No publicly confirmed Samsung–TSMC partnership to design, manufacture, or improve Exynos chips has been announced. The claim grew from reports that Samsung might outsource some Exynos production to TSMC; a January 2025 report said TSMC had declined the proposal. Neither company confirmed the deal, and Samsung’s later official materials describe Exynos 2600 as using Samsung Foundry’s 2nm process.
Where did the Samsung–TSMC claim come from?
Late-2024 reports and rumors suggested Samsung was considering having TSMC manufacture some future Exynos chips. The reported rationale was concern about Samsung Foundry’s performance on advanced manufacturing nodes, including yields and power efficiency. Those figures were not established in a Samsung or TSMC disclosure.
In January 2025, TechNode reported that TSMC had declined an outsourcing arrangement. That account drew on tipster material and secondary reporting, rather than a public statement from either company. It should therefore be described as an unconfirmed report about a possible proposal—not as proof that a partnership was formed or that TSMC is working on Exynos.

What could “partnering with TSMC” mean?
The phrase can describe very different arrangements. The reporting supports rumors of possible outsourcing and a later report that the proposal was declined; it does not establish joint development or a process-improvement partnership.

The supplier distinction matters: semiconductor companies often share suppliers. Canaltech’s March 16, 2023 report concerned alleged contact with TSMC suppliers, not TSMC manufacturing Exynos or co-developing the chip.
Why might Samsung have considered outsourcing?
The reported motivation was to address manufacturing challenges. TSMC has a strong reputation for advanced-node production, while reports raised concerns about Samsung Foundry’s yields and power efficiency on some advanced processes. Those are reported motivations, not confirmed reasons for a Samsung decision.

If a foundry process delivers better yield or energy efficiency for a particular design, it could potentially reduce manufacturing cost per usable chip, improve sustained performance, or help limit heat. But a process-node label alone cannot establish those outcomes: results depend on the specific process, chip design, operating targets, and the phone in which the chip is used.

Samsung’s chip-design business, System LSI, and its manufacturing business, Samsung Foundry, have distinct roles. Samsung can coordinate its own chip design and fabrication without involving TSMC.
Why might TSMC decline a deal?
TechNode’s account attributed the alleged refusal to concern that working with Samsung could expose sensitive manufacturing know-how or yield-management practices to a direct foundry competitor. That explanation came from secondary reporting, not a public TSMC statement.

Other potential obstacles are industry considerations, not confirmed reasons for the reported decision. TSMC would need available capacity and safeguards for confidential information; Samsung would need to adapt and validate its design for TSMC’s process. Cost, supply flexibility, and the strategic complications of hiring a foundry competitor could also matter.
What Samsung officially says about Exynos
Samsung’s 2026 interim report describes Exynos 2600 as using Samsung’s 2nm gate-all-around (GAA) process. It presents this as part of Samsung’s own manufacturing roadmap, not a TSMC collaboration. The report also describes Exynos 2500 as using a 3nm GAA process and highlights advanced packaging.

Those are Samsung’s stated comparisons, not independent benchmark results. The report also highlights a Heat Path Block for thermal management, camera-sensor support, and AI capabilities; the materials do not establish how those features perform in independent real-world testing.

Samsung’s 2026 interim report is the primary source for those disclosures. A newer process or improved chip design does not, on its own, demonstrate better results than a competing Snapdragon or Apple chip.

No. A foundry change could potentially help efficiency or manufacturing consistency, but it would not guarantee higher performance, lower temperatures, or better battery life. A chip’s results reflect more than where its wafers are made.
- Design and implementation: CPU and GPU architecture, floorplan, and process-specific physical design shape performance and power use.
- Operating targets: Voltage and frequency choices affect speed, energy consumption, and heat.
- Supporting hardware: Memory, modem, packaging, and the phone’s cooling system also matter.
- Software: Firmware, scheduling, and application optimization can influence day-to-day performance.
- Production and validation: Yield, binning, cost, supply availability, and the time required to adapt and qualify a design affect whether a move makes commercial sense.
Moving a design between foundries requires process-specific work; it is not simply a matter of sending the same finished design to another factory. SamMobile’s coverage of the rumor also noted the challenges and trade-offs of such a move.

What would count as confirmation?
A genuine agreement would need stronger evidence than a rumor or a report about suppliers. Look for an announcement or disclosure that names the parties and specifies the arrangement—such as wafer fabrication, joint development, or packaging—rather than treating vague references to cooperation as proof.
- A Samsung or TSMC press release, regulatory filing, or earnings-call statement.
- A statement from a named company executive reported by a reliable outlet.
- Official chip or device documentation identifying the foundry or manufacturing arrangement.
Samsung’s confirmed collaboration with Broadcom is a separate example, not evidence of cooperation with TSMC. Samsung announced a memorandum of understanding on July 25, 2026, covering memory, foundry, and advanced packaging for AI infrastructure. The Samsung Semiconductor announcement and Reuters report concern Broadcom, not an Exynos deal with TSMC.
