CONSOB’s action against 4XPremium dates to April 2019. The Italian regulator ordered Index Limited to stop providing investment services to the Italian public through 4xpremium.com without authorisation.
The case is also connected to a separate UK Financial Conduct Authority warning, which described “Index Limited t/a 4XPremium” as an unauthorised clone of the FCA-authorised firm Global Market Index Limited. A later Spanish warning referred to the same website but named a different company, Premium Finance Solutions Ltd. Those notices should not be treated as proof that all of the entities were the same legal company.
What CONSOB actually ordered
CONSOB, Italy’s securities regulator, issued Resolution No. 20902 on April 18, 2019. It published the decision on April 23, 2019, naming the website https://4xpremium.com and the entity Index Limited.
The regulator’s finding was that investment services were being provided to the Italian public without the required authorisation. CONSOB ordered the activity to cease under Article 7-octies(1)(b) of Legislative Decree No. 58/1998, in relation to an infringement of Article 18 of Italy’s Consolidated Law on Finance.

This was a regulatory cease-and-desist action. The cited CONSOB record does not amount to a criminal conviction for fraud, a damages judgment, or a finding that every person associated with the website committed a crime. The defensible description is that CONSOB found the investment activity unauthorised in Italy and ordered it to stop.
Why the FCA called 4XPremium a clone firm
The UK FCA issued its own warning on September 13, 2018, later updated on November 21, 2020. It listed “Index Limited t/a 4XPremium (clone of FCA authorised firm)”.
According to the FCA warning, Index Limited was not authorised by the FCA but was contacting people while pretending to be an authorised firm. The genuine firm whose details were allegedly being imitated was:
- Firm: Global Market Index Limited
- FCA reference number: 677530
- Website:
www.gmimarkets.co.uk - Address listed by the FCA: We Work, 1 Fore Street Avenue, London, EC2Y 9DT, United Kingdom
The FCA expressly stated that Global Market Index Limited had no connection with the clone firm. This distinction matters because a fraudster can copy a genuine company’s name, registration number, address, branding or telephone details. Finding a real company in a regulator’s register is not enough; the website, email address and legal entity must also match.
What protection investors may lose
The FCA warned that customers dealing with the 4XPremium clone would not have access to the UK’s Financial Ombudsman Service and would not be covered by the Financial Services Compensation Scheme if the firm failed.

That warning is specific to the UK protection framework, but the general lesson applies elsewhere: using an investment website that is not authorised for your country can leave you without complaint, compensation or dispute-resolution protections. A firm’s claims about regulation do not create those protections.
Potential warning signs include:
- an unsolicited call, email or social-media message about trading;
- pressure to deposit more money quickly;
- requests for payment to a personal account, unrelated company or cryptocurrency wallet;
- an online account showing profits that cannot be withdrawn;
- demands for “tax”, “verification” or “release” fees before a withdrawal;
- contact details that do not match the regulator’s register; and
- claims that a regulator warning is false because the firm uses a genuine company’s name or reference number.
Do not merge the Spanish and Italian records
Spain’s CNMV issued a separate warning on February 22, 2021. It referred to:

- Premium Finance Solutions Ltd.
The CNMV notice said that the named entity was not authorised to provide investment services covered by Articles 140 and 141 of Spain’s Securities Markets Act, including services connected with foreign-exchange transactions.

The official notices establish a common website reference, but they do not establish that Index Limited and Premium Finance Solutions Ltd were the same legal entity. Norway’s Financial Supervisory Authority later circulated the Spanish warning under the heading 4XPREMIUM. That was a redistribution of the Spanish notice, not a separate Norwegian finding.
How to check a broker before sending money
- Identify the exact legal entity. Do not rely on a trading name. Ask for the company’s registered name, authorisation number and regulator.
- Search the regulator’s own register. Use CONSOB for services aimed at Italian investors, the FCA for UK firms, or the relevant authority in your country.
- Match every detail. Compare the website domain, email address, phone number, legal name and registered address. A matching company name alone is not sufficient.
- Check warnings as well as permissions. Search the regulator’s warning database for the website, company name and telephone number.
- Treat withdrawal obstacles as an emergency. Stop sending additional money if the platform asks for a fee or new deposit before releasing your funds.
For this specific case, the key mistake would be to verify only “Global Market Index Limited” and assume that any business using its name or FCA reference number is genuine. The FCA’s warning says the 4XPremium operation was not the authorised firm.
If you paid 4XPremium
Do not pay a further deposit to recover money already sent. Recovery scammers often approach people after an investment loss, claim to work for a regulator or lawyer, and request an upfront payment.

Take these steps promptly:
- Contact your bank, card provider or payment service using the number on its official website or statement. Explain that you may have been induced to make an investment payment and ask what recall, chargeback or fraud-reporting options are available.
- Preserve evidence: transaction receipts, wallet addresses, bank details, emails, chat logs, phone numbers, screenshots and the precise website address.
- Report the matter to your local police or financial-fraud reporting service.
- Notify the relevant financial regulator, including CONSOB if you were approached as an Italian investor.
- Change passwords if you gave the website remote access, identity documents or account credentials. Monitor bank and investment accounts for unauthorised activity.
Payment recovery is not guaranteed, particularly where funds were sent by bank transfer or cryptocurrency, but speed and complete records can improve the chances of a useful response from a payment provider.
Was CONSOB’s action in 2019 or 2023?
The underlying CONSOB action was in 2019: Resolution No. 20902 was dated April 18 and published April 23. Some later broker articles described 4XPremium as a new addition to a CONSOB list in 2023. That later coverage does not change the date of the original resolution.
Nor does the record support saying that CONSOB “found 4XPremium guilty of fraud.” It supports saying that CONSOB ordered Index Limited to stop unauthorised investment activity through the named website.

Is 4XPremium still operating?
The regulator notices identify the historical website and conduct. They do not establish the website’s current operational status. A current availability claim would require a fresh technical check and should not be inferred from an old warning or from a third-party review page.
Regardless of whether the domain loads, the regulatory history is a reason not to send money without independently confirming the current operator’s authorisation and identity.

Did CONSOB ban 4XPremium in 2023?
No. The relevant CONSOB action is Resolution No. 20902, dated April 18, 2019 and published April 23, 2019. Later articles may have referred to the name in a 2023 list, but that does not make the original action a 2023 decision.

The cited official notices do not establish that they are the same legal entity. CONSOB’s 2019 record names Index Limited, while Spain’s CNMV named Premium Finance Solutions Ltd in a separate 2021 warning concerning the same website.
Was 4XPremium convicted of fraud?
The cited CONSOB material does not establish a criminal fraud conviction. It establishes a regulatory order to stop unauthorised investment activity. Calling the operation unauthorised or regulator-warned is more accurate than stating that CONSOB convicted it of fraud.
What should I do if I deposited money with 4XPremium?
Stop sending further money, contact your bank or payment provider immediately, preserve all transaction and communication records, and report the matter to the relevant police and financial regulator. Be cautious of recovery firms demanding an upfront fee.
