No—ending the U.S. de minimis duty-free treatment does not mean Temu is finished. It does mean eligible low-value imports no longer get that particular duty exemption: the United States ended it for covered goods from China and Hong Kong on May 2, 2025, then suspended it for covered shipments from all countries effective August 29, 2025. A White House order dated February 20, 2026, continues the suspension. Whether a specific Temu order costs more or takes longer depends on how it is fulfilled and the duties and shipping rules that apply.
What was the de minimis exemption?
De minimis was a U.S. customs treatment under 19 U.S.C. 1321(a)(2)(C) that allowed qualifying low-value imports to enter without duties. The White House described the former threshold as goods valued at $800 or less per person per day. It was a rule about customs duty treatment—not a guarantee that every low-priced online order was tax-free in every sense, or that every order from a marketplace qualified.
The administration framed the policy as a loophole, but the underlying change is more precisely described as ending a duty-free treatment. The July 2025 order says the exemption no longer applies to covered shipments regardless of value, country of origin, transport mode, or method of entry, subject to the order’s stated statutory exception. What does the rule mean for a Temu order?
The exemption’s end does not by itself establish what a particular item will cost at checkout or on delivery. The final impact can depend on the product, origin, seller’s fulfillment location, carrier or postal channel, and applicable duties. The reviewed reporting does not establish that every Temu or Shein order is shipped individually from China, nor does it quantify current price changes or delivery times.

International postal shipments are addressed separately in the global order from other entries, so the calculation and operational requirements can differ by shipping channel. For a specific parcel, check current U.S. Customs and Border Protection guidance or ask the carrier rather than relying on old summaries of the 2025 rates. The White House’s original China action and global order describe the policy changes, but they are not a current rate quote for an individual purchase.
The question “Is Temu over?” is therefore not answered by the duty change alone. It changes customs treatment, not a retailer’s right to operate. The available reporting did not establish that Temu would disappear, that Amazon or Walmart would automatically be cheaper, or that every affected product would rise by a particular amount.

Why did the administration end the treatment?
The White House said the exemption’s scale and enforcement challenges warranted ending it. Its 2025 global fact sheet reported that de minimis shipments rose from 134 million in 2015 to more than 1.36 billion in 2024, and said 90% of fiscal year 2024 cargo seizures originated as de minimis shipments. Separately, the administration’s 2025 America First Trade Policy report estimated approximately $10.8 billion in foregone tariff revenue in 2024. These are White House-reported figures and estimates, not independently audited findings in the sources cited here.
The administration cited duty evasion, deceptive shipping, illicit drugs, counterfeits, safety concerns, and national and economic security as reasons for its action. Those are the government’s stated rationales; the figures and rationale do not, on their own, demonstrate that ending the exemption has caused a particular reduction in contraband or produced a specific consumer-price effect. The America First Trade Policy report also reported that Customs and Border Protection processed more than 4 million de minimis shipments per day on average in 2025’s April fact sheet; that is a historical administration-published figure, not a current daily count.

Will cheap imports cost more or arrive more slowly?
They may, but the size and timing of any change are not established by the available consumer reporting. In an April 3, 2025 Associated Press report on the China-focused change, Circana chief retail adviser Marshal Cohen forecast narrower shopping and timing options, saying customers might still be able to buy a product but “may have to wait three or four weeks.” That was a contemporaneous forecast, not a measurement of current delivery times. AP also said the impact on retailers and shoppers was unclear at publication.

- Total delivered cost: include any disclosed shipping charges and duties or fees.
- Delivery estimate: use the estimate for the specific listing and destination, not a general claim about the marketplace.
- Seller and fulfillment origin: check where the item is actually being dispatched from when the listing discloses it.
- Return terms: compare the return window, shipping responsibility, and any restocking conditions.
- Quality and safety information: consider product documentation and seller details, especially for items where safety matters.
The Associated Press report described the affected shopping context as including trend clothing and fast fashion, but it did not provide current like-for-like offers that would establish a cheaper or faster alternative on Amazon, Walmart, Temu, or Shein. Read the AP report.
