Not yet, according to the latest documented project status. In January 2024, Shelter Brewing Co. was reported as the preferred proponent for a redevelopment of Mandurah’s Western Foreshore commercial site. The named proponent became Left Coast Leisure Group Pty Ltd, associated with Shelter’s Busselton operation. King Carnival reportedly held its final event on 2 February 2025, but the City’s latest project description still makes redevelopment dependent on state land approval and a later planning application.
What did the original “takeover” report mean?
On 25 January 2024, PerthNow reported that Shelter Brewing Co. was understood to have been selected from a shortlist of three for the Western Foreshore commercial site. Mayor Rhys Williams confirmed that council had chosen a preferred proposal but said contract negotiations were still being finalised and an official announcement would come later. It was an attributed report about a preferred proponent—not confirmation that the company had taken over the carnival or secured final development approval. PerthNow’s January 2024 report.
What is proposed for the site?
The City’s 2024 business-plan materials described an 8,000 m² precinct combining hospitality and leisure uses: a licensed restaurant and microbrewery, an 18-hole mini-golf course and café, and chocolate production and retail. The proponent was identified in later City material as Left Coast Leisure Group Pty Ltd, associated with Shelter Brewing Co. City of Mandurah, Western Foreshore Business Plan.
The proposed investment figure has changed across descriptions and should be read in context: May 2024 reporting described a $23 million proposal, while the City’s current project page describes $25 million in private investment. What happened to King Carnival?
Local reporting said King Carnival held its final event on 2 February 2025. The closure and the proposed redevelopment are connected by the site’s future, but a carnival’s final event does not by itself mean the replacement project has cleared its approvals. In February 2025, reporting also said council had voted in favour of a lease for Left Coast Leisure Group, while land excision and state and planning approvals remained necessary. What approvals remain?
The City’s project page says consultation on excising a small part of the A-class reserve ran from 12 November to 14 December 2025. The page describes the next steps conditionally: state approval is required; if Parliament approves the excision, the Department of Planning, Lands and Heritage would consider leasing the site to the City; Left Coast Leisure Group would then need to submit a development application for review by the WA Planning Commission. The page does not confirm the outcome of the state decision after consultation, nor does it establish that a development application has been approved. What benefits and concerns have been raised?
The City’s business-plan materials presented projected benefits, not achieved results. Its 2024 estimates included 750,000 visitors a year, $30 million in annual visitor spending, 174 direct and indirect construction jobs, and 292 direct plus 145 indirect jobs during operation. The City’s current project page also projects $6.2 million in City revenue over 25 years and $30 million in annual spending for local Mandurah businesses. Community responses have not been unanimous. Reporting recorded opposition to losing King Carnival, including a rally and concerns about whether a licensed venue fits a family recreation area. Supporters and the City have emphasized private investment, employment, tourism and new leisure activities. The City says it considered varied feedback before proceeding with the next steps; that does not mean every concern was resolved or that all residents support the proposal. What to watch next
- A state or parliamentary decision on the proposed reserve land excision.
- Whether the Department of Planning, Lands and Heritage considers a lease to the City if that approval is granted.
- Whether Left Coast Leisure Group lodges a development application and how the WA Planning Commission assesses it.
Until those steps are confirmed, the accurate description is a proposed redevelopment led by the preferred proponent—not a completed takeover or an approved project under construction.
