The Khyber Pakhtunkhwa Assembly was reported to have received a proposal to regulate naswar production and sales—not to ban the product. The bill’s reported provisions include licensing, restrictions on sales to minors, packaging and health-warning rules, and limits on promotion. But its formal legislative status after an initial referral question has not been established.
What is the KP naswar bill?
The proposed measure is called the Regulation of Snuff (Naswar) Bill, 2026. Associated Press of Pakistan (APP) reported on April 20, 2026, that Aamna Sardar, a Pakistan Muslim League-N legislator, introduced it in the Provincial Assembly of Khyber Pakhtunkhwa. APP described its purpose as creating rules for production, sale, and distribution while protecting young people. APP’s report on the bill and a separate ProPakistani summary both characterize the approach as regulation rather than prohibition.
APP quoted Sardar as saying: “Tobacco is a legal product, but it must be sold with responsibility and under strict regulation. This bill aims to discourage harmful use, especially among the younger generation, while ensuring the market operates within a clear, accountable framework. Our priority is to protect public health without creating unnecessary disruption.” This is a statement reproduced in APP’s report, not a transcript independently verified against Assembly proceedings.
What would the proposal regulate?
APP’s summary describes several areas of proposed regulation. These are reported provisions of a bill, not confirmed requirements currently in force.

Licensing and sales oversight
Producers and sellers would be required to obtain licenses, according to APP. The report frames licensing as a way to bring production and sales into a regulated system.
Access by minors and sales locations
The reported proposal would restrict sales to minors and limit retail sales near schools and public spaces. Dialogue Pakistan’s April 27 account of draft details specifies a proposed 100-metre sales restriction around schools, madrasas, and hospitals. It also reports that selling to minors could carry a fine of Rs50,000 and up to one year in prison. Packaging, ingredients, and promotion
APP says the bill would require standardized packaging with health warnings and regulate ingredients. It also reports a prohibition on promotion. Dialogue Pakistan’s more detailed account says the draft would require sealed packaging and prohibit advertising, promotion, free samples, and online, social-media, or delivery-based sales. These more specific measures should be understood as reported draft terms, not verified final bill text.
Enforcement and reported penalties
Dialogue Pakistan reports that unlicensed production or sale could result in fines of up to Rs30,000, and that public spitting could draw an on-the-spot Rs1,000 fine. It also says deputy commissioners, assistant commissioners, and health officers could conduct raids and seal shops. The available account does not establish that these figures or powers are in enacted law, and they should not be treated as current obligations.

Will the bill ban naswar?
The reports describe regulation, not a ban. The proposal would seek to control who can produce or sell naswar, how it is packaged and promoted, and where it can be sold. APP and ProPakistani both explicitly distinguish the proposal from prohibition. That distinction describes the reported intent; it does not establish the bill’s final wording or outcome.

APP and ProPakistani reported on April 20, 2026, that Sardar introduced or tabled the bill. Dialogue Pakistan reported on April 27 that the Assembly Secretariat was considering which government department should receive the private member’s bill. Its account said a Law Department opinion was expected after the responsible department was identified.

As of October 8, 2026, the available information does not establish whether that referral issue was resolved or whether the bill was formally referred, debated, amended, passed, withdrawn, or rejected. The Provincial Assembly’s All Bills listing is not conclusive: the available search extract did not show a naswar entry, and that alone does not establish the bill’s formal status. It is therefore more accurate to say the bill was reported as introduced than to say it became law.
