Punjab announced that a Green Property Certificate would be required for property transactions from July 1, 2026, but later reports said the requirement was suspended for six months. As of October 8, 2026, the Punjab Land Records Authority (PLRA) still describes how to obtain the certificate, but the available official information does not settle which documents transaction registrars must currently accept. Confirm the requirements with PLRA or your local Arazi Record Centre before completing a sale or transfer.
What the Green Property Certificate is
PLRA describes the Green Property Certificate as an electronically generated document that verifies the legal status, ownership and possession of a specific parcel. Its published information page explains the application process, but does not establish that the certificate is currently required for every transaction.
At the June 2026 launch, PLRA Director Faisal Ahmed said the certificate would verify both ownership and possession. He described safeguarding ownership and boundaries and eliminating fraud and forgery as the policy’s aims; those statements describe intended benefits, not independently measured outcomes. Radio Pakistan reported a Rs 950 fee at launch. PLRA’s page now refers applicants to applicable charges, so verify the current fee before applying.

What to do before a sale, purchase or transfer
- Ask which document is currently accepted. Contact PLRA or the Arazi Record Centre handling the transaction and ask whether a Green Property Certificate, Naqal Arazi Record or another record is required for your specific property and transaction type.
- Confirm the rule for your location and transaction. The pilot was reported for Sahiwal, while the June announcement described province-wide coverage. Do not assume an announcement or a report about another case determines your registrar’s present instructions.
- Verify fees and application steps. PLRA’s page sets out the certificate route and refers applicants to applicable charges. Do not rely on the Rs 950 launch-period fee as the current amount.
- Keep the instruction and documents you receive. Ask the relevant office to identify the accepted document and any required supporting records before you schedule or pay for the transaction.
How PLRA describes applying for the certificate
PLRA’s published process begins at a PLRA Service Center or Arazi Record Centre. Applicants receive a token, submit property details, and undergo identity verification using CNIC and NADRA biometrics. The authority then reviews records and transaction history before final scrutiny and approval. The issued certificate is described as including verification features such as a QR code or secure format. Radio Pakistan’s launch report also described record verification, survey and authentication by an Assistant Director Land Records. These are descriptions of the stated process, not guarantees of a particular processing time or independent evidence of effectiveness.

Neither document should be treated as automatically sufficient for every Punjab transaction based on these reports alone. The appropriate document depends on the current directions of the office processing the transaction.
