Japan has retrieved rare-earth-bearing mud from about 6,000 meters below the sea near Minamitorishima, but that test does not confirm a $26 billion treasure or show that the find can power the economy for decades. The figure is not substantiated by the sources reviewed. The large quantities often cited come from a 2018 geological estimate—not from mined, saleable material—and Japan still has to establish whether it can extract, separate, and refine the minerals economically.
What Japan actually recovered
From January 12 to February 14, 2026, a Cabinet Office-led project tested a seabed-mud mining system near Minamitorishima, inside Japan’s exclusive economic zone. The scientific drilling vessel Chikyu conducted a connection test of a closed-circulation riser system in water about 6,000 meters deep. The system is designed to limit leakage and dispersion of suspended material, and environmental monitoring took place alongside the test. Japan’s Ministry of Economy, Trade and Industry reported that rare-earth-bearing mud was successfully retrieved from approximately that depth. This was a technical test retrieval, not commercial mining. Retrieving mud demonstrates an important deep-water operation; it does not establish how much usable rare earth can be produced, whether the material can be processed at scale, or what it would cost.
Where the resource estimate comes from
A 2018 peer-reviewed study by University of Tokyo researchers estimated more than 16 million tonnes of rare-earth oxides across a studied area of about 2,500 square kilometers near Minamitorishima. Within that area, the researchers identified a particularly promising 105-square-kilometer zone, called B1, with an estimated 1.2 million tonnes of rare-earth oxides. The study compared the B1 estimate with annual global demand for four elements. Those comparisons put the estimated quantity at 62 years of annual yttrium demand, 47 years of europium demand, 32 years of terbium demand, and 56 years of dysprosium demand. They are scale comparisons between an estimated resource and annual demand—not forecasts that Japan could extract and supply those markets for those periods. The figures also do not mean that all the estimated oxides would be recoverable or available to the market.
Is the $26 billion value confirmed?
No. The 2018 study does not provide the headline’s $26 billion valuation, and the official announcements reviewed describe testing, supply security, and feasibility work without providing a matching valuation. Without a transparent calculation tied to recoverable quantities, processing costs, market prices, and other assumptions, $26 billion should be treated as an unverified headline claim—not a confirmed value for a Japanese seabed asset. A resource estimate and a dollar valuation answer different questions. The estimate describes the modeled quantity of rare-earth oxides in a defined seabed area. A commercial valuation would need to account for what can actually be recovered and sold, how the mud can be processed, what facilities and operations would cost, and the prices and demand for the resulting products. The cited sources do not establish those inputs or a verified valuation.
What still has to be demonstrated
Japan’s announcements identify further work on mining, separation, and refining, as well as verifying economic viability. Each step matters: rare-earth-bearing mud is not the same thing as separated, refined material ready for a customer. The 2026 test shows a retrieval milestone at extreme depth; the available sources do not establish a profitable mine, commercial-scale production, or decades of economic support. What the discovery means for Japan’s economy
The seabed resource could matter to Japan’s efforts to strengthen rare-earth supply security, but the evidence supports a potential resource and a deep-water test milestone—not a confirmed economic windfall. The gap between estimated minerals and dependable supply depends on successful extraction, processing, environmental assessment, and viable costs. Until those are demonstrated, neither the $26 billion figure nor the claim that the find could power Japan’s economy for decades should be read as an established outcome.
