In April 2025, Reuters reported that Nikkei said Japan was considering asking private-sector importers to increase purchases of U.S. soybeans during tariff negotiations. That was a reported possibility—not evidence of a government order, a signed purchase contract, or completed additional imports. Later U.S. and Japanese statements described different aspects of a broader framework, so purchase commitments, tariff policy, and actual trade volumes should be kept distinct.
What Nikkei reportedly said about U.S. soybeans
Reuters reported on April 25, 2025, that Nikkei had said Japan was considering increased soybean imports from the United States as part of tariff talks. The reported route was for Japan to ask private-sector companies, which handle the country’s soybean imports, to boost U.S. trade. Reuters also reported that negotiator Ryosei Akazawa was scheduled to travel to the United States from April 30 for another round of talks. Reuters’ April 25 report did not identify an importer, volume, timetable, procurement contract, or binding government order.
The distinction is important: the April account described a consideration attributed to Nikkei, not a confirmed purchase. A separate April Reuters story attributed possible soybean and rice concessions to Yomiuri; it is a different report and should not be merged with the Nikkei-reported item.
Why the proposal drew attention
The negotiations unfolded amid U.S.-China trade friction. Reuters reported that about half of U.S. soybean exports went to China in 2024, worth nearly $12.8 billion, citing the U.S. Census Bureau. Reuters also said China had suspended soybean import licences for three U.S. firms the previous month in retaliation for additional U.S. tariffs on Chinese goods. The context helps explain why a possible effort to expand U.S. sales to Japan mattered to exporters, but it does not establish that Japan ultimately replaced Chinese demand.

What the later U.S.-Japan framework said
In a September 5, 2025 fact sheet, the White House said the framework announced on July 22 included a Japanese commitment to purchase $8 billion of U.S. agricultural goods, including corn, soybeans, fertilizer, bioethanol, and sustainable aviation fuel. The fact sheet did not allocate that amount among the listed products or state a soybean-specific dollar value or tonnage. It separately described an expedited 75% increase in purchases of American rice; that rice figure is not a soybean target. The White House fact sheet is the U.S. government’s account of the framework.
What Japan said about agricultural tariffs
Japan’s Cabinet Office gave a separate account. At a September 2, 2025 press conference, economic revitalization minister Ryosei Akazawa said Japan had not agreed to reduce agricultural tariffs and described rice procurement discussions in the context of the country’s existing minimum-access arrangement. The statement addresses tariff concessions; it should not be treated as a quantified account of soybean purchases.

This is Akazawa’s original Japanese wording, published in the Cabinet Office transcript. The White House’s broad agricultural-purchase description and Akazawa’s denial of an agricultural tariff-cut concession concern different elements of the framework; neither source supplies a soybean-only import quantity.

What subsequent reporting added—and what remains unverified
In October 2025, Reuters reported, based on unnamed sources, that Japan’s new prime minister’s government was preparing a purchase package that included U.S. soybeans. The report described preparations and possible purchases, not a published soybean contract or completed import total. The same Reuters reporting said Tokyo could trim Brazilian soybean purchases to make room for more U.S. imports, also citing unnamed sources. That possibility is not documented customs evidence.
A March 2026 White House fact sheet spoke generally of improving and accelerating market access for U.S. agricultural exports to Japan, without publishing soybean-specific volumes. The material available through October 8, 2026, does not establish how many additional U.S. soybeans Japan actually imported under the arrangements, or whether supplier shares changed as reported.

For context only, a later Reuters report carried in LSEG’s October 22, 2025 commodities newsletter said U.S. soybeans supplied 70% of Japan’s soybean consumption, attributing the figure to an unnamed source. It is not an official Japanese statistic and does not measure the effect of the 2025 framework.
