Khyber Pakhtunkhwa reportedly made e-stamp papers the only stamp papers valid for official purposes from 1 September 2025. That date comes from a Radio Pakistan report on a provincial notification; the notification itself and any exceptions or transitional rules were not available for verification. A later E-Vendor rollout in 2026 introduced another way to issue e-stamps in selected districts—it was not the start date of the province’s e-stamping requirement.
When did KP make e-stamping compulsory?
Radio Pakistan reported that the provincial government issued a notification on 27 August 2025 and that only e-stamp papers would be considered valid for official purposes from 1 September 2025. Radio Pakistan’s report is a secondary account: the underlying notification was not available in the sources reviewed. The KP Stamp Act, updated through XVIII of 2025, recognizes e-stamps in the law. It defines a duly stamped instrument to include an e-stamp of at least the required amount that has been legally affixed, used, or electronically generated. The Act defines an e-stamp as paper printed or partly printed with a barcode or unique identification features and specified information, generated and printed after the government receives money equal to the chargeable duty. Are manual stamp papers still valid in KP?
The reported cutoff says e-stamps alone would be valid for official purposes from 1 September 2025. However, the available reporting does not explain exceptions, the treatment of papers bought before that date, or transitional arrangements. Do not assume an older paper is either valid or void based only on the general announcement. If a specific document is disputed, ask the relevant registering authority or the Board of Revenue for an authoritative clarification; a qualified local lawyer can advise on the document’s legal effect.

How to create or check an e-stamp
The official KP E-Stamping portal lists services for generating Challan Form 32-A, reprinting or verifying challans, paying a stamp-duty deficiency, verifying an e-stamp, checking land valuation, applying for a refund, obtaining continuation sheets, and using e-registry functions. Its service flow requests applicant and CNIC information. The department’s overview describes a general process of entering transaction or property details, generating a challan, paying at a designated bank branch, receiving the e-stamp, and having the receiving authority verify it. Follow the portal’s current instructions for your transaction and district; routes and availability may differ.
- Open the official portal: Go to estamping.kp.gov.pk and select the service relevant to your transaction, such as challan generation or e-stamp verification.
- Enter the requested details: Provide the applicant, CNIC, and transaction or property information requested by the selected service.
- Generate or retrieve the challan: Use the portal’s Challan Form 32-A service, or its reprint or verification options if you already have a challan.
- Pay through the applicable channel: The department’s overview describes payment at a designated bank branch for the general workflow. The later E-Vendor module uses PSID-based electronic payment; check which channel is available for your district and transaction.
- Verify the issued document: Use the portal’s e-stamp verification interface and follow any authentication instructions on the document. For E-Vendor-issued papers, the department specifies system verification and QR-code authentication.
The department’s e-stamping overview describes the general system workflow and its objectives. Its older 2022 launch announcement said verification would be available online; that dated statement is not a substitute for checking the current portal. See the 2022 announcement.

What changed with the 2026 E-Vendor rollout?
The Revenue and Estate Department announced a white-paper E-Vendor module on 2 February 2026. The initial schedule named four districts and specified dates for each launch:

The notice described denominations from Rs. 150 to Rs. 500 and PSID-based electronic payment. It said issuance would expand to more districts in phases, subject to administrative readiness and system availability. It also said E-Vendor papers would be valid and acceptable for legal, registration, and evidentiary purposes subject to system verification and QR-code authentication. The department’s announcements index also lists an E-Vendor launch for Bannu, D.I. Khan, Kohat, Abbottabad, and Charsadda. An announcement listing is not a consolidated, current availability directory, so confirm with the department or an authorized vendor before relying on local service. Check the announcements index.
How the two issuance routes differ
The portal and designated-bank workflow and the later E-Vendor module are distinct service routes. The sources do not establish that both are available for every transaction or in every district.

For either route, make sure the authority receiving the document can verify it. The official portal provides a stamp-paper number verification interface, while E-Vendor papers are subject to system verification and QR authentication.

The department presents fraud reduction and transparency as system objectives, but the cited material does not provide a verified before-and-after evaluation of forgery, fraud, revenue leakage, processing time, or user savings.
