‘Jeans Jihad’: How Delhi’s Industries Minister Shut Down a Booming, Muslim-Dominated Garment Hub

A June 2025 sealing drive halted much of the jeans-stitching trade in Khyala, West Delhi. Here is what Scroll reported, what the minister claimed, and what remains unproven.

In June 2025, a sealing drive began against jeans-stitching units in Khyala, an urban village in West Delhi that had grown over more than two decades into one of the area’s main garment hubs. By the time Scroll’s reporter visited, the trade was largely stopped: many workers had left the area or were idle, according to Anant Gupta’s report published July 30, 2025.

The shutdown followed public remarks by Delhi’s industries minister, Manjinder Singh Sirsa, a BJP MLA. He first objected to factories expanding into residential areas, then tied the mostly Muslim workforce to Bangladesh and Myanmar, and said on a podcast aired July 7, 2025 that he had chased workers out of jeans factories. Scroll reported that Sirsa offered no evidence for his claims about foreign nationals, that it found no reports of police investigating them, and that it found no confirmed cases.

What the reporting does establish is narrower than the headline suggests. It documents an enforcement drive, the loss of work and income for many people, and a pre-crackdown workforce figure from one manufacturer. It does not establish whether every sealed unit was operating illegally, and it does not give an official count of jobs lost. This article is based on that July 2025 reporting. It does not describe conditions in Khyala in 2026, and I have not found later reporting in the source material that would change the picture.

Where Khyala fits in Delhi’s garment trade

Khyala’s jeans-stitching hub developed over more than two decades and drew hundreds of tailors from Uttar Pradesh. Authorities recognised Khyala as an industrial area in 2021, which is the date Scroll gives for its formal status. A wholesale jeans market later grew in neighbouring streets. Scroll describes Muslims as prominent in that trade while noting that Hindus and Sikhs also took part, so the hub was not a single-community business in the reporting.

Businesses also spread into nearby Raghubir Nagar and Vishnu Garden. That spread is the root of the local complaints described later, and it is also why the minister’s first objection, about factories in residential areas, had a basis that residents themselves recognised.

How the crackdown unfolded

The sequence Scroll reports runs as follows:

  • 2021: Khyala is recognised as an industrial area.
  • June 2025: A sealing drive begins. Officials close establishments described as allegedly illegal.
  • July 7, 2025: In a podcast, Sirsa says he chased workers out of jeans factories.
  • July 30, 2025: Scroll publishes its report. At the time of its visit, it describes activity as virtually paralysed.

The report does not say how many establishments were sealed, and it does not provide a per-unit account of the legal grounds for each sealing. Readers should treat “shut down” in the headline as a description of the drive’s effect on the trade as Scroll observed it, not as a count of confirmed violations.

What Sirsa said, and what is documented

Separating what Sirsa claimed from what Scroll could confirm is the key to reading this story. The table below uses only the points Scroll reports.

Asked about the lack of evidence, Sirsa told Scroll: “It is good if they have run away. Now our area will be safer.” That reply treats the departure of workers as an outcome he welcomes, but it does not answer the evidentiary question.

How many people worked there

No official workforce count appears in the reporting. The most specific number is an estimate from one manufacturer, and it is the only figure readers should carry forward with a qualifier attached.

What the shutdown meant for workers’ income

For a personal-finance reader, the most useful parts of the report are the household-level accounts. They describe income loss that is not captured by any headline figure.

Daily-wage workers

Abid Khan, the manufacturer Scroll interviewed, put the impact plainly: “The poor, daily wage earners have been hit the worst.” Daily wages stop when a unit is sealed, so a closure of this kind removes income immediately and without a notice period. Scroll attributes the disruption to the sealing drive and to fear that properties would be sealed, and it reports workers losing wages during repeated inspections.

Tailors who relocated

Some tailors left for Uttar Pradesh or went looking for work in Noida. The report does not track how many did so or whether they found steady employment. Relocation is a cost in its own right: travel, temporary housing and the loss of local networks are all expenses the reporting implies but does not total.

Suppliers and traders

Businesses that depended on the hub were also affected. Some tailors paid extra to travel to Delhi for supplies, which added cost to work that was already disrupted. Shrikant Porwal, a jeans wholesaler and market association member, urged a different path: “Things should be resolved peacefully.” The report does not say what the market’s losses were in rupees.

The “Jeans jihad” label

The phrase in the headline is a conspiracy label that Scroll says was used by sections of Hindi media. It alleges that Muslims used the jeans business to change the local demographics of the area. The label is not a finding, and Scroll does not treat it as a description of the businesses or the people who work in them.

Sirsa denied having anything to do with the theory, according to Scroll. The reporting also notes that interviewees did not know where the placard circulated as evidence had come from. That matters because the label carries an accusation that the workers themselves did not make and cannot verify.

Neighbourhood complaints and competing views

The story is not one-sided on the ground. Residents described a mixed local impact: rising real-estate prices, alongside worsening traffic and waste management. Some supported action against haphazard expansion. The market association representative interviewed by Scroll rejected the conspiracy framing and called for a peaceful resolution.

Those accounts point to a practical question the reporting leaves open. Complaints about traffic and waste may be legitimate and may justify regulation, but the report does not show that they were the basis for the sealing decisions, or that the sealing drive addressed them. Enforcement against unauthorised expansion and enforcement against a particular community’s workforce are different questions, and the reporting keeps them apart.

Questions the reporting leaves open

  • Which units were sealed, on what legal grounds, and whether any were reopened.
  • Whether any police investigation into foreign-national claims has begun since July 2025.
  • How many workers have returned, and at what wages.
  • What the market’s losses were in total, which the report does not measure.

Answering these would require official records or later reporting, neither of which is part of the source material for this article.

If you are affected by a sudden closure

These are general steps rather than advice drawn from the Khyala case, and they apply to any sudden loss of work:

  • Keep a written record of days worked, wages agreed, and wages unpaid, with dates. Inspections and closures tend to make verbal arrangements hard to prove later.
  • Ask the employer or contractor in writing what has happened to outstanding wages and when work is expected to resume.
  • Before relocating, price the full cost: travel, deposits and lost days, not only the new daily rate.
  • Check whether any local labour office or union can record your claim, since a documented claim is easier to pursue than a memory.

What this reporting can and cannot tell you

Scroll’s account is a reported snapshot from July 2025. It is strong on the sequence of events, on the minister’s own words, and on the personal toll described by workers. It is thin on the things that would settle the larger questions: legal status unit by unit, official workforce numbers, and any finding about the nationality of workers.

Use the reporting for what it documents and treat the rest as open until official records or further independent reporting say otherwise.

The Bottom Line

The best-supported conclusion is that a large jeans-stitching cluster in Khyala was disrupted by a sealing drive from June 2025, and that many workers lost income. The claims about foreign nationals and the conspiracy framing remain unproven in the available reporting, and the legal status of individual units is unresolved.
