No blanket global recognition has been confirmed. Pakistan’s Inter Board Coordination Commission (IBCC) says it is working with the UK’s ECCTIS to gain recognition for Pakistani qualifications in the UK. That describes an effort, not a completed decision covering every Pakistani intermediate certificate or every country. Whether a particular certificate is accepted depends on the qualification, destination, and institution or authority reviewing it.

What IBCC’s statement means

IBCC says it is collaborating with ECCTIS “to gain recognition for Pakistani qualifications in the UK.” The statement does not establish that recognition has been granted, which certificates might be covered, when a decision would take effect, or whether UK universities and other organizations must accept the qualifications. It also says nothing about recognition in other countries. IBCC’s homepage is the source of the collaboration statement.

So the accurate answer to “Is Pakistani intermediate certificate recognized internationally?” is: there is no single universal answer. Check the exact certificate and the rules of the country and organization where you intend to use it.

IBCC equivalence is not the same as foreign recognition

IBCC’s stated role is to assess equivalence of educational qualifications and certificates through Pakistan’s Higher Secondary School Certificate (HSSC) level. That includes foreign qualifications evaluated and aligned with relevant Pakistani standards. This is an assessment within Pakistan’s education framework; it does not itself guarantee admission to a foreign university or acceptance by a foreign employer, regulator, or government. Has IBCC issued an equivalence certificate? IBCC has assessed the named qualification under its equivalence remit. That every foreign institution or authority will accept it.
Has an IBCC equivalence certificate been verified? The document has been checked through IBCC’s verification process. That a destination country recognizes the underlying qualification or that an applicant meets admission requirements.
Does the destination recognize this certificate? The applicable receiving institution or competent authority has determined how it treats that qualification. Automatic acceptance by other institutions, authorities, or countries.

A recognized awarding body does not make every qualification equivalent

IBCC’s register of foreign Qualification Awarding Bodies (QABs) is qualification-specific. It lists approved qualifications and equivalence groups, and IBCC explicitly cautions: “Recognition or registration of a Qualification Awarding Body (QAB) does not automatically imply recognition or equivalence of all qualifications offered by the QAB/Foreign Examination Board.” Review the exact qualification and group in the IBCC foreign qualifications register; do not rely only on an awarding body’s name.

How to check your own certificate

  1. Identify the credential precisely. Note the certificate name, issuing board, subject group, examination year, and any relevant marks or documents. “Intermediate certificate” alone may not give a receiving organization enough detail.
  2. Ask the destination organization what it requires. For study, contact the university’s admissions office; for regulated work, contact the relevant regulator; for employment or another purpose, ask the organization making the decision. Request its rules for your specific certificate and intended use.
  3. Check whether an IBCC equivalence assessment is needed. Use the applicable IBCC process if the receiving organization requires equivalence. Do not assume an equivalence certificate substitutes for the receiving organization’s own recognition or admission decision.
  4. Verify an IBCC-issued document if requested. IBCC says it verifies equivalence certificates it issues and documents attested by IBCC, including online verification for QR-coded documents. Follow the instructions on IBCC’s verification page and the receiving organization’s submission requirements.

What is confirmed—and what remains unsettled

IBCC’s official homepage confirms the collaboration with ECCTIS as an effort to gain recognition in the UK. The cited statement does not identify a completed blanket decision, covered certificate types, an effective date, country-by-country outcomes, or guaranteed university admissions. Confirm current requirements directly with the institution or authority that will evaluate your documents.

IBCC’s notifications index lists an “Equivalence Grading 2026” notice dated July 28, 2026, and a June 23, 2026 notice concerning verification of QR-coded equivalence certificates. The index establishes the notices’ titles and dates, not the detailed rules or effects; consult the notices themselves before relying on a grading or verification requirement. IBCC notifications.
