at the time, not a current calculation. Why India mattered to Lockheed Martin
The appointment put a senior company executive in charge of developing opportunities in a market where Lockheed Martin was pursuing defence and aerospace business. Its interests spanned aircraft, naval, space, missile and security-related fields, alongside industrial relationships in India, including manufacturing joint ventures with Tata. The company had also positioned the F-21 for India’s proposed fighter requirement. These were business priorities and proposals—not proof that a particular procurement would be awarded to Lockheed Martin.
In later public comments, Blair discussed local industrial participation and “Make in India,” potential aircraft opportunities, unmanned systems, artificial intelligence, quantum computing and machine learning, as well as capabilities across air, sea, space, cyber and security. Those comments describe the company’s stated interests and advocacy; they do not show that India selected Lockheed Martin for any specific program. How public records described his title later
Publicly available AMCHAM India records show how Blair’s title was presented over time. They document later descriptions, but do not establish the date of a formal promotion or title change.

The evidence supports saying that by 2025 his publicly reported remit covered Asia & India. It does not establish the precise date or formal mechanism of the change, and these records do not verify his title after 2025. For example, AMCHAM India’s April 2023 page still identified Blair as chief executive of Lockheed Martin India, while its 2025 material used the regional title.

What the appointment did—and did not—signal
Putting an executive with international experience and prior India assignments in charge of the company’s India business signaled that Lockheed Martin wanted to develop its presence and pursue opportunities there. It was a corporate leadership decision, not a change in Indian government policy, a procurement award or a guarantee of a contract. A proposed aircraft or technology partnership should therefore be distinguished from a selection or deal actually completed.
