It depends on where you live and what players can stake and win. Roblox prohibits certain gambling products on its platform and restricts unauthorized Robux dealings outside it. Whether a particular activity is illegal under gambling law is a separate, location-specific question—especially when chance determines a prize that can be traded or converted into money’s worth.
Roblox rules and gambling law are separate questions
Roblox’s U.S. Terms say Robux are not a substitute for real currency and have no equivalent value in real currency. They also prohibit unauthorized use of Robux or virtual content outside Roblox, including third-party services that sell, transfer, purchase, or otherwise use them. That is a platform rule; it does not, by itself, determine whether an activity meets a jurisdiction’s legal definition of gambling. Read Roblox’s Terms.
Roblox’s Commerce Standards prohibit products involving money, cryptocurrency, virtual or digital currency, Robux, or other items of value in exchange for a chance to win something of value. The standards describe a narrow exception for mystery boxes when every possible item and its odds are clearly disclosed. Roblox Commerce Standards.
Breaking Roblox’s Terms can expose an account to platform enforcement even if a player believes the activity is not illegal gambling under local law. Conversely, complying with a platform feature’s rules does not guarantee that the activity complies with local law.

Random rewards are not automatically gambling
Roblox treats paid random virtual items as a distinct policy category. Its Terms require creators to disclose odds before a user engages in the transaction. Roblox’s developer guidance says creators must use PolicyService to determine whether a user can access paid random items and block the feature where the user is not eligible. These safeguards do not establish that every random reward is legal everywhere—or that odds disclosure makes a wager permissible. Roblox’s Content Maturity Labels also include “unplayable gambling content,” distinguishing depictions of gambling from letting users wager. That label is not blanket permission for playable betting. What details affect the legal analysis?
There is no single worldwide yes-or-no answer. The details to establish include where the player is, whether the activity happens in a Roblox experience or on an external service, what is put at risk, how the result is determined, and whether a prize can be transferred or converted into money or money’s worth.

These are indicators to investigate, not a universal legal test. The relevant regulator or a qualified lawyer can assess a specific activity under the law that applies to the player and service.

Great Britain: cash-out and trading can matter
The UK Gambling Commission says Parliament sets the legal definition of gambling. In its analysis of loot boxes, it says items confined to a game and not cashable are unlikely to be licensable gambling; it is concerned when gaming and gambling features blur. The UK government has told Parliament that most loot-box rewards have no monetary value and cannot be cashed out, so they do not meet the Gambling Act 2005 definition. That distinction is why “Robux has no real-currency value under Roblox’s Terms” does not settle every legal question. A separate service, trading mechanism, or cash-out route may change what players can win or how the activity is treated.
Enforcement involving external Robux sites
In a letter published by Parliament, UK Gambling Commission Executive Director Tim Miller reported that the Commission acted in December against third-party websites operating alongside Roblox that let users gamble Robux. He said the Commission worked to close them and geo-blocked them after they reappeared. A House of Commons Library briefing dated 13 August 2024 said the Gambling Act 2005 had not been extended to cover loot boxes; the government had welcomed industry guidance and kept future legislative options under review. The available sources establish Roblox’s platform restrictions but do not establish a complete answer for every U.S. state. Do not assume Robux gambling is legal throughout the United States—or illegal everywhere. Gambling rules can depend on state law and on the mechanics of the activity.
- Identify the state or country where the player is located and the service is offered.
- Check whether the player risks Robux, an item, or another paid or value-bearing stake.
- Find out whether chance determines the result and what the winner can receive.
- Check whether an item can be transferred, sold, traded, or cashed out.
- Distinguish an experience inside Roblox from a third-party site and review Roblox’s current terms and regional restrictions.
- For a specific dispute or legal decision, consult the relevant gambling regulator or a qualified local lawyer.
What the UK youth figures do—and do not—show
UK Gambling Commission guidance published in 2022 and last updated in 2024 presented survey findings for 11–16-year-olds: 39% had paid for in-game items or mods, and 24% had paid to open loot boxes, packs, or chests. The awareness-question base was 2,299. The same guidance said 2% had personally bet with in-game items on websites outside the game. That figure is not the percentage who gambled Robux.
