DeepSeek is not equally safe in every setting. For its hosted consumer service, DeepSeek’s policy says it may collect prompts and uploads, use personal data to improve its services and models, and process and store personal data in China. The policy does not say every chat is used for training or give a single deletion deadline. Avoid entering sensitive or confidential information unless you have assessed the exact product, its terms, and whether it is approved for that information.
What “safe” means for DeepSeek
Safety is not a yes-or-no property shared by every product bearing the DeepSeek name. A hosted chat app, an API integration, a model running on infrastructure you control, and DeepSeek Harness can send information to different parties and apply different policies. The practical question is not only whether the model is reliable or has been compromised; it is also who receives your data, where it is handled, what the service says it may do with it, and how long it may remain available.

For personal-finance use, the distinction matters because a prompt can contain more than the question you meant to ask. A request to explain a bank statement, draft a dispute, or assess a tax document may expose names, account details, transaction histories, addresses, employer information, or someone else’s personal data. Treat information you submit as potentially collected and retained under the policy rather than as a private conversation with a human adviser.
The evidence supports caution with sensitive information, not a blanket assertion that every DeepSeek product is unsafe or that every account has been compromised. The consumer policy describes permitted data handling; it does not prove that every submitted conversation is used for model training. Public security findings have specific scopes and dates, and do not amount to a current independent audit of every app, API, and deployment.

What the consumer service may collect
DeepSeek’s consumer privacy policy applies to its apps, websites, software, and related services that link to or reference that policy. It identifies Hangzhou DeepSeek Artificial Intelligence Co., Ltd., registered in China, as the data controller. The policy says it does not cover personal data collected by downstream applications built by developers using the open platform; those developers are expected to explain their own data practices.
The policy’s listed categories are broader than the text of a chat. They include account information such as a username, email address or phone number, date of birth where applicable, and password. They also include the content users send to the service, such as text and voice prompts, uploaded files and photos, feedback, chat history, and other material submitted to the model or service.
Technical and usage information can also be part of the picture: device model, operating system, IP address, device identifiers, system language, diagnostic and performance logs, feature-use logs, and approximate location inferred from an IP address. These categories explain why a prompt is not the only information relevant to a privacy decision. The policy describes collection categories; it does not establish that every category is collected from every user in every session.

This is a stated permitted use, not evidence that each conversation is selected for training or that every prompt appears in a future model. The policy language is enough to make hosted consumer chats a poor place for information you cannot accept being processed for service or model improvement. It is not enough to claim that every individual chat definitely trains a model.
DeepSeek’s Transparency Center lists releases including DeepSeek-V4, dated April 24, 2026, and DeepSeek-V3.2, dated December 1, 2025. Those dates provide model-release context, but a model release or model card does not by itself define the privacy settings or data path of a hosted app or API. The policy linked by the specific product remains the relevant starting point.
Where DeepSeek data is stored and how long it may remain
DeepSeek says personal data may be stored outside the country where a user lives and that it directly collects, processes, and stores personal data in the People’s Republic of China. A user should therefore not assume that data entered into the hosted consumer service stays in their own country.
The policy does not set one fixed retention period for all content. It says retention depends on factors such as the amount, type, and sensitivity of the data, the purpose for processing, and legal requirements. As examples, it says account data, inputs, and payment data used to provide the service may be kept for as long as a user has an account. It also describes retaining data for other stated purposes, legal or contractual obligations, and legal claims.

That wording does not support either extreme: it does not say all information is kept forever, and it does not promise immediate deletion when an account is closed. If a particular document or chat must be deleted by a deadline, do not upload it on the assumption that closing an account will erase it immediately.
Hosted service, API, self-hosting, and Harness are different choices
“DeepSeek” can refer to multiple arrangements. Their data paths should not be treated as interchangeable. The consumer privacy policy does not establish a complete, independently verified data-handling comparison for every API configuration or self-hosted model. Before using business or personal data, identify the exact product and deployment, then check the policy and technical setup that apply to it.
| Use case | What the available policy information establishes | What to verify before submitting sensitive information |
|---|---|---|
| Hosted consumer app or website | The consumer policy lists prompts, uploads, account and device information, and logs; it permits service and model improvement uses and says data is processed and stored in China. | Which policy the specific app or site links to, account and deletion terms, and whether the service is approved for your data category. |
| API access | The consumer-service policy does not establish a full data-handling account for every API setup. | The applicable API terms, which entity receives prompts, storage and retention rules, model-improvement use, logging, and any settings that alter those terms. |
| Model run on infrastructure you control | Open model availability alone does not tell you whether an information flow is private; the deployment environment and any connected services matter. | Where inference runs, what is logged, who can access the host, whether prompts leave your environment, and what external tools or providers are connected. |
| Harness with official model services | Harness’s policy describes session logs that may include inputs, uploaded or authorized content, outputs, tool invocations, plugin configuration, and conversation data; it describes using personal data to improve services and models. | The applicable Harness policy, logging and retention terms, and the content or tool permissions granted for the session. |
| Harness with a custom model provider | For the custom-model flow described in its policy, inputs go directly to the configured model provider, and DeepSeek Harness says it does not store or process those inputs and outputs server-side. | The selected provider’s privacy and retention terms. The Harness statement describes that specific flow and does not determine the provider’s handling or make every integration risk-free. |
For each option, trace the full route of a prompt: the app or interface you use, the organization operating it, the model provider, the host, and any tools or plugins that receive content. A “local” label is not enough if the application sends prompts to a remote model or records them in logs. Likewise, a third-party application using an open platform may have its own privacy policy rather than being covered by DeepSeek’s consumer policy.

