VOO can be a low-cost way to invest in large U.S. companies in an IRA or a workplace plan that offers it. It is a stock fund—not a complete retirement portfolio: it does not provide a bond allocation or direct international-stock exposure. Whether it belongs in your account depends on the role you want it to play, your other investments, your time horizon and your ability to tolerate losses.
What VOO owns—and what it does not
VOO is the Vanguard S&P 500 ETF. Vanguard says it seeks to track the S&P 500 Index and uses a passively managed, full-replication approach. The index represents large U.S. companies; it is not a measure of every U.S. company or of the global stock market. In Vanguard’s fact sheet dated March 31, 2026, VOO held 504 stocks and reported 0.0% foreign holdings. Those are dated portfolio figures, not permanent guarantees about the fund’s composition. Vanguard’s VOO product page and its March 31, 2026 fact sheet describe the fund and its holdings.

That distinction matters when you evaluate VOO for retirement. Owning many stocks can spread company-specific risk, but VOO still represents one asset class—stocks—and one national market segment—large U.S. companies. It does not add bonds to cushion a stock-heavy portfolio, and its stated foreign holdings were zero in the dated fact sheet. If your goal is a diversified retirement portfolio across asset classes and countries, VOO by itself does not fulfill that goal.
What the dated figures tell you
| Measure | Reported figure | How to read it |
|---|---|---|
| Expense ratio | 0.03% as of April 28, 2026, on Vanguard’s product page | An annual fund operating cost, not a guarantee of returns or a measure of total account costs. |
| Stocks held | 504 as of March 31, 2026 | A count of portfolio holdings at that date; the fund remains focused on large U.S. companies. |
| Foreign holdings | 0.0% as of March 31, 2026 | VOO did not provide direct foreign-stock exposure in that fact sheet. |
| Turnover rate | 2.4% as of March 31, 2026 | A reported measure of portfolio trading, not a forecast of future turnover. |
| Price/earnings ratio | 26.1x as of March 31, 2026 | A snapshot valuation measure for the portfolio; it can change as prices and earnings change. |
| Standard deviation | 12.06% as of March 31, 2026 | A historical measure of return variability in the fact sheet’s reporting context, not a maximum-loss limit. |
The expense ratio is an advantage to consider, but it does not make the investment risk-free or establish that VOO is suitable for you. Vanguard’s March 31, 2026 fact sheet reported an average 0.41% expense ratio for S&P 500 index funds. That is a category comparison from Vanguard, not a claim that every competing fund charges that amount. At the stated rates, 0.03% is about $3 per year per $10,000 invested, while 0.41% is about $41; actual costs change with the amount invested and applicable fees. A brokerage, account or other investment may involve costs beyond a fund’s expense ratio.

When VOO may fit a retirement account
VOO can make sense when you deliberately want U.S. large-company stocks as one component of a retirement portfolio, understand that the value can fall, and have a plan for the parts of the portfolio VOO does not cover. The fund’s benchmark makes its role relatively clear: it is an S&P 500 stock allocation, rather than an all-in-one retirement solution.
- You want large U.S. company exposure. VOO follows the S&P 500 rather than a broad index of companies of every size.
- You can accept stock-market fluctuations. The fact sheet’s 12.06% standard deviation is a historical volatility statistic, not a floor, ceiling or assurance about what you could lose.
- You have considered the rest of your holdings. Other investments may already provide bonds, international stocks or smaller U.S. companies—or may leave those exposures absent.
- You are prepared to maintain your chosen allocation. If VOO is only one piece, you need to decide how the pieces fit and whether you will rebalance them as their values change.
A long retirement horizon can give an investor more time to endure market declines, but it does not remove the possibility of losses or determine an appropriate stock allocation on its own. Consider both your willingness to see an account fall in value and your financial capacity to withstand a decline without selling investments you still need. Someone who expects to draw from the account soon may weigh a sharp downturn differently from someone who is still accumulating savings. The relevant question is not simply whether the fund has performed well in a past period; it is whether its risk and narrow role fit your plan.

When VOO alone may leave gaps
A retirement account can hold multiple investments, so buying VOO does not require using it as the entire portfolio. The risk is treating an S&P 500 fund as if it automatically supplied every exposure a retirement investor might want. Vanguard’s fact sheet shows no foreign holdings as of March 31, 2026, and VOO is not a bond fund. Investors seeking those exposures need to account for them separately or select a different kind of investment.

List all of your retirement investments together, including employer-plan funds and IRA holdings. Then identify what each holding contributes: U.S. large companies, other U.S. company sizes, international stocks, bonds, or a managed allocation across categories. This whole-portfolio view matters because a fund that seems narrow in isolation may sit beside other investments that supply the missing exposures; conversely, owning VOO in several accounts can leave the same gap repeated across the portfolio.

