Can you use a sportsbook app in California?
The available official sources do not establish that a sportsbook app may legally accept sports bets from California consumers. In its December 18, 2023 analysis of a proposed gaming measure, the California Legislative Analyst’s Office (LAO) stated: “State law generally prohibits wagering on the outcomes of contests between animals and/or people (including sporting events).”
That analysis also described a proposed online framework under which eligible operators would have been federally recognized tribes or businesses contracting with them. The proposal specified bettors 21 or older who were in California but outside tribal lands. Those were terms of a proposed measure, not current sportsbook licensing rules or authorization.
Can you bet on sports at a California casino or racetrack?
The official sources reviewed do not establish a current authorization for in-person sports betting at California casinos or racetracks. The state’s existing authorized gaming categories include tribal gaming and horse-racing wagering, but those are distinct from wagering on other sporting events.

Why tribal gaming is a separate legal issue
Tribal gaming on tribal lands is governed by federal law and applicable federally approved tribal-state compacts. The LAO explains that California’s authority over tribal casino activity on Native American lands is generally limited by those rules. The existence of tribal casinos therefore does not, by itself, establish that sports betting is permitted there.

Proposition 26 in 2022
The California Secretary of State’s official guide for the November 8, 2022 election described Proposition 26 as a proposal for on-site sports wagering at tribal casinos if authorized by state-approved gaming compacts, as well as wagering at certain licensed horse-racing tracks. Its proposed framework applied to people 21 and older. These terms describe what the measure proposed, not current permissions.

Proposition 27 in 2022
The same official guide described Proposition 27 as a proposal for online and mobile sports wagering through federally recognized tribes and eligible businesses contracting with them. Its proposed framework specified bettors 21 and older located in California and outside tribal lands. Those conditions likewise do not establish a current legal route to place a sports bet.
Initiatives that entered circulation in 2024
On January 2, 2024, the Secretary of State announced that two proposed initiatives had entered signature circulation. One proposed authorization for tribal online and in-person sports wagering; the other proposed statewide online wagering and in-person wagering on tribal lands. The announcements said signature collection was required for ballot eligibility. Entry into circulation is a step in a proposal process, not enactment of a law.

The Secretary of State’s initiative-status page distinguishes proposed, eligible, qualified, withdrawn, and failed measures. The official sources reviewed do not establish a final, measure-specific outcome for each of those two 2024 proposals, so no particular outcome should be inferred here.
