The official releases reviewed here do not establish that the building had been vacated or transferred by October 8, 2026.
Is USDA vacating the South Building?
Yes, under the plan USDA announced on July 24, 2025. That announcement said the department would vacate and return the South Building to GSA, alongside Braddock Place and the Beltsville Agricultural Research Center. These were planned actions, not confirmation that the properties had already been returned. USDA’s July 2025 announcement also said the department expected no more than 2,000 employees to remain in the National Capital Region at the end of the reorganization.
On February 25, 2026, USDA and GSA announced the South Building and Braddock Place dispositions as imminent. That later description indicates progress toward disposition, but does not give a completion date. The official releases reviewed here do not establish when the South Building was physically vacated or when its return to GSA was completed. USDA’s February 2026 release and GSA’s joint-announcement release describe the same announcement; GSA’s repeated figures are not a separate measurement.
Why is USDA closing the South Building?
The South Building plan is part of a department-wide reorganization that USDA described as relocating some positions and consolidating operations. The department’s stated rationale included the building’s utilization and maintenance needs, but the published figures vary by release and should not be treated as a single reconciled estimate.

In July 2025, USDA reported average daily occupancy below 1,900 and capacity above 6,000 employees. Those figures appeared with an estimate of approximately $1.3 billion in deferred maintenance. In February 2026, Secretary of Agriculture Brooke L. Rollins said, “More than 85 percent of the South Building is unoccupied and there is a $1.6 billion backlog in deferred maintenance.” The latter figures are Rollins’s statements in USDA’s 2026 release.
How much does the South Building need in repairs?

The estimates differ by $300 million, but the official releases reviewed do not explain whether the difference reflects a changed scope, valuation date, or calculation method. They therefore do not support a conclusion that the building’s maintenance backlog increased by that amount. Anyone seeking one current, comparable figure would need USDA to clarify the basis and reconcile the estimates.

Where are USDA employees moving?
The department has described a mix of relocations and consolidated operations; it has not said every USDA component will follow one destination or schedule. USDA’s Food and Nutrition Administration (FNA) FAQ says some National Capital Region employees will use existing USDA buildings in Washington, D.C., or Beltsville, while hubs and other locations are part of a phased transition. It also says many timing and logistics details are being determined through collective bargaining.
The FNA reorganization FAQ, updated September 10, 2026, describes FNA-specific expectations: new hubs and Retailer Operations and Compliance offices are expected to open in summer 2027, and FNA’s internal reporting restructuring is also expected to be completed then. These dates apply to the FNA activities described in that FAQ, not necessarily to every USDA agency or to the South Building transfer. USDA says it is committed to continuity across its nutrition assistance programs; that is the department’s stated commitment, not independent confirmation of implementation outcomes.

When will USDA’s reorganization be complete?
The releases establish an announced plan and subsequent progress toward disposition, not a department-wide completion date. The July 2025 statement set an expected National Capital Region staffing level at the conclusion of reorganization, while the September 2026 FAQ provides summer 2027 expectations for specified FNA changes. Neither establishes when all USDA reorganization work will finish or when GSA completed the South Building transfer.