What public security findings do—and do not—show
In September 2025, NIST’s Center for AI Standards and Innovation announced an evaluation finding that DeepSeek models lagged behind U.S. models in security, as well as in other dimensions. That is a comparative evaluation of models. It does not establish that every current DeepSeek app, API endpoint, or deployment has been compromised, nor does it describe every way a particular organization configures a model.

In February 2025, Associated Press reported that researchers found references in DeepSeek’s web login code to infrastructure owned by China Mobile. The report said their tests did not observe data being transferred to China Mobile, and the analysis concerned the web version. This is a scoped observation about code and a possible connection—not proof that all users’ data was sent to that company or that mobile apps behaved the same way.
Taken together, these findings justify careful handling and product-specific review. They are not a substitute for a current independent security audit covering every DeepSeek product, mobile build, API endpoint, and self-hosted configuration; the available evidence does not establish such comprehensive coverage.

On January 30, 2025, Italy’s data protection authority issued an order that recorded the app was no longer available in Italian Apple and Google app stores. The order set out concerns about the specificity of privacy information and data stored in China in relation to GDPR safeguards. This was an Italy-specific historical action, not evidence of a universal or necessarily current global ban.
In February 2025, reporting said South Korea’s Personal Information Protection Commission had temporarily paused new app downloads while DeepSeek worked with authorities on privacy concerns. The reported concerns included transparency around third-party data transfers and potentially excessive collection. That historical account does not establish the app’s present availability in South Korea or any other country.

How to decide whether to use DeepSeek for a task
1. Classify the information first
Separate a question from the underlying records needed to answer it. A general request such as “explain what an adjustable-rate mortgage is” usually does not require personal records. A request to analyze a real loan statement may reveal account numbers, contact details, income, balances, payment history, or property information. If the task can be done with a hypothetical example or a version stripped of identifying and confidential details, use that instead.
DeepSeek says its consumer service is not designed or intended to process sensitive personal data and asks users not to submit it. Its examples include health information, religious beliefs, precise location, children’s data, and biometric information. This is a user-facing warning, not a technical guarantee that sensitive material will be detected, blocked, or removed. For financial tasks, apply the same caution to bank credentials, full account or card numbers, tax records, payroll data, investment account details, and another person’s financial information.
2. Identify the exact product and data recipient
Before using work or personal data, determine whether you are in a DeepSeek-operated consumer app, an API-based application, a model hosted in your own environment, or Harness. For an application built by another developer, read that developer’s policy too. If Harness uses a custom model, identify the selected provider: its policy governs the provider’s model processing in the described flow.

3. Check the terms against your requirements
Compare the product’s stated data destination, retention, model-improvement use, account or session logging, and the organizations that receive prompts. For work, also confirm that the deployment is approved for the specific data classification and that your employer has authorized the use. If the policy does not answer a requirement that matters—such as a deletion deadline or whether prompts can be used for improvement—treat that point as unresolved rather than assuming the most favorable answer.
4. Minimize what you submit
- Remove names, account numbers, addresses, contact information, and transaction identifiers when they are not necessary to the question.
- Replace actual records with invented, representative examples when the task is about explaining a concept or drafting generic language.
- Do not include passwords, authentication codes, full payment-card details, or credentials for a bank, brokerage, tax, or workplace account.
- Do not upload a document just because the interface accepts files; inspect it for hidden or incidental details, including other people’s information.
- For a task involving a third party’s data, make sure you have authority to share it and that the chosen service is approved to handle it.
5. Use a different route when the data cannot be exposed
If an analysis requires identifiable, regulated, confidential, or highly sensitive material and the applicable terms do not meet your requirements, do not put the material into the hosted service. Use an approved tool or a deployment whose data flow, access controls, retention, and provider terms have been verified for that information. Running an open model on infrastructure you control may change who receives prompts, but it does not automatically eliminate risks from hosting, logs, access permissions, or connected services.
A practical verdict for personal-finance users
DeepSeek can be used for low-sensitivity tasks if you are comfortable with the applicable product’s data practices. The hosted consumer service’s policy is a poor fit for information that must remain confidential: it permits broad service and model-improvement uses, says personal data is processed and stored in China, and does not promise a single retention period or immediate deletion on account closure.
For financial or workplace information, choose based on the exact deployment and the information’s sensitivity—not the model name alone. Keep private records out unless the organization responsible for them has approved the service and the applicable terms satisfy the requirements. The available dated security findings add reason to assess carefully, but they do not prove that all DeepSeek use is unsafe or that all products have the same weaknesses.