VOO also has exposure concentrated in the companies and sectors that make up the S&P 500. The number of holdings does not make the portfolio equivalent to owning all publicly traded companies, and the fund’s composition can change. If concentration is a concern, inspect the current fact sheet rather than treating the March 2026 snapshot as a permanent holdings list. The dated fact sheet reported a 26.1x price/earnings ratio; this is a snapshot, not a reliable standalone signal that prices must rise or fall.
VOO versus a broader U.S. stock fund or a managed portfolio
Alternatives should be compared by what they do in a portfolio, not just by a recent return chart or a short-term ranking. A broad-market stock fund, a target-date fund and VOO are not interchangeable: each addresses a different allocation question.

| Choice | What it is designed to provide | Key distinction from VOO |
|---|---|---|
| VOO | Large U.S. companies represented by the S&P 500 | Does not itself supply bonds or direct foreign-stock exposure. |
| Vanguard Total Stock Market ETF (VTI) | Vanguard says it seeks to track a broad U.S. total-market index representing approximately 100% of the investable U.S. market, including large-, mid-, small- and micro-cap stocks. | Broader U.S. market coverage; still a U.S. stock fund, not a bond allocation or automatic retirement mix. Vanguard stated a 0.03% expense ratio as of April 28, 2026. |
| Target-date fund | A managed mix that can handle investment selection, asset allocation and rebalancing through retirement. | It is an allocation approach, not an S&P 500 index equivalent. Check the particular fund’s glide path, holdings, fees and target year. |
Vanguard’s VTI page describes its total-market objective. For a different approach, Vanguard describes its Target Retirement Income Fund as a fund-of-funds that manages investment selection, allocation and rebalancing through retirement. A target-date fund’s actual mix depends on the specific fund; do not assume that the income fund or a fund with a particular target year matches your preferred risk level without checking its details.

How account type and investment choice differ
Traditional and Roth describe tax treatment; they do not change what VOO owns. In general, traditional account contributions may be deductible depending on income and other circumstances, and withdrawals are generally taxed. Roth contributions are made after tax, and qualified withdrawals are generally tax-free. Eligibility, deductibility and withdrawal treatment depend on the person and applicable rules. Vanguard discusses these differences in its IRA and 401(k) overview and its tax-efficient investing guidance.
The account wrapper and the investment are separate decisions: choosing Roth or traditional treatment does not make a stock allocation more or less diversified. Think through tax treatment and investment allocation independently, and consider how your holdings across accounts work together. The rules can be person-specific, so a general description cannot establish which account type is best for you.
Access depends on the account’s investment menu
In an IRA, available investments depend on the brokerage; Vanguard says IRA choices may include ETFs. A workplace 401(k) is different: participants generally choose from the investments selected by the employer’s plan. VOO’s existence as a publicly traded ETF does not mean every 401(k) offers it. Check the account’s investment list, trading rules and any account-level costs before deciding how to invest. Vanguard explains the distinction between IRA and workplace-plan options in its IRA-versus-401(k) guide.

Contribution limits govern how much eligible savers may put into certain accounts; they do not say what investment to buy. For tax year 2026, the IRS says the combined traditional and Roth IRA contribution limit is generally $7,500, or $8,600 for people age 50 or older, subject to taxable-compensation limits and other rules. The IRS also states that the employee elective deferral limit for most 401(k) plans is $24,500 in 2026; catch-up provisions and plan terms can affect the amount available to an individual. Confirm the rules for your circumstances with the IRS IRA contribution-limit guidance and IRS 401(k) limit guidance.
A practical decision process
- Confirm access. Look at the brokerage’s IRA investment list or your employer plan’s fund menu. If the plan does not list VOO, do not assume you can buy it there; compare the available options by their actual objectives and costs.
- Name the job you want VOO to do. Decide whether you want an allocation to large U.S. stocks, rather than assuming you have selected a complete retirement portfolio.
- Map your existing investments. Review holdings across retirement accounts and identify your U.S. stock, international stock and bond exposure. Consider whether any other investment already supplies an exposure you are missing.
- Set an allocation you can maintain. Choose a stock-and-bond mix appropriate to your circumstances and decide how you will rebalance if holdings drift from it. If you prefer not to make those choices yourself, compare a target-date approach with a standalone stock fund.
- Review costs and current fund information. Check the current expense ratio, account charges, holdings and fund documents. The cited VOO statistics are snapshots dated March 31 or April 28, 2026, and may change.
- Keep tax and investment decisions distinct. Check the account’s tax rules and contribution eligibility separately from the decision about which investments to hold. Consult a qualified tax professional if your circumstances make the rules unclear.
Common mistakes to avoid
- Calling VOO a complete retirement plan. It is an S&P 500 stock allocation; it does not provide every asset class or direct foreign-stock exposure.
- Assuming a low fee removes risk. A low expense ratio reduces one fund cost, but stock prices can still decline and other account costs may apply.
- Equating the number of stocks with total-market coverage. VOO held 504 stocks in March 2026, but the fund follows a large-company index rather than every segment of the U.S. market.
- Picking based only on recent performance. A recent return comparison does not establish which fund’s exposure, risk or role fits a long-term allocation.
- Assuming an ETF is available in every plan. Workplace-plan choices depend on the employer’s menu, while IRA investment options depend on the brokerage.
- Treating a tax label as an investment strategy. Roth or traditional status affects tax treatment, not VOO’s holdings or stock-market risk.
Verdict
VOO can be a reasonable, low-cost component of a retirement account for an investor seeking large U.S. company stocks and able to accept the associated market risk. Its usefulness depends on the portfolio around it: investors who want international stocks, bonds, broader U.S. company coverage or built-in allocation and rebalancing should account for those needs rather than expecting VOO to provide them. Check availability in the specific account and evaluate the whole portfolio before deciding.
