Is Larry Ellison a “Shadow President” in Donald Trump’s America?

“Shadow president” was an unnamed Trump adviser’s description of Larry Ellison, not an official role. Recent TikTok and media developments add context, but do not establish presidential authority or unilateral control.

No formal office or public record establishes Larry Ellison as a “shadow president.” The phrase came from an unnamed adviser to President Donald Trump, quoted in Jake Lahut’s 2025 WIRED report. It captures a perception of Ellison’s influence—not a verified title or a measurable finding. Since that article appeared, Oracle joined TikTok’s finalized U.S. joint venture, and Ellison’s son David completed Skydance’s acquisition of Warner Bros. Discovery. Those developments make the questions about business, political access, and media ownership more consequential, but they do not prove that Larry Ellison exercises presidential authority.

Who called Larry Ellison a “shadow president”?

In a September 24, 2025, WIRED feature, reporter Jake Lahut said an unnamed Trump adviser described Oracle cofounder Larry Ellison as a “literal ‘shadow president of the United States,’ if not necessarily the shadow president.” The source was not identified by name, and the phrase was the adviser’s characterization as reported by Lahut—not an official description or a statement from Trump.

The distinction matters: “shadow president” is a metaphor for perceived influence, not a constitutional or government position. The WIRED story builds its account from anonymous people who said they knew or had dealt with Ellison, as well as public business and political context. It is reported political analysis, not a statistical study of influence, and it does not establish a numerical measure of Ellison’s power.

What is the case for Ellison’s influence?

The WIRED feature connects Ellison’s political activity and relationships with Republican figures to the reach of Oracle’s government-facing technology business, a proposed TikTok arrangement, and the business interests of his son David Ellison. At the time of publication, the story described Oracle’s role in a possible U.S. ownership consortium for TikTok as proposed. It also discussed David Ellison’s Skydance and Paramount interests.

That is the article’s argument about why Ellison may have unusual access or influence. It should not be mistaken for proof that he directed government decisions, acted improperly, or controlled the businesses and institutions discussed. The feature reported that representatives for Larry and David Ellison did not respond to requests for comment.

What has changed since the 2025 article?

Oracle joined TikTok’s finalized U.S. venture

The proposed arrangement described in 2025 has since become a finalized U.S. joint venture. The Associated Press reported on January 23, 2026, that Oracle, Silver Lake, and MGX were among its investors. AP said the U.S. entity’s algorithm is licensed from ByteDance and retrained on U.S. user data. Whether that changes what users see in their feeds, and whether the structure resolves security concerns, remained uncertain in AP’s account. Oracle’s participation does not establish that Ellison personally or unilaterally owns or controls TikTok.

David Ellison’s company completed the Warner Bros. Discovery acquisition

Skydance announced that its acquisition of Warner Bros. Discovery closed on October 6, 2026. The combined company is called Skydance, includes CBS News and CNN among its assets, and identifies David Ellison as chairman and CEO. This is a completed transaction, not the possible future bid discussed in the 2025 WIRED story.

Skydance also announced the following commitments and targets. They are company statements, not independently verified results:

  • At least 30 theatrical films annually, with a minimum 45-day theatrical window — Skydance, 2026.
  • More than 180 television shows — Skydance, 2026.
  • At least $6 billion in targeted run-rate synergies within three years — Skydance, 2026.

What did the Justice Department decide?

On June 12, 2026, the U.S. Department of Justice Antitrust Division said its investigation found the proposed Paramount Skydance–Warner Bros. transaction was not likely to harm competition or American consumers in the markets it examined. DOJ described an eight-month review involving more than two million documents from over 80 custodians; those figures describe the agency’s investigative process, not the merger’s effects.

The DOJ conclusion is specifically about likely competition and consumer harms in the markets analyzed. It is not a general finding about political influence, editorial independence, or media plurality, and it does not settle those separate questions.

How should readers assess claims about the Ellisons’ power?

The evidence is best understood in distinct categories rather than collapsed into a single claim about “control”:

  • Reported perceptions: The “shadow president” description and accounts of political pull in the WIRED feature rely in part on anonymous sources. They report how some people viewed Ellison; they are not a formal finding.
  • Documented business roles and transactions: Oracle’s investment in TikTok’s U.S. joint venture and Skydance’s completed acquisition of Warner Bros. Discovery are concrete developments. They establish business connections and ownership structures, not a private transfer of presidential power to Larry Ellison.
  • Direct versus indirect authority: Larry Ellison’s relationship to Oracle is distinct from David Ellison’s leadership of Skydance. Family ties do not, by themselves, establish that one directs the other’s decisions.
  • Different public-interest questions: Competition review, national-security concerns, political access, and editorial independence are related but separate issues. A finding on one does not answer all the others.

There is no common metric in these sources for quantifying “influence.” A careful conclusion is therefore narrower: Ellison’s wealth, business interests, and political relationships have prompted reported perceptions of substantial access, while the available evidence does not establish that he holds governmental authority or controls the outcomes attributed to him.
